1       Public Forum

1.1    Mosgiel-Taieri Community Patrol

 

Senior Constable Karren Bye from New Zealand Police, provided an update on the Mosgiel Community Patrol activities.  Senior Constable Bye advised that the installation of security cameras along Gordon Road, Mosgiel was being considered and to date they had received two quotes.  Following discussion, it was proposed that this project would in included in the draft Mosgiel-Taieri Long Term Community Plan as a possible Board project.

 

1.2    Proposal to name a new road off Riccarton Road East

On behalf of AKGO Ltd, Amin Osama from Gallaway Cook Allan tabled and spoke to the proposal to name a new road off Riccarton Road East in particular the interpretation of "Wynd", the Dunedin City Council Road Naming Policy and New Zealand Post Standards.

6       Otago Regional Council Public Transport Update

 

Julian Phillips (Transport Operations) from the Otago Regional Council (ORC) was present to meet the Board and provided an overview of public transport which included the proposed bus hub and proposed new ticketing system.

 

In response to questions, Mr Phillips advised that he would provide the Board with information on how they could request a review of bus routes by the ORC.

7       Otago Regional Council Update

 

The Manager Natural Hazards from the ORC (Dr Jean-Luc Payan) tabled an overview of the 'Lower Taieri Flood Protection Scheme' and the 'East and West Taieri Drainage Schemes'  Dr Payan provided a background on previous floods and briefed the Board on the Owhiro Stream and Quarry Creek flood hazard study which had recently commenced.

Dr Payan responded to a number of questions in particular the maintenance of the ORC culverts, the rural/urban interface and the difference between the standards for rural and urban stormwater.  He advised that the public should ring the ORC on 03 474 0827 if they had specific concerns in relation to a drain or stream.

The DCC Stormwater Planning Engineer (Rob Northcott) responded to questions on the Code of Subdivision and Development and advised that there was a review currently being undertaken.  The Board requested that staff provide a timeline of the review to be forwarded to them.

Mr Northcott commented on the proposed work programme and aligned infrastructure around Mosgiel and it was agreed staff would provide a timeframe of the proposed works.

8       Proposal to name a new road off Riccarton Road East

 

A report from Business Information Services provided options for the naming of a new road off Riccarton Road East as part of a residential development by AKGO Limited. 

The report noted that the developer's preference of road name complies with the Dunedin City Council Road Naming Policy, however, the use of the suffix "Wynd" was not recommended.

a)     Recommends to the Infrastructure Services and Networks Committee that the proposed road name “Wakefield Wynd” not be approved.

9       Board Updates

 

Board members provided updates on activities which included:

1      Keep Dunedin Beautiful (KDB)

        Phillipa Bain (Board Representative) advised that KDB had funding available for new art works. Ms Bain suggested that the Board might like to give consideration to putting in a submission for a new mural for Mosgiel.  She commented that the mural for the Outram Glen toilets was nearly completed and would be installed in the near future.

 

2      Mosgiel Business Association

        Sarah Nitis commented that the Mosgiel Business Association have arranged for a planter to be installed at pocket park at the corner of Factory and Gordon Roads.

 

3      Festival of the Plain

        Sarah Nitis provided an update on the AGM noting that Joy Davis and herself had been elected to the Committee.

 

4      Mosgiel-Taieri Community Board Members' Action List

        The Action List was updated.

10     Draft Mosgiel-Taieri Long Term Community Plan

 

A report from Governance advised that Community Boards were asked to identify their long term projects/focus under sections 4 and 5 by the end of June 2017 for inclusion in the Council 2018-27 Long Term Plan.

The report noted that Section 4 of the community plan asked for high level, broad projects such as the effective management of freedom camping issues or greater opportunities for youth (as examples).  Section 5 asked for specific actions to make these happen, and when the board planned to achieve them.

It also noted that the Board workshop was held on the 12 June 2017 to work through their priorities and draft Mosgiel-Taieri Long Term Community Plan. 

Following discussion it was agreed that the Board would confirm their draft Mosgiel-Taieri Long Term Community Plan would be circulated for final agreement by email.

c)     Notes it will consider a community engagement plan for the draft Mosgiel-Taieri Long Term Community Plan at its meeting of 19 July 2017.

d)      Notes that community feedback will be taken into account by Council in the preparation of the draft 2018-27 Long Term Community Plan.

11     Governance Support Officer's Report

 

Nick Maguire (Parks Maintenance Team Leader) was present to respond to questions on the Parks and Reserves items in the action list and any other relevant matters to the Board.

 

There was a discussion on the Memorial Park damaged playground equipment.  Mr Maguire advised that the repair work was scheduled to start on 26 June 2017 and commented that an update would be provided at the Board's meeting being held on 19 July 2017.

 

There was a discussion on the proposed landscape plan for the Owhiro Stream and it was agreed that this would be circulated to the Board via email.

A report from the Chairperson updated the Board on matters of interest since the previous meeting which included:

·          Mosgiel Railway Station

e)     Writes to Stewart Robertson thanking him for the work that he has undertaken in the preparation of the story board sign for the Taniwha mural.

Library Activity Report

EXECUTIVE SUMMARY  

1      This report provides a summary of the activities of the Dunedin Public Libraries for the period 1 April to 31 May 2017 with statistics covering the period from 1 July 2016 to 31 May 2017.

DISCUSSION

Operational and Project Activities

Statistics

3      Total loans for the period 1 July 2016 - 31 May 2017 were 1,205,971 representing a decrease of 89,275 or 6.9% of loans compared to the same period in 2015/16. Decreased loans were recorded at all service locations except the Mosgiel Library with the larger reductions at the City Library (-8.9%) and on the Bookbuses (-12.4%). Reduced visitation to the City Library is the key factor in the overall reduction in borrowing.

4      A total of 122,347 reference enquiries were received during this period representing a decrease of 291 enquiries or -0.2% compared to the same period in 2015/16. Decreased reference enquiries were recorded at the Blueskin Bay (-10.1%), City Libraries (-2.2%) and Waikouaiti Libraries (-21.6%) while there were increased reference enquiries at the Mosgiel and Port Chalmers Libraries and on the Bookbuses.

5      There were a total of 1,056,169 visits to libraries over this period representing a decrease of 45,173 or -4.1% of total visits compared to the same period in 2015/16. Decreased visits were recorded at the Blueskin Bay (-5.8%) and City Libraries (-6.5%) while increased visits were recorded at all other community libraries and on the Bookbuses.

Mosgiel Library – Services and Programmes

6      The Mosgiel Library conducted the following public programmes during the reporting period:

·           Wriggle & Rhyme

Five sessions conducted with a total of 258 participants

·           Book Chat

Two sessions conducted with a total of 21 participants

·           Storytime

Four sessions conducted with a total of 241 participants

·           Lego Club

Five sessions conducted with a total of 333 participants

·           Displays

Highlanders, Knitting week, Matariki, Stroke week, Young NZ innovators award, Authors in Crime, Short stories for short nights, City of Literature, Dunedin Model Trains show, Knit your way through a good yarn, NZ music month, Otago Embroiderers’ Guild May day, Stop bullying, Taieri Plains Long Term Plan, Toitoi Trams, Anzac Day, Autism week, Autumn, crafts, Easter, Fashion revolution week, Holiday fun, NZ Archaeology week, Rape awareness week, Reo Pepi Launch.

·           School Holiday Programme

A school holiday programme of two sessions where children made treasure bowls out of old magazines was run in the Mosgiel Library and was attended by a total of 20 children.

·           Library Visits

During the reporting period, the Mosgiel Library was visited by the Pioneer Lockabie Play Group and Origins Day Care who were provided with an individual storytime session.

The Embroiderers’ Guild spent most of Friday 12 May in the Mosgiel Library embroidering alongside a display of embroidery made by members.

 

·           National Book Night – 23 May 2017

The Mosgiel Library hosted a Book Discussion Night on 23 May 2017 as part of a national promotional programme.

·           Worldwide Knitting Day

The Mosgiel Knitting Club and avid knitters from across the community converged on the Mosgiel Library from 9-10 May 2017 to celebrate World Knitting Day and contribute to a knitted blanket.

7      The Mosgiel Service Centre has been busy with rates payments during the reporting period with final payments dates being 2 June (Area 2) and 9 June (Area 3).

Mosgiel Library – Building

8      The night store heaters in the Mosgiel Library have been assessed to maximize efficiency and are being fitted with heat guards to prevent injury.

9      The health & safety implications of motor scooters within library buildings have been assessed and a decision made to exclude the scooters. At the Mosgiel Library, a dedicated Motor Scooter parking area is to be established immediately outside the main entrance to the Mosgiel Library.

Bookbus

10    The Dunedin Public Libraries Bookbus visits Mosgiel on Wednesdays. Stop locations and times are:

Willow Park:      11.30am – 12 noon    

Brooklands:       1.15pm – 2.00pm             

Elmgrove:         2.15pm – 2.40pm      

11    The pattern of low usage continues at the Mosgiel stops. A manual people count conducted in 2016, revealed an average of 26 people per week visit the Mosgiel Bookbus stops. The total time available in the Mosgiel Bookbus stops is an hour and 40 minutes each week.

Mobile Library Services Review

12    A review of the mobile library service began in March 2017 with all aspects of the service being examined. As part of the review, a satisfaction survey was conducted during the period 5-27 May 2017. The survey also asked for feedback on what works well and what could be improved. The survey was widely advertised, including through several Community Board Facebook pages and also to the People’s Panel forum.

13    A total of 868 survey responses were received. The report will be completed by August 2017. 

Wifi Access on Bookbuses

14    Staff are continuing to explore public access to wifi on the Bookbuses with the testing of several devices since April 2017.

Blueskin Bay Library 150th Celebration

15    An event celebrating 150 years of public library service to the Blueskin Bay and Waitati area was held on Thursday 15 June 2017.

South Dunedin Community Hub Pop Up Facility

16    A project to establish the South Dunedin Community Hub Pop Up facility is underway with an opening anticipated in the coming month. The Pop Up Hub Pop will be located within the Cargill Enterprises building at 199 Hillside Road, South Dunedin and occupy approximately 200 sq metres. It is anticipated that the facility will be open approximately 25 hours per week, across five days. It is also expected that the space will be available outside the Hub opening hours for community meetings and events, except for Tuesday and Thursday evenings and Saturday afternoons/evenings when the space will be used for a pre-existing community commitment (Housie).

17    The Pop Up Hub will provide the following facilities and services:

·      Community Development support services

·      Community ‘Hot Desk’ where different community groups can have a temporary presence and promote their activities and services

·      Small collection of approximately 2,000 library items and facility to borrow and return library items, access to library catalogue and digital collections

·      Council Service Centre facilities to pay rates, fees and charges, purchase garbage bags and recycling bins, etc

·      Community notice boards

·      Free Gig wifi

·      Free public access to the Internet on computers with MS Office, Adobe suite, Skype, etc

·      Public photocopying facilities

·      Small meeting room (3-5 people) and open meeting space

 

18    The objectives of the Pop Up Hub are to:

·      Provide services to the South Dunedin community

·      Provide opportunities for the community to provide feedback and input into the development of the permanent South Dunedin Community Hub, and serve as a  conduit for information about the permanent Hub and wider South Dunedin development

·      Demonstrate a commitment by the Dunedin City Council to the South Dunedin community

 

19    Once the Pop Up Hub has been established and is operating, the Council attention will turn to the development of the permanent South Dunedin Community Hub. A first step in this process will be to identify and confirm the site for the permanent facility, which will include revisiting the site options explored and presented to the community in August 2016, and considering any additional potential sites.

20    It is expected that the Pop Up Hub will be in place for approximately two years while the process for the development of the permanent Hub is undertaken.

EXECUTIVE SUMMARY  

1      This report is to inform the Mosgiel-Taieri Community Board of activities relevant to the Board's area including:

a)     Project Fund

b)     Dunedin City Council Public Consultations

c)     Action List

RECOMMENDATIONS

That the Board:

a)     Notes the Governance Support Officer's Report.

b)     Amends the Action List as appropriate

 

Project Fund

2      The Board has been allocated $10,000 in the 2017/2018 year.  No funds have been allocated at this time.

Dunedin City Council Public Consultations

 

3      All current public consultations are available on the Dunedin City Council website http://www.dunedin.govt.nz/council-online/currently-consulting-on.  It is the Board’s discretion as to what submissions will be made.  This website is updated daily and board members are recommended to review it in advance of the meeting dates to allow for any preferences for submission contents to be discussed as part of the Chairperson's report.

EXECUTIVE SUMMARY  

1      A report from the Chairperson is attached which updates the Board on matters of interest since the previous meeting.  As this is an administrative report only, the Summary of Considerations is not required.

RECOMMENDATIONS

That the Board:

a)     Notes the Chairperson's report

b)     Agrees on the amount that will be available for distribution from the Mosgiel-Taieri Community Board's Discretionary Fund  at the meeting to be held on 30 August 2017.

c)     Agrees on a preferred option for the management of Freedom Campers in the Dunedin for the inclusion in a submission on the review of the Camping Control Bylaw 2015.

d)     Authorises the Chairperson to prepare a submission to the review of the Camping Control Bylaw 2015 on behalf of the Board.

e)     Encourages local residents to partake in engagement opportunities, specifically in relation to the Camping Control Bylaw and the Mosgiel-Taieri Community Board draft Long Term Community Plan.

f)     Confirms the Board's support for the Dunedin Hospital SOS campaign
