There was a discussion on the inclusion of the Declaration of Interest form with the agenda and it was agreed that this would be addressed in the MoU.

6       Update on Puaka Matariki

 

The report provided an update to the Māori Participation Working Party on progress in coordinating the 2017 Puaka Matariki Festival in Dunedin.

Joy Gunn (Manager Community Development and Events) spoke to the report, provided a brief overview of the Puaka Matariki Festival and responded to questions on the role of the coordinator, funding provided and grant applications.

7       Road Naming Register Update

 

Tracey Tamakehu (Chief Information Officer) provided an update on the inclusion of Māori names in the Dunedin Road Naming Register.

Ms Tamakehu invited the Māori Participation Working Party to provide appropriate Te Reo Māori names for the road naming register.  She advised that the current list had been updated to include 40 new plants with half in Māori and 43 new names with three in Māori.  They would like the register to have a wider range available for developers to choose from which would provide a more broad, historical knowledge to include people; events; flora and fauna. 

Ms Tamakehu spoke of the process undertaken when a developer searched or requested a name for the new development and explained the benefits of having a preapproved list for them to choose from. 

There was a discussion on the provision of appropriate names with members advising that some names were more relevant for one particular area than another.  It was agreed that Ms Tamakehu request KTKO help facilitate the search of appropriate Māori names for inclusion in the road naming register.

It was noted that cycleways may be named in the future and/or a street renamed, these could include appropriate Māori names.

8       China Delegation

 

Chris Staynes, John Christie (Director, Enterprise Dunedin) and Edward Ellison provided an update on the recent delegation to China.

Mr Christie provided an overview on the visit and members of the delegation.  He noted the highlight of the trip was the signing of a Friendship City agreement with Quingyuan.  Quingyuan was the province where most Chinese who migrated to Dunedin came from therefore the signing of the agreement provided an important link back to that region and would strengthen existing relationships.  The delegation had the opportunity to view old villages which provided linkages to the history in Dunedin also. 

There was a discussion on the film “The Journey to Lan Yuan” which traced the journey early Chinese settlers took to establish themselves in Otago. 

In addition a further highlight of the delegation was Dunedin’s creative sector was also promoted by the launch an exhibition at the Yu Gallery in Shanghai.  During conversations at the exhibition it was identified that there was an appetite for a more substantial exhibition from Dunedin especially the Māori sector.  There was a discussion on ideas including a Pounamu exhibition with a link to a cultural activity such as the inclusion of Kapa Haka groups. 

Sue Bidrose left the meeting at 4.57 pm.

It was agreed that clarification needed to be sought to gain an understanding of what Shanghai would like with information circulated to the Runaka for their input.

9       Staff update report

 

Tami Sargeant (Senior Policy Analyst) spoke to a report on matters raised by the Māori Participation Working Party at previous meetings including:

·           Annual Plan 2017/18

·           Rongo

·           Central City Plan

·           Warehouse Precinct

·           Rates remission policy for Māori freehold land

·           Long Term Plan consultation hui

·           Community engagement opportunities

The Māori Participation Work Plan had been updated for the Māori Participation Working Party’s consideration.

 

Crystal Filep (Team Leader Urban Design) spoke on the Central City Plan and Warehouse Precinct and sought guidance to commission cultural narrative for design similar to work undertaken in Christchurch.

 

Mr Ellison provided background information on discussions that had been undertaken in the past to bring people instrumental in the rebuild of Christchurch to Dunedin to discuss a bicultural approach.  It was agreed that there was a need to build the stories into the landscape and develop designs over the next six months to enable the cultural narrative to be built in and Tahu Potiki would be asked to investigate the ideas as a matter of priority. 

 

Ms Filep tabled design plans for the Warehouse precinct and commented that the shared space would be prioritised for pedestrians and include indigenous plantings; traditional Māori and Scottish history.  She commented that they would like to receive feedback on the designs.

 

It was agreed that Tahu Potiki be requested to work on both projects with KTKO, planning, the Rununga and provide a scope on the projects to the August meeting of the Māori Participation Working Party.  Ms Filep would liaise with Mr Potiki to set up a workshop to be held in June on the design for Water Street.

a)     Recommends that Tahu Potiki work with planning and KTKO in a leadership and coordinator role to scope the project for bicultural design work for the Central City Plan and Warehouse Precinct.

b)     Recommends that workshops be undertaken prior to the final plans being drawn up.

Ms Sargeant spoke to the remainder of her report as follows:

 

Rongo – Ms Sargeant advised they sought guidance on the signage and content of the memorial plaque.

There was a discussion on the wording on the plaque and Mr Ellison advised that it had been composed by the Taranaki Māori Trust Board and any disputes would need to have their approval prior to changes.  The city had approved the site for the placement of the plaque but had no responsibility on the wording. 

 

With respect to the inclusion of an apology, it was noted that all settlements have an apology component which was a responsibility of the Crown however the city may wish to speak to the Runaka and ascertain if they would like an apology noted.

 

Long Term Plan Hui – Ms Sargeant commented that the Hui on the Long Term Plan would be held in September 2017.  There was a discussion on methods to attract people to attend; ways to advertise and the focus of the Hui.

Staff update report

Department: Community and Planning

 

 

 

 

EXECUTIVE SUMMARY  

1      The following information relates to matters raised by the Māori Participation Working Party at previous meetings, or to projects or ongoing issues that may be of interest to the Māori Participation Working Party including:

·           City of Literature

·           Rates remission policy for Māori freehold land

·           Māori Language Week

·           Long Term Plan consultation hui

·           Ara Toi Ōtepoti – Our Creative Future hui

·           Community engagement opportunities.

2      The Māori Participation Work Plan has been updated for the Māori Participation Working Party’s consideration.

RECOMMENDATIONS

That the Committee:

a)     Notes the Staff Update Report and the Māori Participation Work Plan at Attachment A.

b)     Provides advice on organisations or individuals that should be involved in developing a draft rates remission policy for Māori freehold land.

c)     Provides advice and direction on the most effective and appropriate mechanisms for promoting the LTP consultation hui with the wider Māori community.

 

 

Project updates

City of Literature

3      The Director of City of Literature sought advice from Tahu Potiki for a te reo Māori name for Dunedin UNESCO City of Literature.  Mr Potiki consulted with some arts and language experts from Ōtākou Rūnanga and Puketeraki Runaka and there was general agreement on the name of “Ōtepoti - He Puna Auaha”.  This literally translates as Dunedin - A Spring of Creativity.

4      Auaha is a word that is equivalent in meaning to something like divine inspiration.  It is the creative spirit behind the design of humankind so it is a powerful term.  It is used as an attempt to capture the idea of a place where the term ‘words’ is applied as a proxy for a cohort of artists whose work reflects the soul of our city. Auaha is beyond creating, it is to breathe life into.

5      Ōtepoti – He Puna Auaha will be included in all City of Literature materials as they are designed and updated.

Rates remission policy for Māori freehold land

6      Staff from Finance are developing a draft rates remission policy for Māori freehold land for consideration by the Council in October 2017.  Staff will consult with the Ngāi Tahu Māori Law Centre as the policy is developed and seek advice from the Māori Participation Working Party on other organisations or individuals that should be involved.

Māori language week

7      Kia ora te reo Māori is the theme for this year’s Māori Language Week to be held from 11-17 September 2017.  The Council is committed to supporting and promoting Māori Language Week through its internal and external activities, including:

·           General DCC communications: Mayor’s column in FYI and the DCC website.

·           Customer services: Customer services and front-line staff will be encouraged to use te reo Māori greetings and farewells in their day-to-day interactions with the public.

·           Cultural facilities: DCC cultural facilities, including Dunedin Public Libraries and Toitū will provide Māori Language Week activities for the public.

·           General staff communications: CEO blog; DCC Staffzone; circulation of te reo Māori greetings and farewells.

Long Term Plan consultation hui

8      At the last two Māori Participation Working Party meetings there was discussion on engagement on the Long Term Plan 2018-2028 (LTP). It was agreed the Māori Participation Working Party would host a hui at Araiteuru marae to inform the development of the LTP.

9      The LTP consultation hui has been scheduled for 20 September 2017 from 5pm.  An invitation has been designed and will be tabled at the Māori Participation Working Party meeting.  For past hui, invitations have been sent to individuals, and a public notice has been posted to promote the hui.  Advice and direction is sought from the Māori Participation Working Party on the most appropriate and effective mechanisms for promoting the hui with the wider Māori community.

Ara Toi Ōtepoti – Our Creative Future hui

10    The Creative Dunedin Partnership is convening a hui to present, enjoy and discuss progress on Ara Toi, Dunedin's Arts and Culture Strategy: www.dunedin.govt.nz/aratoi. The DCC will use community feedback to inform a report on options for future investment in Ara Toi through the LTP.

11    The hui has been scheduled from 2 December 2017 at the Otago Polytechnic Dunedin School of Art from 11am to 3pm.  The hui is open to anyone with an interest in arts and culture in Dunedin.

Community Engagement Opportunities

12    The following table provides information on upcoming community engagement opportunities on Council work and projects.

Festivals and Events Plan review: The Festivals and Events Plan is being reviewed with stakeholder engagement. The plan supports the growth, development and management of festival and events in our city.

August 2017

Central City Plan: This Plan will guide the development of the central city area over the next ten years. While the Plan has been adopted, there will be opportunities for feedback as projects are developed.

Mid-late 2017

Pavers trial: As part of the Central City Plan a mix of new pavers will be trialled in the Octagon with opportunities for feedback on size, texture and colour.

August 2017

Use of Sammy’s building: There will be engagement activities seeking feedback on the use of the Sammy’s building at 75 Crawford St.

September/October 2017

Easter Sunday Trading Policy: Views will be sought on whether to introduce a policy that would allow all Dunedin shops to open on Easter Sunday.

September 2017

Long Term Plan: There will be a series of engagement activities leading into and informing the Long Term Plan.

September 2017 – May 2018

Māori Participation Work Plan 2017

13    The Māori Participation Work Plan has been updated (refer to Attachment A).  The Work Plan identifies when reports or updates on projects and policies are likely to be presented to the Māori Participation Working Party for consideration in 2017.

14    Staff welcome feedback from the Māori Participation Working Party on additional projects and policies which are of interest to the Working Party, and should be included in the Work Plan.

NEXT STEPS

15    Feedback provided by the Māori Participation Working Party will be considered as the projects and policies outlined in this report are developed and implemented.
