Alistair Finnie spoke to his concerns regarding the lack of parking enforcement in the Mosgiel Area. Mr Finnie commented that his main concerns were motorists parking over and blocking the footpath as it was a safety concern for pedestrians in particular the disabled or elderly people. He felt that the current enforcement by parking services was inadequate and requested the Board advocated for increased enforcement. |

6 Parks and Recreation Maintenance Update |

Greg Shaw, Parks Manager for City Care was present to meet the Board and discuss the contractor's role in the upkeep and maintenance of recreation spaces in the Board area. Mr Shaw responded to questions on the mowing of parks and maintenance and upgrade of the playgrounds.

Maurice Prendergast left the meeting at 12.35 pm and returned at 12.44 pm.
7 Introduction to Parks and Recreations Biodiversity Officer |

Aalbert Rebergen, Biodiversity Officer from Parks and Recreation was present to meet the Board and provided an overview of his role within Council.

8 Introduction to the Parks and Recreations Volunteer Projects Facilitator |

Catherine Hosted, Volunteer Projects Facilitator from Recreation Planning and Facilities, Parks and Recreation was present to meet the Board and provided an overview of her role which included community engagement and promotion of volunteering. |
9 Water Renewals Programme Update |
|
|
Mick Ball, Planning and Delivery Manager from Water and Waste Services provided an update on Water and Waste Services in particular the capital works projects that were programmed for the Mosgiel area in the next two financial years. Mr Ball responded to questions on the landfill, water supply in Mosgiel and stormwater collection. Following discussion, it was agreed that staff be requested to provide an update on recycling in particular disposal of the city's recycling. |

10 Governance Support Officer's Report |

A report from Civic provided an updated on activities to the Board's area which included: a) Project Fund. The Chairperson advised that Project Fund balance would be $2,219.55 as Council had agreed to fund the Deputy Chairperson's attendance at the Community Board Chairs/Deputy Chairs training. b) Freedom Camping c) 2017/18 Annual Plan Community Engagement. Following discussion, it was agreed that the Board would like to host an informal meeting before their next meeting being held on Wednesday 3 May 2017. d) Correspondence. There was discussion on the request from the Mosgiel-Taieri Community Patrol. It was agreed that the Mosgiel-Taieri Community Patrol would be invited to update the Board biannually in place of Board representation on their committee. e) Action List. There was a discussion on the action list which included Henderson Street and roading maintenance concerns.

11 Funding Applications |

|
A report from Civic provided a copy of the funding applications which have been received for the Mosgiel-Taieri Community Board's consideration. The report noted that all the funding applications have been received from non-profit organisations and were received within the timeframe. It also noted that $2,119.55 remains in the Project Fund of $10,000.00. The total of the funding applications received is $3,145.88. |

Councillor Lord declared an interest in the funding applications for the Rotary Club of Mosgiel and the Mosgiel Memorial RSA and withdrew from the items.
Cr Mike Lord left the meeting at 02.15 pm
An application was received from the Rotary Club of Mosgiel to assist in the cost of the organisation and promotion of local body election candidates evening which had been held on 15 September 2016.

Library Activity Report

EXECUTIVE SUMMARY
1 This report provides a summary of the activities of the Dunedin Public Libraries for the period 1 January to 31 March 2017, with a focus on the activities of the Mosgiel Library and Service Centre, with statistics covering the period from 1 July 2016 to 31 March 2017.

Operational and Project Activities
Statistics
3 Total loans for the period 1 July 2016 - 31 March 2017 were 984,821 representing a decrease of 80,445 or 7.6% of loans compared to the same period in 2015/16. Decreased loans were recorded at all service locations with the larger reductions at the City Library (-9.6%) and on the Bookbuses (-11.0%). Borrowing from the Mosgiel Library was down by 2,608 loans (-1.6%) compared to the same period in 2015/16.
4 A total of 100,004 reference enquiries were received during this period representing an increase of 600 enquiries or 0.6% compared to the same period in 2015/16. Decreased reference enquiries were recorded at all service locations except on the Bookbuses and at the Mosgiel Library which was up by 1,175 enquiries or 17.0% compared to the same period in 2015/16.
5 There were a total of 868,723 visits to libraries over this period representing a decrease of 31,351 or -3.5% of total visits compared to the same period in 2015/16. Increased visits were recorded at all service locations except the Blueskin Bay (-6.2%) and City Libraries (-6.0%). At the Mosgiel Library, visits increased by 2,492 visits or 2.3% compared to the same period in 2015/16.
Service Centres
6 A total of 4,584 Service Centre transactions were conducted at the Mosgiel Library and Service Centre compared to 4,154 for the same period in 2015/16, representing an increase of 430 transactions. The high volume transactions at the Mosgiel Library and Service Centre are animal registrations, the payment of rates and parking fines as well as the sale of rubbish bags.
Events
Regular Library Public Programmes
7 The Mosgiel Library has a number of regular public programmes including Wriggle and Rhyme, Book Chat, Pre-school storytime and Lego Club sessions.
Mr Yipadee Holiday Programme
8 As part of the January 2017 school holiday programme, Mr Yipadee (Dean O’Brien) entertained an audience of 50 children and 30 adults as part of the launch of his latest book Nee Naw the Little Fire Engine, which included a visit by the Mosgiel Fire Brigade.
Neighbours Day and Party in the Park
9 Mosgiel Library staff participated in successful Neighbours Day and Party in the Park events at Mosgiel.
Fortune Theatre Pop Up Performance
10 The cast of the Fortune Theatre presented a performance from their latest production My Dad’s Boy at the Mosgiel Library, which was also attended by drama students from Taieri College.
Liaison
Outreach
11 Staff from the Mosgiel Library attended a talk at Chatsford Retirement Village by Professor Jim Flynn and presented a display of books by Professor Flynn held by the Library.
12 Library staff also visited Elmgrove and Taieri Court during the reporting period.
Bookbus
13 The Dunedin Public Libraries Bookbus visits Mosgiel on Wednesdays. Stop locations and times are:
· Willow Park: 11.30am – 12 noon
· Brooklands: 1.15pm – 2.00pm
· Elmgrove: 2.15pm – 2.40pm
14 The three Mosgiel Bookbus stops continue with their pattern of very low usage. A manual people count was conducted over the past year. The three stops average a combined total of 26 people visits per week; Willow Park (3-10); Brooklands (1–7); Elmgrove (1-21). The Bookbus serves Mosgiel for an hour and 40 minutes each week.

16 The Library will be undertaking a review of its mobile library services during the period from March to July 2017. The review has been prompted by the age and condition of the Bookbus vehicles, the planning for a South Dunedin Community Hub, as well as significant innovations and technological changes to mobile library service delivery since the two vehicles were commissioned in 1991. It is intended to undertake public consultation on the current and possible future mobile library services for Dunedin through a range of media and communication channels.
17 During the recent local body elections the Bookbuses carried polling boxes for the first time.

Proposal to name a new road off Riccarton Road East.

EXECUTIVE SUMMARY
1 The purpose of this report is to present the options for the naming of a new road off Riccarton Road East as part of a residential development by AKGO Limited. The developer's preference of road name complies with the Dunedin City Council Road Naming Policy, however, the use of the suffix "Wynd" is not a listed suffix within the policy.
2 The support of the Mosgiel-Taieri Community Board is sought for this name prior to its consideration by the Infrastructure Services Committee.
That the Board: a) Does not support the naming of a new road off Riccarton Road East as “Wakefield Wynd”. |
BACKGROUND
3 A 17 lot residential subdivision has been approved for 50 and 54 Riccarton Road East. This subdivision will be serviced by a new road that will vest in Council. The development is now at the stage the developer wishes to name the new road.
DISCUSSION
4 The Developer has proposed “Wakefield Wynd” as their preferred name for this new road. No alternative name has been suggested.
5 ”Wakefield” was chosen as a reference to Edward Gibbon Wakefield (1796-1862). Wakefield believed many of the social problems of Britain where due to overcrowding and overpopulation and he saw emigration as a way of solving this problem. He was involved schemes to settle both Canada and Australia before becoming a director of the New Zealand Company in 1838. By the end of 1839 he had dispatched nine ships to New Zealand. The company established settlements at Wellington, Nelson, Wanganui and Dunedin. In 1843 the company issued a prospectus for the sale of 48,000 hectares in a new settlement called New Edinburgh at an undetermined location. In January 1844 a 160,000 hectare block was selected around Otago Harbour. The company worked with the Free Church of Scotland and the first settlers sailed in November 1847. Wakefield was heavily involved in the early settlement of much of New Zealand. In January 1853 Wakefield arrived in New Zealand. Initially landing in Christchurch, he soon relocated to Wellington. Here he was elected to Parliament for Hutt, holding the seat until he resigned in 1855. He died in Wellington in 1862 and is buried in the Bolton Street Cemetery.
6 The name "Wakefield" fits the appropriateness criteria of the Road Name Guidelines by use of a personal name for special service.
7 The name "Wakefield" is not the same or similar to any other road name in Dunedin.
8 A “Wynd” is defined as a narrow lane between houses. It is frequently encountered in towns in Scotland and Northern England. It derives from Old Norse Venda (to turn) implying a turning off a main street. The old town of Edinburgh had many wynds, until 19th century improvements led to them being widened and renamed “streets”. Currently “Wynd” appears to have been used only once in New Zealand. The word Wynd does not seem suitable for describing a legal road of normal width. In addition it may be that the general public do not understand what “Wynd” means or how to pronounce it. These factors would indicate it is not the most appropriate choice, and the Board may select not to support the proposal.
9 No alternative name or suffix has been suggested. The developer is aware of the potential issues the use of this suffix may cause.
OPTIONS
10 The road name "Wakefield" complies with the road naming policy. The name Wakefield is recommended for use but that the suffix Wynd is not. As the developer has not provided an alternative name the Infrastructure Services Committee has the delegation to amend or decline the road name proposed. Where the Committee wishes to amend the proposed name, the resolution of the matter shall be left on the table to enable the amendment to be checked for compliance with the road naming policy and to obtain the agreement of the proposer of the name.
11 Land Information New Zealand (LINZ) has advised council officers it does not support the use of the road suffix "Wynd". Wynd is not listed as an acceptable road type within the AS/NZS 4819:2011 Rural and urban addressing standards. If Council were to assign addresses off Wakefield Wynd, LINZ would advise that these addresses would not be acceptable under the Local Government Act 1974, Section 319b. With delegation from the Surveyor General, LINZ would request that the road to be renamed and addressed correctly.
12 The Regional Manager and Group Controller of Emergency Management Otago advised Council officers it does not support the use of the suffix “Wynd” (as in Wakefield Wynd) as the suffix is potentially confusing and they have a strong preference for clarity as any confusion during a response, be it emergency services or a wider local emergency situation, can put people at unnecessary risk.
13 A Senior Sergeant of NZ Police confirmed any confusion around road naming, such as the use of Wynd as a suffix, can lead to a delay in emergency response.
NEXT STEPS
14 That the Community Board considers the naming of a new road off Riccarton Road East as “Wakefield Wynd” at the insistence of the Developer’s legal representative. The name Wakefield is recommended for use but that the suffix Wynd is not due to strong objections from the Emergency Services and LINZ.

Draft Long Term Plan Template
3 A new template (Attachment A) has been drawn up to help Community Boards with long-term planning. The purpose of the template is to encourage Community Boards to identify long term projects and flag these to the Dunedin City Council in time for them to be considered when the budgets are decided.
Section 4 is the key change. The template is not intended to detract from the spirit of each community board and each Board can add anything that is important to the Board.
Ideally community boards will need to identify their projects/focus by the end of June this year for inclusion in the 2018-27 Long Term Plan. This means completing Sections 4 and 5 over the next two months.
Anne Gray, Policy Analyst, Corporate Policy Team, is leading this work and has offered to respond to any questions.
Transport
4 The Transport Department have received a request asking for consideration to be given to installing a P5 parking within the vicinity of the public toilets situated at the intersection of Gordon/Factory Roads. The resident was concerned that there was insufficient short term parking in this area for people wanting to use this facility. Currently the parking nearest to the toilet is P60 on Factory Road and P30 on Gordon Road.
Staff would like the Community Board's feedback before they progress this request any further. Any change to parking restrictions would need consultation with the affected businesses.

1 Keep Dunedin Beautiful (KDB)
· Outram Glen Toilets – Mural has been put on hold at this stage; and
· Trees for Babies – Celebrating families. Each Autumn, in partnership with Rotary Dunedin, KDB organises for tree plantings in city reserves which allows families to celebrate the birth of a child or any significant family milestone. This year "Trees for Babies" will be held on Sunday 14 May 2017 along the harbour cycleway.
