7 Adoption of Code of Conduct |
|
|
A report from the Executive Management Team advised that the Local Government Act 2002 required that Community Boards adopt a Code of Conduct. The report provided a summary of the updated Code of Conduct (the Code) that was prepared by Local Government New Zealand following consultation across the sector. The Code updated the previous national standard and provided a plain English version of standards of behaviour expected of elected members in the exercise of their duties. The Code also provided details on how breaches of the Code would be dealt with. The Code should be read in conjunction with the Community Board's Standing Orders.

8 Adoption of Standing Orders |
|
|
A report from Civic and Legal advised that a local authority must adopt a set of standing orders for the conduct of its meeting and those of its committees (clause 27, Schedule 7, Local Government Act 2002). Local Government New Zealand had reviewed and revised the form of standing orders which applied to community board meetings. The report recommended the adoption of the revised standing orders.

A report from Civic and Legal advised that the Board was requested to consider the date of the next Board meeting, which was proposed for Tuesday, 22 November 2016 commencing at 12.00 noon. A meeting schedule for Council and Community Boards during 2017 would be considered at the 15 November 2016 Council meeting.A Community Board meeting schedule would be considered and brought to the next meeting of the Board for confirmation.
Members discussed the commencement time of the meeting and it was agreed to canvass Board members for an appropriate time. |

A report from Civic and Legal advised that Clause 21 of Schedule 7 of the Local Government Act 2002 required that, at the inaugural meeting of the Council and Community Boards following the triennial election, the Chief Executive Officer must provide a general explanation of the following legislation: a) The Local Government Official Information and Meetings Act 1987; b) The Local Authorities (Members' Interests) Act 1968; c) Sections 99, 105 and 105A of the Crimes Act 1961; d) The Secret Commissions Act 1910; and e) The Financial Markets Conduct Act 2013.

4 The Parks Operations Manager (Hamish Black) has provided a copy of the proposed cemetery map and the kiosk information panels for the Board's information (Attachments B, C and D).

Chairs Report
Well well, here we are, collectively embarking on this journey though local body politics. I’d like to again congratulate Board members on your election to the Mosgiel-Taieri Community Board and thank you for your vote of confidence and support of my appointment to Chair.
I’m dedicated to this role, I’m committed to engaging our community and I’m looking forward to working for you, professionally representing our Board (and our community). I believe we need to take every opportunity to work with councilors, and council staff, to highlight the areas of interest and/or concern around our community – and to work together to find solutions. At this stage, I don’t believe councilors and council staff are aware of the true potential of community boards.
Our patch, an introduction
The Mosgiel-Taieri Community Board encompasses a number of Statistics New Zealand Area Units (and suburbs) and it is important the Board is familiar with population and dwellings data.
Population figures from Statistics New Zealand Census 2013 are as follows;

Note: There has been an increase of approximately 12.5% in Residential dwellings in the area since 2010.
The Community Plan
As appears earlier in the Agenda, the proposed Mosgiel-Taieri Community Plan is presented with a new layout. This is in order to better align local objectives and activities with the citywide strategic framework, council departments and activity budgets.
The Community Plan is to be considered a ‘living document’ with the Board able to incorporate community feedback at any stage.
The MTCB’s Community Plan, and its format, will undergo further enhancements in the New Year, with assistance from the Councils Strategy and Governance team. The Emergency Response Plan and Guidelines for the Discretionary Fund will be included at this time and a formal consultation process will occur prior to implementation on 1st July 2017.
The Action List in the GSO’s Report
Please note the ‘Actions List’ that features in the GSO’s Report has also been aligned to our Community Plan for ease of tracking progress of the Board. I’d like to propose that over the next couple of months Board Members identify activities they are interested in pursuing and advise the Board so your name can be put next to the activity on the Actions List.
Community Engagement
A regular item of the Chairs Report will be the heading of ‘Community Engagement’. Though this item falls under the Chairs Report it is an item I envisage all Board Members will contribute to.
The report item will detail activities/updates of key local organisations including (but not limited to) the Mosgiel Business Association, the Festival of the Plains Committee, the Mosgiel Community Emergency Response Group, the Mosgiel Resource Group, Keep Dunedin Beautiful, Outram Facilities Trust, Taieri Community Facilities Trust, The local Police and Community Patrol, Taieri Schools Principals Association and Taieri College.
An email request for an update of engagement activities will be sent prior to confirmation of the agenda for each meeting.
