6       Staff update report

 

Jendi Paterson (Recreation Planning and Facilities Manager) provided an update on Freedom Camping.  She advised that staff had met with the Runaka in September 2016, prior to the camping season to address any issues and concerns.  Ms Paterson provided an update on the Warrington Freedom Camping Site and advised that there had been additional contractor collections, increased bin capacity and the bins were installed with a mechanism that text an alert when the bin was 80% full.  Enforcement contractors visited the site each night and educated the campers on what was and was not appropriate.  Staff worked with the Department of Conservation (DOC) when sea lions would come onto land and barricades were put in place.  Ms Paterson advised that it had been a more positive season than in the past and that staff were looking at additional sites both on Council land and otherwise owned.

Ms Paterson commented on a Ministry of Business, Innovation and Employment initiative, the Regional Mid-sized Tourism Facilities Grant Fund  which had been established to provide support for communities to fund visitor-related facilities such as toilets, carparks, waste disposal and minor water management funds.  The funding was expected to open at the end of March, beginning of April.

Ryan Craig (Destination Dunedin Manager) advised that a draft Dunedin Destination Plan 2017-2023 which sat within Dunedin’s Strategic Framework and focused on the Economic Development Strategy’s them, “A Compelling Destination” had been developed and would be presented to the Economic Development Committee meeting to be held on 13 March 2017 for approval for release to the community. 

Mr Craig commented that they had consulted with the Runaka and KTKO as this was a key partnership of part of the strategy and wanted to ensure that the Māori Participation Working Party was informed of the plan. 

There was a discussion on tourism funding and Mr Craig commented on the Tourism Growth Partnership funded administered by the Ministry of Business, Innovation and Employment and advised that he would provide the links to members.  Mr Craig was unsure whether there was a specific Māori Tourism fund and advised that he would investigate and provide the information.

Cam McCracken (Dunedin Public Art Gallery Director) commented that delivery was underway on Ara Toi Otepoti – Our Creative Future (Dunedin’s arts and culture strategy).  Mr McCracken provided background information on the strategy and the consultation to be undertaken. 

There was a discussion on current examples of good planning of public art work including the poetry on steps and back beach poetry and ceramic work and Mr McCracken commented on the strategic process of commissioning the public art work in Dunedin with a five and ten year vision and working with stakeholders in the community.

Tami Sargeant (Senior Policy Analyst) provided an update on information and matters of interest including:

·          Annual Plan 2017/18

·          DCC Te Kete Tikanga Māori – there was a discussion on a proposed digital app for cultural intelligence for the DCC.  Members agreed in principle but questioned whether other apps currently in place such as the Air New Zealand could be modified to suit local needs.

·          Māori Participation Work Plan – Mrs Sargeant provided an update on the work plan.

·          Annual Plan/Long Term Plan – There was a discussion on engagement on the Annual Plan 2017/18 and the Long Term Plan 2018/2028 (LTP).  It was agreed that the Māori Participation Working Party would host a hui at Araiteuru to inform the development of the LTP.  Staff would develop a plan for the hui for discussion at the next meeting.

 

10     Māori Liaison Role

 

Sue Bidrose (Chief Executive Officer) provided an update on the Māori Liaison Role.  There was a discussion on measures to fill the role and it was agreed that the establishment of an MoU was a priority as that would help give structure to key strategic outcomes for the Māori Participation Working Party and how they fit with Council.

It was agreed that in the interim, KTKO be approached and requested to provide a quotation to scope the work for an MoU .

7       Waitangi Day 2017

 

Edward Ellison provided an update on Waitangi Day activities.

 

 

Mr Ellison commented that the Waitangi Day celebrations had been extremely successful.

 

Mr Ellison provided an overview of the programme and commented on the panel of speakers, the inclusion and diversity of all those in attendance and the large turnout of Mayors and CEO’s from Otago and Southland.  Mr Ellison spoke of the character and form of the South Island celebrations and noted their difference to North Island celebrations.

 

Mr Ellison advised that in 2018 the celebrations would be held in Banks Peninsula.  He commented on the stature of the event and noted that a representative of the Governor General would be in attendance.   There was a discussion on attendance at the festival next year and Mr Ellison advised that it would be appropriate for a Council delegation to attend. 

 

 

 

During Item 7, Councillors Benson-Pope and Hawkins left the meeting at 5.05 pm and Paulette Tamati-Elliffe entered the meeting at 5.10 pm.

 

8       Update - Puaka Matariki

 

Joy Gunn (Manager Community Development and Events) provided an update on Puaka Matariki.

 

Ms Gunn introduced herself and provided information on her background.  She commented that an independent coordinator had been contracted to deliver the project.  Matariki would be held between 17 – 23 June in alignment with the appropriate configuration of the stars and moon.

 

Ms Gunn commented that they had received $10,000 from the Otago Community Trust to support funding grants for community groups which was due to open on Friday 3 March 2017.  She commented that the grants would be prioritised to events being held during Matariki. 

 

 

9       Joint Otago Southland Te Roopu Taiao Meeting

 

Mayor Dave Cull provided an update on the joint Otago Southland Te Roopu Taiao meeting held on Tuesday 7 February 2017.

Mayor Cull commented that the purpose of the meeting was to talk about ways of collaborating and enlarging the fellowship of Te Roopu Taiao across the region and the need to grow and develop relationships.

 

He commented that there had been a discussion on the changes to the Resource Management Act.  The Bill proposed to enhance Māori participation in the policy statement and plan-making processes by requiring local authorities to invite iwi authorities to form iwi participation arrangements (IPAs) and by enhancing iwi consultation requirements in relation to the appointment of hearings commissioners and pre-notification for policy statements and plan changes.   KTKO and Te Ao Marama had advised that they would like to investigate what was currently in place, existing relationships and identify what could be improved and any gaps. 

 

 

11     General Matters

 

Community Advisor

Members were pleased to note that Rema Smith had been appointed Community Advisor and spoke of the benefits in having Rema in this role.

 

 

There was a discussion on the Tuia Mayoral Rangatahi Mentoring Programme. 

 

                      

 

Māori Street Names

 

Paulette Tamati-Elliffe commented on the inclusion of more Māori names in the Dunedin Road Naming Register.  Ms Graham advised that a report on existing and proposed new Street Name options would be presented to the May meeting.

Update on Puaka Matariki

EXECUTIVE SUMMARY 5

1      This report provides an update to the Maori Participation Working Group on progress in coordinating the 2017 Puaka Matariki Festival in Dunedin.

RECOMMENDATIONS

That the Committee:

a)     Notes the Update on Puaka Matariki report.

 

 

BACKGROUND

2      The Puaka Matariki Festival provides a focal point for the celebration of a Festival of significant important to tangata whenua.  It promotes the Maori New Year, Maori culture and its important place within our community, and highlights the talents of Maori within the community. The event Steering Roopu give cultural advice and support to this event, and advocate for Maori participation and contribution. 

3      The Council has been involved in planning the annual Puaka Matariki Festival for almost a decade.  The Council provides operational funding of $35,000 per year to coordinate this annual event, with funding primarily utilised to contract a Puaka Matariki Coordinator. The Puaka Matariki Festival is overseen by the Puaka Matariki Steering Roopu; comprising community representatives and staff from the DCC Community Development and Events team, with some support from Marketing and Communications (where appropriate).

4      The Festival aims to;

·           Promote the Maori New Year, Maori culture and its important place within our community and country

·           Showcase Maori talent and communities

·           Support development of Maori arts and artists

·           Provide a specific wananga season and a time for the telling of local stories. 

 

        In 2017 the Puaka Matariki Festival will be held between 17 and 23 June.

DISCUSSION

5      In February 2017, Vicki Lenihan was appointed as the Puaka Matariki Festival 2017 Coordinator. Vicki’s role is to coordinate the event programme, manage the grant funding round and lead the marketing and promotion of the event.

6      Since Vicki’s appointment 30 events have been registered on the Puaka Matariki Festival programme.

Grants

7      Annually grants have been made available to schools and community organisations to celebrate the Festival within the city. In the past few years, the majority of grant funding has been provided by Otago Community Trust, but administered through the Council.

8      This year the Otago Community Trust contributed $10,000 specifically to fund community events. The funding round for Puaka Matariki grants opened in early March and closed on 7 April 2017.

9      The Festival’s funding komiti comprised Paulette Tamati-Elliffe (representing the Maori Participation Working Party), Justine Camp (Steering Roopu) and Joy Gunn and Cara Paterson. Following allocation of grants by the Committee, the Community Development team manages payment and accountability reporting. 

10    This year the panel considered 22 applications for funding; with three being declined. All of the grant funding was allocated. 

11    Following notification to successful applicants, one applicant returned their funding as they were unable to complete their event. This was reallocated to another event. Two applications, which had arrived within the timeframe but missed selection, were provided funding. All successful grant applicants are expected to provide a brief accountability r1eport to the Steering Roopu before the end of July 2017.

Funding Round Issues

12    Te Roopū Tautoko ki te Tonga did not receive funding this year for its Marae Idol event as an application was not received.  The Festival Coordinator had followed up with representatives prior to the close off of the grant round; but no request was made.  Staff are aware that this may pose some issues for the event, and have suggested they approach another funder as there is no Puaka Matariki funding now available.

13    The funding komiti had recommended to one event organiser that they seek funding from Te Puni Kokiri.  Feedback received from the organisation was that the process was too complex, and therefore the application was not made. The Steering Roopu wish to provide feedback to the Ministry, and will seek local advice on the best method of doing this prior to any conversation or correspondence. 

Events and Promotion

14    The Festival Coordinator has been busy promoting the event; updating the website and Facebook pages and coordinating printed material (A5 postcards and A0 posters).  The posters will be placed throughout the city by Phantom Billstickers. 

15    Information on Festival events has been provided to the DCC’s Communications and Marketing team for the What’s On publication.  The Coordinator has also been liaising with local radio and community newspaper, The Star.

16    Astronomical literature explaining midwinter visibility of Puaka and Matariki has been written (in plain language, for the Puaka Matariki Festival Coordinator to publish) on the website and in other material. This was provided by Alan Gilmore, former superintendent of the University of Canterbury’s Mount John Observatory at Tekapo

17    Information has been circulated to Enviroschools in the city, and an event is being planned through this programme, which focuses on sustainability.

18    Options for a launch event are being finalised, and this will either be held on 16 or 17 June 2017.

19    As this report is for noting, no options are presented.

NEXT STEPS

20    Planning for the Puaka Matariki Festival 2017 will continue and a report on its coordination will be provided to the Maori Participation Working Party after August 2017.

Māori Impact Statement

Sustainability

Puaka Matariki is supported with funding and staff resource by the Dunedin City Council.  It has been identified that additional resourcing and funding may be required if the event is to grow.  Some strategic visioning may be required to better understand the level of this funding and resources and the outcomes / benefits for Maori within our community, as well as contribution to education of the wider community on Maori culture, custom and practice.

LTP/Annual Plan / Financial Strategy /Infrastructure Strategy

Funding has been allocated from the operational Community Development & Events budget for this event.

Financial considerations

Council currently provides $35,000 per annum for coordination of this event, plus staff time, meeting spaces, use of computer, copying and mobile phone.  There is no request for funding in this report. 

Significance

The significance of this update report is assessed as low in terms of Council‘s Significance and Engagement policy.

Engagement – external

This report notes the promotion of the event.  In addition the Coordinator has engaged with a number of organisations / individuals likely to hold events as part of the Festival.

Engagement - internal

There has been internal engagement with Communications and Marketing, and Enterprise Dunedin to support Festival promotion.

3      Community feedback was sought on the draft 2017/18 Annual Plan budgets from 23 March to 1 May 2017.  The Council received 107 pieces of feedback through the various community engagement activities on 83 topic areas.

Rongo

5      A visitor to Dunedin raised concerns with the Council about the Rongo memorial area.  The concerns raised included issues around the lack of parking and directional signposting; rubbish and weeds in the area; Te Reo errors on the memorial plaque; and the content of the memorial plaque. 

6      Parks operational staff  have addressed the concerns with the rubbish and weeds in the area and improving the signposting and directional signage. Advice is sought from the Māori Participation Working Party on how to address the concerns around Te Reo errors and content of the memorial plaque.

Central City Plan

7      The Council is developing a Central City Plan to guide the development of the central city area over the next ten years as infrastructure is updated.  It is critical that a cultural narrative is developed prior to the more detailed design development.  The cultural narrative is envisioned as an invaluable tool to help guide design development of Dunedin’s Central City in such a way that local iwi / runaka stories are given presence within our public streets and spaces.

8      Staff from City Development seek guidance from the Māori Participation Working Party on how the appropriate process for commissioning the cultural narrative for Central City Plan work.

Warehouse Precinct

9      As part of the Warehouse Precinct Revitalisation Plan, the Council is developing plans to upgrade Bond and Water Streets, near the historic landing site of Toitū Tauraka Waka. Staff worked to develop a shared space design with woven paving patterns and indigenous plantings, so as to help unveil the interwoven stories of Dunedin settlers, beginning with Tauraka Waka as the Otakou Kāi Tahu trading site with colonial settlers (refer to Attachment A).

10    Staff from City Development seek guidance from the Māori Participation Working Party about how to consult with local iwi / runaka about this design concept in June 2017.  Staff recognise the importance of this engagement and will ensure that it is prioritised within a very short project delivery timeline. The Warehouse Precinct works must be tendered out no later than July 2017 and construction finalised by end of June 2018.

Rates remission policy for Māori freehold land

11    Staff from Finance are developing a draft rates remission policy for Māori freehold land for consideration by the Council in September 2017.  Staff will consult with the Ngāi Tahu Māori Law Centre as the policy is developed and seek advice from the Māori Participation Working Party on other organisations or individuals that should be involved.

Long Term Plan consultation hui

12    At the last Māori Participation Working Party meeting there was a discussion on engagement on the Long Term Plan 2018-2028 (LTP). It was agreed that the Māori Participation Working Party would host a hui at Araiteuru marae to inform the development of the LTP.

13    Staff have developed a plan for the hui for discussion and feedback from the Māori Participation Working Party (refer to Attachment B).  Advice and direction is sought on the proposed structure of the hui, as well as any guidance on organisations and individuals who should be invited to attend.

Community Engagement Opportunities

14    The following table provides information on upcoming community engagement opportunities on Council work and projects.

Mobile Library Service: Demand for and satisfaction with the Mobile Library service (Bookbus) is being reviewed as buses age and need replaced.

Dunedin Destination Plan: The Dunedin City Council, in consultation with city stakeholders, is developing a draft Dunedin Destination Plan.

Festivals and Events Strategy review: The Festivals and Events Strategy is being reviewed. The strategy supports the growth, development and management of festival and events in our city.

Public Art Framework: A draft Dunedin Public Art Framework has been developed and will be available for feedback in the coming weeks.

Central City Plan: This Plan will guide the development of the central city area over the next ten years.

Oct/Nov 2017

Camping Control Bylaw review: Increased freedom camping at sites around Dunedin has prompted a review of the Camping Control Bylaw.

Late 2017

Long Term Plan: There will be a series of engagement activities leading into and informing the Long Term Plan.

Māori Participation Work Plan 2017

15    The Māori Participation Work Plan has been updated (refer to Attachment C).  The Work Plan identifies when reports or updates on projects and policies are likely to be presented to the Māori Participation Working Party for consideration in 2017.

16    Staff welcome feedback from the Māori Participation Working Party on additional projects and policies which are of interest to the Working Party, and should be included in the Work Plan.

NEXT STEPS

17    Feedback provided by the Māori Participation Working Party will be considered as the projects and policies outlined in this report are developed and implemented.
