Inspector Jason Guthrie, Area Commander, and Senior Sergeant Alistair Dickie, New Zealand Police, have both been invited to attend the meeting to speak to the community board about police initiatives.

Ken McVie from the Taieri Recreational Tramping Club was due to speak at the public forum but withdrew before the meeting. An application for funding from the club has also been withdrawn. Martin Ferguson addressed the meeting concerning the restoration of the graves of Thomas and Arthur Burns in the Southern Cemetery. An application for funding was tabled by Mr Ferguson. He said the grave of Arthur John Burns is neglected and needs to be restored. He asked the Community Board for $500 towards this work. Member Sarah Nitis joined the meeting at 12.06 pm. The Chairman told Mr Ferguson that most of the Community Board's funds had been allocated for this financial year. Mr Ferguson's application would be considered at a later date when funding applications opened. |

Sarah Nitis questioned whether it was possible to review the grants criteria to say that quotes should be considered with funding applications. Kristy Rusher suggested that staff could put a report to all the community boards suggesting this as the idea is that all six community boards need to work from the same guidelines. The Chairman asked for advice on this to come to next meeting. Review of grants criteria to be added to the action list.
The following requests were made to be added to the action sheet during the meeting: · That a column be added to the list of grants to say when people have reported back on how they have spent the money. · That an email be sent to Sarah Nitis two weeks before each meeting to remind her to write her report. · That the formatting of the action list be improved. · That a get well card be sent to member Maurice Prendergast. · That the annual plan submission from the community board be lodged before the deadline of 5pm on April 20. · That an enquiry be made as to whether the community board can nominate a member of the public to represent the area on the Keep Dunedin Beautiful Committee.

Members reported on the following matters:
Youth Engagement. Facebook. Recent public meeting on 2016/17 Annual Plan. Business association Coronation Hall Trust Mosgiel Business Association
Mosgiel Sign Project and service club activity – It was agreed that the Chairman and Blackie Catlow will meet with the parties regarding the sign, to understand the seriousness of the delays.
The next meeting of the Taieri Over Tea Leaves group will be on May 5 at the RSA.

8 Chairperson's Report |

The Chairman reported to the Community Board on a briefing he attended by Parks and Reserves staff regarding contracts. The Chairman said there will be no change in level of service and expected scope.
The Chairman continued with other matters in his report. He has attended a meeting of the Civil Defence Emergency Management Community Assessment Group and reported back on the content of this meeting.

9 Annual Plan Submission from Mosgiel Taieri Community Board |

The Chairman asked the Community Board members if they were happy with the content of the draft submission.
The Board agreed to change the words under Item 5 to the following: "The Board does not support a change in scope as proposed, however it would support a change in scope reflecting the balance between needs …attractions, for example the Wingatui Tunnel."
Other matters for the Chairman to raise when he speaks at the hearing in support of the submission are as follows:
City Marketing – members would like to see more photographs of the Mosgiel Taieri area used in city marketing efforts, and included in the Council's photo library.
Presentation of Annual Report information to Board members – members were disappointed the folder they received didn't have links to take them electronically to the data. They had difficulties in accessing specific detail.

10 Council Activities |

Cr Kate Wilson said the first refugees are arriving in Dunedin on Friday. A report is coming out shortly on storm water, related to the flood last year. City of Literature have appointed a new coordinator. Financially things are looking good for the Council - debt levels are down. Biggest concern is the emissions trading. This will affect the bottom line of the budget for the Annual Plan.
She also reported there is good news on growth and jobs under economic development. Resource consents are busy. Coming up, Cr Wilson will be busy with Annual Plan hearings, followed by hearings on the 2GP.

Draft concept plans have been drawn up on the Highland Park and Silver Springs development plan. There will be a public workshop at 7pm on May 4 in the Downes Room.
An offer has been received from Inspector Jason Guthrie to attend a Community Board meeting if there is any interest. The Chairman will make contact with Inspector Guthrie and see if this is possible for the next meeting.

Library Activity Report

EXECUTIVE SUMMARY
1 This report provides a summary of the activities of the Dunedin Public Libraries for the period 1 February to 30 April 2016, with a focus on the activities of the Mosgiel Library and Service Centre.

BACKGROUND
Operational and Project Activities
Statistics
2 Total loans for the period 1 July 2015 - 31 March 2016 were 1,135,160 representing an increase of 3,892 or 0.3% of loans compared to the same period in 2014/15. Increased loans were recorded at the City Library (0.9%) and on the Bookbuses (4.2%) while loans decreased at all other libraries.
3 A total of 98,314 reference enquiries were received during this period representing a decrease of 15,141 enquiries or 15.4% compared to the same period in 2014/15. Decreased reference enquiries were recorded at all libraries and on the Bookbuses.
4 There were a total of 900,074 visits to libraries over this period representing an increase of 24,546 or 2.8% of total visits compared to the same period in 2014/15. Increased visits were recorded at the City Library (7.2%) while decreased visits were recorded at all community libraries and on the Bookbuses.
5 At the Mosgiel Library public internet access is provided via the Aotearoa Peoples Network Kaharoa (APNK) service. There are 5 computers and Wifi access throughout the building. For the period July 2015 – 31 March 2016 there were 6,077 customer sessions on the computers and 8,794 Wifi sessions. This is a decrease of 4.1% Wifi sessions compared with the same period last year. Statistics for customer sessions on the computers are not available for 2014/15.
Gig City Dunedin
6 Planning continues for the launch of the Gig City Hub on the Ground Floor of the City Library expected in June 2016. This space will include Gig-speed free public Wi-Fi, information showcasing the potential of ultra-fast broadband and a “shop front” for enquiries from local residents, businesses and visitors to the city.
7 Work is also underway on establishing an additional 11 Gig-speed free public Wi-Fi hotspots around the city over the next 12 months. Sites chosen include the Mosgiel and Port Chalmers Libraries.
Director Appointed for City of Literature
8 With the appointment of a Director an important milestone has been reached in the development of the City of Literature status Dunedin was awarded by UNESCO in December 2014. Nicky Page is currently an Academic Manager in the Division of Health Sciences at the University of Otago starts her new role on 16 May 2016.
He Purapura Marara – Scattered Seeds
9 The new Community Digitisation Centre and digital archive was launched at the City Library on 27 April 2016. This resource has been made possible by a generous donation from the Cedars of Lebanon Club on behalf of the Lebanese community of Dunedin. The archive will collect and make available digitally the memories, mementos and stories from the various groups of people that have made Dunedin their home.
Events
School Holiday Programme
10 Holiday programme events including a Dr Wholympics, Rock Choir and Crafternoon ran at the Mosgiel Library during the April school holidays. A total of 27 children and 8 adults attended the Dr Who and Rock Choir events while the 2 Crafternoons attracted a total of 17 adults and 33 children.
Mosgiel Altrusa Literacy Evening
11 In February 2016, Mosgiel Library staff attended a literacy evening organised by the Mosgiel Altrusa Club. The evening provided an opportunity for staff to talk to local residents about the range of resources the library has available for parents and children and to discuss strategies for encouraging children to read. The Mosgiel Altrusa club have made several generous donations to the Library over recent years including most recently a large number of new toys.
Lego Club
12 On Friday 22 April, the Mosgiel Library launched a weekly Lego club with the first meeting attracting 24 children and 10 adults. This new initiative with Lego clubs now up and running at several libraries, including the City Library is proving very popular. Lego has been purchased with funds provided by the Dunedin Public Library Association (Friends of the Library)
Support Your Teenager
13 In April, Karyn Chalk author of Responding to Tricky Teens gave a talk at the Mosgiel Library on how to raise resilient teens.
Liaison
Preschool and School Visits
14 At the Mosgiel Library weekly preschool story times began again in February 2016 and continued during the school term. Library staff visited Montessori Mosgiel, Little Nippers Preschool and East Taieri Preschool regularly over this period to read stories and change over book loans.
15 In February 2016, Library staff visited the Mosgiel Parents Centre to talk to parents about the programmes the Library runs for pre-schoolers and the appropriate library resources for this age group.
16 Mosgiel Library staff made regular visits to St Mary’s School, Silverstream South Primary School, Elm Grove Primary School and East Taieri School over this period to promote Library resources and encourage pupils to talk about book and reading.
Book Chat at Mosgiel
17 Monthly meetings of Book Chat were held over this period. This group provides an opportunity for people to share their reading experiences and to discover new books. Library staff also attend to talk about their own reading and publicise new and recent acquisitions..
Bookbus
22 The Dunedin Public Libraries Bookbus visits Mosgiel on Wednesdays. Stop locations and times are:
Willow Park: 11.30am – 12 noon
Brooklands: 1.15pm – 2.00pm
Elmgrove: 2.15pm – 2.40pm
23 Usage at the three Mosgiel Bookbus stops continues to be low. Visits have increased to around 30 people per week over the past few months because of a class visiting from Elmgrove School, but there has been no increase in items issued. Willow Park has 6-7 regular customers with a similar number visiting at Brooklands. The Bookbus is in Mosgiel for an hour and 40 minutes in total each week.

1 The Mosgiel/Taieri Community Plan is a summary of the needs and priorities of the communities within the board area for the coming financial year. It's primary objective is to signal to the Dunedin City Council those projects of major significance to the Mosgiel/Taieri community.
2 The plan is a living document and is subject to change and revision as needs arise and priorities change.
3 The chairman has requested that the current plan be included on the agenda for revision by the members of the community board.

Project Fund Application
3. The grant to the Taieri Recreational Tramping Club for $133 has been declined by the club. Since then, an unrelated application for a grant of $500 has been submitted by Martin Ferguson to restore the grave of Arthur Burns in the Southern Cemetery. A copy of this application is attached. Mr Ferguson spoke at the last community board meeting about this project.
The community board may wish to consider allocating the remaining $140.75 in the project fund towards this project.
Review of Grants Criteria
4. A request was made at the last meeting to review the criteria used by the community board to allocate money from its discretionary fund. The current guidelines are attached for your information.

The current locations identified are – Dunedin Public Library, Botanic Gardens, Wall Street Mall, Toitu, Chinese Gardens, Museum Reserve, Marlow Park, Port Chalmers Library, Mosgiel Public Library/adjacent Park and there are two other sites that are being finalised.
There are a number of scoping processes that need to be worked through for each site which are underway but at this time we are not in a position to give a specific date as to when the Mosgiel location will go live.

Summary
This report provides an update on issues raised with the Chair and matters not covered by other reports on the Agenda.

Recommendations
That the Mosgiel Taieri Community Board notes the report
1. Mosgiel Taieri Emergency Response Group
A successful meeting was held in Outram on the 3 May to canvass community support for a management team to cover an emergency response in Outram and the southern Taieri Plain.
The Mosgiel Group have advanced their planning and are now looking to have additional coverage for their management group to strengthen the team and cover for member unavailability. Community Board and local Council members are listed as Priority Contacts in the event of an emergency; the steering team recognizes the need to have all priority contacts well versed in setting up and operating a local command structure and therefore are issuing advance warning that a training session is being planned to which all will be invited.
Concerned residents have raised the following issues with me:
2. Jaffray Stream
Blockages impeding the scheduled Drain, Jaffray Stream at road and railway culverts between the top side of SH 1 and the Owhiro Stream have been reported to the Otago Regional Council who advise they will investigate and report back.
3. Vegetation encroachment onto footpaths
A mobility scooter owner expressed his concern about vegetation growing over and narrowing footpaths creating issues for mobility scooter riders and other users. He suggested that council through their weekly ODT notice and “FYI DUNEDIN” advise land owners of their responsibility in keeping footpaths clear of impeding vegetation, much the same as Electricity company’s do with trees growing through powerlines. This suggestion has been passed to Infrastructure and Networks
4. Cemetery Road Subdivision
The recent sale of lots in this new subdivision prompted a close neighbor to raise a concern over access and traffic movement. A copy of the non-notified consent decision was obtained and discussed with the neighbor concerned in consultation with planning staff.
5. Cinema in Mosgiel – Activities for youth
Met with Labour MP Dunedin South Clare Curran following up on comments she had made regarding addition avenues to entertain youth in our community e.g. a Cinema.
Clare had sourced through the Parliamentary Library several not for profit community cinemas trust documents as examples of operational models. Discussion was had over whether we understood sufficient about youth and the activity or activities they thought were missing in the community. Accompanying Clare was a student from Taieri College who outlined some community based transport and accessibility work that his class were doing. I have passed on contact details to Board member Sarah Nitis and the Youth Engagement sub group for their information.
Further information is being sourced to test the feasibility of a cinema in Mosgiel.
6. Hope & Son’s Crematorium’s official opening and dedication
On Saturday 21st May 2016 the crematorium having commenced operations during November 2015 was official opened and dedicated, the occasion being marked with the planting of a Kowhai. I attended on behalf of the Board.

New coordinator doing a great job. Still unsure of membership criteria.

May Event was at the RSA in Mosgiel. Great turn out. Unfortunately no Councilor(s) due to Annual Plan hearings. Variety of topics discussed.
9. Economic Development in Mosgiel – update provided by Sarah Nitis
No word from staff RE ‘Pocket Park’ development. Countdown site is busy …
