7       Library Activity Report

 

 

The chair invited Bernie Hawke and Linda Roxburgh to the table to speak to the library activity report. Bernie drew their attention to page 12.  The new director of City of Literature has started. Also noted the new digital archive for the Lebanese community under item 9 on page 12.

Discussion was held on the use of library Wifi. There is a mixture of travellers and local people using this facility. Exploring providing Wifi hot spots on library buses.

Noted that an attachment is missing. To be circulated to members by the GSO.

1       visit from New zealand police

 

District Commander Mike Pannet, Coastal Area commander Jason Guthrie, and Local manager Alistair Dickie were welcomed to the meeting.

 

The chairman has requested the officers to talk about youth initiatives. Mike Pannet said there is a lot of opportunity for police to work with youth. It's an area worth investment.

 

He spoke about plans to renovate the police station in Mosgiel. There are opportunities around upgrading or re-building. They would prefer to stay in the same location.

 

A high level overview of crime in Mosgiel was presented to the board. 538 offenses were recorded this year, a 10% reduction on last year. A survey has shown a reduction in crime and victimisation. Youth crime has peaks and troughs. A very small number of youth offenders. Police have school community officers across the area. One effective package delivered to schools is family violence prevention.

 

Mosgiel is a safe place to live overall. There are some youth support programmes in the city that are doing good work. Community board members asked questions about youth bullying and updated the officers on a recent grant they have made towards an anti-bullying programme in the high school.

 

Martin Dillon talked about speed problems on his street. He requested greater police visibility. There has been a recent spike in crashes in Mosgiel, 11 this month. People are driving into parked cars or crashing at intersections.

 

Officers requested feedback from the members on what is causing concern to people. This helps them to deploy their resources.

 

The chairman was impressed by the reduction in crime since 2008 given the growth in population in Mosgiel.

 

Cr Wilson asked about the 2015 flood event and police resourcing. There are things happening with Civil Defence and lessons learned by agencies in the South Dunedin floods. The Mosgiel police are given credit for their work with Civil Defence.

 

Regarding people driving who shouldn't be - is there enough support and alternatives for those people? Discussion was held on this question. There are a lot of opportunities to encourage people onto buses.

 

A question was asked on whether a mobility scooter can go on the road at Wingatui, as there is no footpath. Jason Guthrie offered to find a definitive answer and send it to the chairman.

 

The chairman thanked the officers for their presentation.

8       Review of Mosgiel/Taieri Community Plan

 

 

Kristy Rusher advised that the plan did not need to be completed until after the coming elections. At the last election the plan was prepared in draft by the outgoing board and was confirmed by the newly elected board. A community plan developed this year will come into effect in 2017/18.

 

Discussion moved to the need to consider the strategies in the Community  Plan when making decisions on actions. It was agreed that Kristy Rusher would request a template to assist the community board with the alignment of strategies and actions. This is to be added to the action list.

 

Kristy Rusher offered to ask policy staff to recommend a template that would assist with the need to capture the LTP and different strategies within the Community Plan.

 

Sarah Nitis would like to incorporate the work of Neighbourhood Support into the plan. This is something the community board could drive. She also suggested the board sponsors an essay competition on local historical matters.

 

The chairman said the plan needs to reflect what the community board is capable of achieving.

 

Cr Wilson suggested hosting refugee families in the area. The chairman said he has been guided by social services and the Red Cross.

 

 

9       Governance Support Officer's Report

 

 

The board considered the grant application guidelines. Kristy Rusher suggested starting with a set of principles regarding grants and circulating this to all boards, with each board able to add its own local content. She noted a request for quotes to be included with funding applications. This is to be added to the action list.

 

The board discussed allocating the residue of the projects fund to Mr Ferguson. The board decided that the money left in the projects fund should instead go to a previous applicant who they had been unable to fully fund. A resolution was passed (below). 

 

The following changes were requested to the action list:

·      Access to Gigatown – The board would like a date for when this will occur in Mosgiel.

·      Gordon/Factory Road Pocket Park – Sarah Nitis to follow up.

·      Project Fund Grants – GSO to follow up on accountability reports.

·      Keep Dunedin Beautiful Committee – Cr Wilson to go on the email list and receive meeting dates for this committee.

·      New action – Information to be requested from NZTA about planting on the roundabout island on SHW87.

·      Website correction – The name of the community board is incorrect on the DCC website. To be corrected.

10     Chairperson's Report

 

 

The chairman has raised the issue of training for elected members and the Mayor has asked council staff to look into aspects of training and what might be put in place for incoming new members, and re-elected old members. Any community board member can request training at any time.

11     Board Projects/Community Engagement

 

 

The chairman provided an update from the Festival of the Plain annual general meeting.

 

The Mosgiel sign has been removed and this project has been taken over by a public benefactor who is covering the cost of this.

 

Economic Development Manager John Christie is to be invited to the next meeting to speak about economic development. The chairman would like to know how his work impacts on this area. The chairman asked the board members if they have any other specific things they would like to ask him about. Cr Wilson spoke about the need for Mosgiel to be promoted as a place to live, work, play and study.

 

 

12     Council Activities

 

Cr Wilson said things are going well in the city compared with six years ago. She is concerned that storm water issues are considered to only happen in South Dunedin, when there are also issues in other areas including Mosgiel. She would like an education project to let people know more about this issue.

3.      The Taieri Recreational Tramping Club has put forward a second grant application for $200 towards track clearing. A representative from the club will attend the meeting to discuss this. The application is attached at page 15.

Hi Hamish,

 

Summarising the Boards previous investigation into the locking of the West Taieri Cemetery gates.

 

1.    2010 - December Mary Lawlor spoke to the Board at its meeting Public Forum regarding the proposed development at the West Taieri Cemetery seeking assistance in installing galvanised steel gates at the Cemetery’s upper entrance.  The Board at that meeting granted $1000 towards the installation of those  gates.

 

2.    Mary Lawlor in speaking to the Board at its January 2012 meeting, requested that the gates to the Cemetery to be permanently closed to prevent vandalism noting that locking the gates solely prevented vehicle access. The Board in considering this presentation requested a report on a trial locking of the West Taieri Cemetery gates

 

3.    2012 - March  – Board meeting,  Alan Matchett reported as follows

(minute extract)

“West Taieri Cemetery - Mr Matchett discussed the proposal for a six month trial to lock the gates in order to prevent vandalism. Keys would be available to be picked up at the Mosgiel Library and Service Centre during its opening hours. Following the trail, feedbackand a recommendation would be brought back to the Board. Some public notification was required, and a campaign to raise awareness of changes at the cemetery would be undertaken. In response to questions, Mr Matchett advised that pedestrian access to the cemetery would remain available however some inconvenience may occur. The reliability of the service provided at the Mosgiel library, was the reason for the keys to be located there. “

 

4.    2012 - April  -  The Taieri Herald (Community Newspaper) ran a campaign seeking Public input into the trial locking of the Cemetery gates. The leading article reported the views of the then caretaker Ron McKay who spoke against the trial citing major safety issues for drivers entering and exiting the cemetery which is located on a busy blind corner of State Highway 87 between Outram and Middlemarch, and the minimal parking available around the gates made visiting potentially dangerous  he said that in his fifteen years he hadn’t seen vandalism in the Cemetery.

The following weeks resulted in six letters to the Heralds editor all against the locking of the gates.

 

5.    March - 2013 - Board meeting, the gate closure trial results were presented

(minute extract)

 

“ WEST TAIERI CEMETERY – GATE CLOSURE TRIAL RESULTS

 

A report from the Parks Manager (Lisa Wheeler) provided an update gate closure trial results for the West Taieri Cemetery. A six month trial had now taken place and the public response to trial had raised frustration at the keys being located in Mosgiel and the lack of parking at the top entranceway to the cemetery. In response to a question, Mr Reece advised that vandalism at the cemeteries only happened occasionally; however when it did it was extreme.

 

Following discussion, it was moved (Feather/Wilson)

 

1.    That the Mosgiel Taieri Community Board supports the reinstatement of the pre-trial gate management status of gates as a result of the public response to the West Taieri Cemetery six month gate closure trial.

 

2    That staff be requested to investigate self-closing gates for the West Taieri Cemetery."

 

Motion carried

 

The recent act of vandalism to my knowledge did not involve vehicles on the grounds therefore having the gates locked would not have prevented this most recent issue. The trial was not favoured by the community and while the accessibility of keys was deemed onerous having them available closer (in Outram) does not overcome the inconvenience totally. Parking outside the gates remains a safety issue. Weighing up the cost to have the gates opened and closed daily will need to be weighed up against the risk assessment of having future vandalism.  

 

Given the evidence to date, the cost of vandalism at this cemetery to the council would not justify employing a security firm.

 

The outcome of the previous trial and community sentiment indicates to me the status quo should remain.

Hi Bill

 

Thanks for your time last week regarding the topic of locking the gates at the West Taieri Cemetery.

 

I have just spoken with Mary Lawlor (apologies if spelling incorrect). She has a very strong view with the need to lock the gates to prevent further vandalism. I wonder if this topic could be discussed at the next community board meeting (or as you consider appropriate). I believe Mary may look at attending the public forum.

 

The options for locking the gate in a brief summary:

·    Status quo

·    Key is located at a shop (e.g., 4 Square)

·    Security firm (cost approximately $9K)

·    Use of a local to lock the gates (cost to be determined).

 

Two family representatives (David Morris and Bill Price) who I spoke to about vandalised headstones were also keen for the gates to be locked. I am happy to explore any options but I would like to get a directive from the Board. I can provide more information formally should that help for discussion with the Community Board.

Yes they can use a mobility scooter on the road, as below from NZTA website

Using your mobility device

1               You don't need a driver licence to operate a mobility device and they’re not required to have a warrant of fitness or registration. But there are requirements for where and how you can use them:

·         on the road, you must keep as close as possible to the edge of the roadway

·         on the footpath:

o    you must ride carefully and be considerate of others 

o    you must not ride at speeds that put other footpath users at risk.

2               See section 11 of the Land Transport (Road User) Rule 2004 for more detail on how and where you can use these devices.

Part 11

Requirements for particular road users

Pedestrians, riders of mobility devices, and wheeled

recreational devices

11.1

Use of footpath and roadway

(1)

A pedestrian must, at all times when practicable, remain on

the footpath if one is provided.

(2)

A driver must not drive a mobility device on any portion of a

roadway if it is practicable to drive on a footpath.

(3)

A pedestrian or driver of a mobility device or a wheeled

recreational device using the roadway must remain as near as

practicable to the edge of the roadway.

(4)

A driver of a mobility device or wheeled recreational device

on a footpath—

(a)

must operate the device in a careful and considerate

manner; and

(b)

must not operate the device at a speed that constitutes a

hazard to other footpath users.

(5)

A person using a wheeled recreational device on a footpath

must give way to pedestrians and drivers of mobility devices.

(6)

A pedestrian must not unduly impede the passage of a mobil-

ity device or wheeled recreational device on the footpath.

Mosgiel already has Gig speed ultra fast broadband installed in most residential areas with more work underway. With regards to the Gigabit Wifi Hot Spot expansion programme (creating free Gig wifi zones such as the Octagon) the Mosgiel library/playground is one of 12 to be created. EXECUTIVE SUMMARY  

A report from Sarah Nitis will provide an update on Board Projects and Community Engagement Activities including:

 

a)  Youth engagement – update provided by Sarah Nitis. Have requested again (as per previous discussions with David Hunter) a time to ‘present/provide introduction’ at school assembly. Also met with student, Logan Stadnyk, RE project looking at traffic volume on Gordon and Factory Roads. 

b)  Facebook – update provided by Sarah Nitis. 190 likes to the page.

c)  Coronation Hall Trust – no update provided.

d)  Festival of the Plain – update provided by Bill Feather. First general meeting of new season Thursday 30th June.

e)  Mosgiel Business Association – update provided by Sarah Nitis. Nothing to report.

f)  Mosgiel Sign Project – update provided by Bill Feather. Project is in progress, some community funding may have to be found to cover signwriting.

g)  Keep Dunedin Beautiful – update by Kate Wilson?

h)  Taieri over The Tea-leaves (TOTT) – update provided by Sarah Nitis. July event scheduled for Thursday 7th July, Summerfield Room, Chatsford.

i)   Economic Development in Mosgiel – update provided by Sarah Nitis.

j)   Mosgiel Resource Group - *NEW … verbal update to be provided by Sarah Nitis. This group meets the last Thursday of each month.
