2.4  Reports on Previous Grants

Kristy Compton of the Mosgiel Buisness Association has been invited to report back to the Board on a grant of $812 last September to assist with a traffic management plan for the Mosgiel Community Market Day.

 

Margaret McConnachie from the All Saints Fruit and Veg Co-op has been invited to report back to the Board on a grant of $217.35 to assist with advertising material.

 

(At the time the agenda was compiled these visitors were still to be confirmed by the Governance Support Officer.)

1.  Arthur Hendon from the Taieri Recreational Tramping Club spoke to an application for funding that is attached to the agenda. He said the club has been clearing bush tracks. It's a volunteer group and they have 6-8 members out each day. The major costs they face are for fuel and maintenance for two 'scrub bars'. They are asking for financial assistance to cover these costs. This is council-owned land. Cr Wilson offered to follow up with staff regarding the maintenance of the council-owned land.

 

Cr Kate Wilson left the meeting at 12.15pm.

 

2.  Rowan Leonie from Refocus Youth Support addressed the board regarding a change in the timeframe to carry out her community board-funded project at Taieri College. She  thanked the board for the funding and requested more time to complete the project. She was initially planning to finish by August, but now wishes to extend the time until November. She tabled a letter to board members updating them on the project to date.

 

Cr Kate Wilson returned to the meeting at 12.30pm.

 

Discussion was held on the scope of the programme Rowan Leonie is planning to run at the school. The community board agreed with the extended time frame and Rowan Leonie was thanked for attending.

 

3.  Mary Lawler was invited to the table to speak about gate security at the West Taieri Cemetery. She said thousands of dollars and hours have been invested in cemetery beautification and there have been cases of vandalism. She would like every feasible possibility to be explored to find a solution. She suggested that the gates be locked at night and unlocked in the morning, or that they lock automatically. The chairman said this matter is on the agenda to be discussed later in the meeting and thanked her for attending. Mary Lawler tabled a copy of her submission to the community board.

7       Governance Support Officer's Report

 

Sarah Nitis reported back on information she has received regarding Mosgiel as a Gig City location. She tabled some information from Chorus and took the board members through the process involved in getting connected to Gigabit speed broadband.

 

Discussion was held on the need to prioritise the 12 free wifi hot spots, including Mosgiel Library. The chairman would like to push for Mosgiel Library to be done first as a showcase in the community. Cr Wilson put a motion to this effect and it was carried (as below).

 

Nicola Pinfold, Group Manager Community and Planning, and Anne Gray, Policy Analyst, joined the table to talk the community board through the council's strategic framework.  They discussed how the board's community plan could be consistent with the strategic documents of council. There is an opportunity for community boards to do their plans by August instead of December so the projects can be incorporated into budgets.

A template for the community plan was discussed. Columns need to be added to the tables in the plan to link the actions to the strategies and outcomes. Anne Gray offered a one-page guide to the main strategies to assist the board.

 

Sarah Nitis gave an update on the pocket park. Responsibilities and tasks have been discussed between Richard Saunders and Sarah Nitis. Discussion was held on whether the community board would put money from the discretionary fund towards this project. Sarah Nitis put a motion to support this and it was carried (as below).

8       Board Projects/Community Engagement

 

Sarah Nitis reported that the community board has an invitation to speak to the senior assembly at Taieri College on August 11, at 11.20am, about the role of the council and community board. Cr Wilson played a youtube video outlining the role of council. Mark Willis and Martin Dillon offered to attend with Sarah Nitis. Cr Lord has a son at the school and could offer support if needed.

 

Sarah Nitis has also spoken to a student doing research on traffic volumes in Mosgiel. She would like to invite him to the public forum of the next meeting to present his findings. The community board agreed and would also like a staff member from transport to attend if possible.

 

Cr Wilson cannot make it to the next Keep Dunedin Beautiful committee meeting. She will ask Cr Lord to represent the Mosgiel Taieri area on her behalf.

 

Sarah Nitis put a motion to support further advertising of the Taieri Over The Tealeaves event and it was carried (as below).

9       Chairperson's Report

 

 

The chairman noted the information from Cr Andrew Noone regarding the re-introduction of a seal extensions budget. The chairman asked for feedback from community board members on which roads should go on the list as needing seal extension. The road to the Wingatui Railway Station was suggested as it is heavily used and not sealed. Further discussion was held on the criteria to consider when debating which roads should be sealed. The chairman would provide information back to the transport team.

 

The chairman tabled information regarding the introduction of LED lighting in the board area. Cr Wilson has asked the council staff to consider testing 2200 kelvin bulbs and explained her reasons for this. It was agreed that members may provide individual feedback on this issue to council staff.

 

Regarding the West Taieri Cemetery, the chairman has outlined the background to the issues in his email attached to the agenda. The gates are currently closed but not locked. The options outlined in the agenda were debated. The community board members noted that storms had resulted in one headstone falling over in the cemetery. A suggestion was made to approach the group of people who want the gates locked and ask them to manage the process of closing them at night and opening them during the day. The community board would also like to know what vandalism has been reported to council over the past five years and whether it was possible to test remote controlled gate opening. The board requested a report back from cemetery staff at a future meeting.

 

The chairman said he will not be standing for re-election in the coming election. He has been on the board for nine years.

 

The question of mobility scooter safety on footpaths/roads was discussed. Information on this was attached to the agenda. Martin Dillon moved that staff investigate mechanisms for government or local government to ensure the safe use of mobility scooters. This motion was carried (as below).

Grant Applications

EXECUTIVE SUMMARY  

1.     The following pages outline the applications the Board has received from the community for funding towards community projects from the project fund.

2.     At the start of the 2016/17 financial year, on July 1, the Board had $10,000 in the project fund. At its last meeting the board approved spending to advertise the Taieri Over the Tealeaves group in July and September at $79.00 per advert (Total $158.00).

3.     This means the amount remaining in the project fund is $9,842.00 for the 2016/17 year. The community board normally has two funding rounds per year. It is up to the Board to decide how to split the total amount between the two funding rounds. The Board is able to allocate the entire fund in the first round if it wishes, however this is not recommended as it means a second funding round will not take place this year.

4.     The Board is able to fund up to 70 percent of the total costs of a project. Applicants must contribute not less than 30 percent of the total cost.

5.     All applicants have been invited to attend the meeting and speak to their application. Due to the large number of applicants, a speaking time of 10 minutes each has been allocated.

6.     Community board members are reminded of their obligation to leave the table during deliberations if they have a potential conflict of interest, or are a member of a group that has applied for funding.

Student Traffic Study

EXECUTIVE SUMMARY

1      Logan Stadnyk, a student at Taieri College, has recently conducted a survey of traffic use on Gordon Road and Factory Road in Mosgiel.

2      He has been invited to attend the meeting to present his findings to the community board. His findings are attached to this report.

3      Hjarne Poulsen, Safety Team Leader, Network Development Operations, has also been invited to the meeting to answer any questions regarding traffic safety. He has indicated that he will attend.

All the grant money has been uplifted. The Mosgiel Business Association and the All Saints Fruit and Vege Co-op have been invited to attend this meeting to report back on how they have used the grant money.

Coming Into office and Vacation of Office

For local authority elections, where an election is required, a member comes into office on the day after the day on which the official result of the election is declared by public notice (section 115  Local Electoral Act).  Official results are usually received around the Thursday following the election and the public notice usually appears on the Saturday following the election.

 

Where an election is not required (i.e. because the number of candidates does not exceed the number of vacancies), those unopposed candidates are declared elected at the close of nominations and they come into office at the same time as the other elected candidates (i.e. the day after the official result of the election is declared by public notice).

It is important to note, however, that no person is capable of acting as a member of any local authority until he or she has made a declaration as required by clause 14, Schedule 7, Local Government Act 2002.  This is done at the first meeting of the board after the local authority elections. 

Current members vacate office when members elected at the election come into office.

Two staff were scheduled to give verbal reports at this meeting but have been postponed in favour of the hearing of grant applications.

John Christie, Enterprise Dunedin, will report on current activity to promote the Mosgiel Taieri district at the first meeting of the newly-elected community board.

Bernie Hawke, Group Manager Arts and Culture, was planning to attend to give a library report, but has attached his report to the agenda instead.

Gig Wifi at Mosgiel Library

At its last meeting the Board resolved to ask staff to give high priority to the introduction of Gig wifi at the Mosgiel Library. Bernie Hawke, Group Manager Arts and Culture, has asked me to report that Gig wifi is now live at the Mosgiel Library and he believes this is a good outcome for the community.

Locking of Gates at West Taieri Cemetery

EXECUTIVE SUMMARY

1      The question of whether to lock the gates at the West Taieri cemetery has been regularly discussed by the community board since January, 2012. A summary of the background to this issue is attached to the agenda of the last meeting on July 5.

2      The minutes of the last meeting are as follows:

The community board would also like to know what vandalism has been reported to Council over the past five years and whether it was possible to test remote controlled gate opening. The board requested a report back from cemetery staff at a future meeting.

3.     In response, the following information has been received from Hamish Black, Parks Operations Manager:

Other than the suspected vandalism in March there have been no reports of vandalism over the past five years.  Some headstones have been laid flat for a long time and contractors have sprayed around them in order to complete maintenance.  The old style installation technique of not installing dowels, and the removal of the concrete surrounds, has meant some of the older headstones are susceptible to falling over, whether that be due to material deterioration, wind or vandalism.

A remote controlled gate is yet to be fully investigated. However, vandals could still access the cemetery by walking around the gates. A remote controlled gate would need to be on a timer to allow public access during the day and would be solar powered to drive the required gear mechanisms.  

4.     Since the last meeting an email has been received from Ron McKay, the former caretaker of the cemetery. It is attached to this report.

5.     Community board chairman Bill Feather has requested that this issue be included on the agenda for a final decision to be made before the end of the triennium.

 

RECOMMENDATIONS

a)     Resolves that the gates at the East Taieri Cemetery be left locked/unlocked.

1      The report provides a summary of the activities of the Dunedin Public Libraries for the period 1 May to 30 July 2016.

BACKGROUND

Statistics

2      Total loans for the period 1 July 2015 to 30 June 2016 were 1,409,068 representing a decrease of 113,907 or 7.5% of loans compared with the same period in 2014/15. Decreased loans were recorded at all libraries and on the Bookbuses. The decrease in loans between the current year and the previous one is partly attributable to a change in reporting systems during this period which resulted in inflated issues statistics in 2014/15. This calculation has now been corrected and issues have now been adjusted to accurately reflect borrowing over the 2015/16 year.

3      A total of 133,713 reference enquiries were received during this period representing a decrease of 13,488 or 9.1% compared to the same period in 2014/15. Decreased reference enquiries were recorded at all libraries and on the Bookbuses reflecting increased use of online information resources by Library customers.

4      There were a total of 1,196,004 visits to all libraries over this period representing an increase of 26,002 or 2.2% compared with the same period in 2014/15. Increased visits were recorded at the City Library (5.0%) and on the Bookbuses (1.3%) while Mosgiel recorded a very slight increase (less than 1%). Decreased visits were recorded at the other three community libraries.

Gig City Dunedin

5      Planning for the launch of the Gig City Living Hub on the Ground Floor of the City Library is entering its final phase, following Council approval to proceed with this new development. The facilities are modelled on those in other new libraries and will include digital displays and information on the potential of ultra-fast broadband as well as opportunities to test out Gig-speed Wi-Fi on a range of digital devices.

6      Work on establishing 12 new Gig-enabled Wi-Fi hot spots across Dunedin continues with the City Library going live at the end of June 2016 and the Port Chalmers and Mosgiel Library’s expected to follow before the end of December 2016.

Events

New Zealand Music Month 2016

7      New Zealand Music Month is celebrated in May each year with events around the library network. At the Mosgiel Library 140 people attended a total of 6 performances over the month featuring local musicians and school musical groups.

Te Wiki o Te Reo Maori

8      As in previous years a series of performances by schools and preschools marking Maori Language Week took place at the Mosgiel Library in July 2016. These events enjoy considerable support from the Mosgiel community with a total of 497 people (297 children and 200 adults) attending this year. This was significantly higher than the 380 people who participated in 2015.

July School Holiday Programme

9      A diverse range of activities took place at the Mosgiel Library over the July school holidays. The first week featured several events run in conjunction with the International Science Festival (85 people in attendance) while the second week celebrated the Cadbury Chocolate Festival and included the ever popular Freddo Frog Chocolate Story Time (150 children and 95 adults). Other activities over both weeks included Super Inventor, Dinosaur Footprints and Chocolate “discovery trails” (50 children).

Lego Club

10    Lego Club started in April 2016 and continued weekly in the Downes Room at the Mosgiel Library. This is a new and very popular initiative with the number of participants averaging 48 children and adults at each session over this period.

Cooking and Culture: French Cookery

11    The first of two cooking and culture events at the Mosgiel Library was held in June 2016. Chef Julien Delavoie from Artisan French pastries demonstrated how to make a tartiflette to an enthusiastic group of 20 people.

Memory Box at Chatsford

12    In May 2016 Mosgiel Library staff along with the Library’s Events Co-ordinator visited Chatsford Rest Home to share memories with residents. Using a “Memory Box” filled with wedding memorabilia and items from the Library’s Heritage Collections, residents were encouraged to recall similar events in their own lives. Initiatives such as these which stimulate memory recall are widely used in rest homes with residents suffering memory loss.

Liaison

Preschool and School Visits

13    At Mosgiel weekly preschool storytime continued along with regular visits to Montessori Mosgiel and Wee Nippers Childcare. Elmgrove School visited the Mosgiel Library once over this period.

14    Following a period of promotion by Library staff there has been increased demand from Mosgiel teachers for library resources to use in the classroom. Over this period the Library averaged 17 resource bags per month, up from 5 per month in 2015. It is pleasing to see an increase in demand for this tailored service.

Book Groups

15    Monthly meetings of Book Chat, the Mosgiel Library’s book discussion group, continued over this period with numbers averaging 10 to 12 people at each session. Book groups provide an opportunity for social engagement, with local residents getting together to talk about books and reading in a library environment.
