8       KTKO Ltd - Projects Update

 

Chris Rosenbrock, General Manager KTKO Ltd updated the Working Party on the following matters tabling his written report for the Working Party’s consideration:

·      MoU Review

·      Bond and Water Street Precinct

·      Street and Road names

i) Bond and Water Street Precinct

The Working Party noted that limited feedback had been provided on the Bond and Water Street Precinct but the Dunedin City Council was being urged to consider the wider area.

The Working Party noted that part of the Exchange area is a registered Wahi Tupana site under the Heritage New Zealand Pouhere Taonga Act 2014.

Paulette Tamati-Elliffe entered the meeting at 4.20pm

It was agreed that a wider discussion be held on the development of the Central City upgrade to be co-ordinated by the Dunedin City Council.

ii) Street and Road Names

The Working Party noted that a briefing paper has been sent to Te Runanga o Otakou and Kati Huirapa Runanga ki Puketeraki for consideration with Chris indicating that he will be invited to the next KTKO meeting to progress the project.

 

iii) MoU Review

The Working Party noted that the following actions had been taken:

·      A briefing paper and discussion document has been prepared

·      A desktop analysis has been completed and general comments collated.

·      A meeting has been held with the Council, Mayor, CEO and Councillors

The Working Party noted a briefing paper which provided an overview of the recent changes to the Resource Management Act that came into effect on 19 April 2017 and in particular the Mana Whakahono a Rohe Agreements. The two potential pathways for establishing an agreement are Iwi initiated agreements and Council initiated agreements. The Working Party welcomed the advice that Ngāi Tahi would be approaching the Council with an “Iwi” initiated agreement.

 

Tahu Potiki addressed the meeting and promoted workshops and discussion groups going forward noting that Christchurch was working on a similar project. The Working Party agreed that it should look at what other Councils are doing but that a “local flavour” was required in the Dunedin model.

 

Local Government New Zealand has prepared a paper on “Council/Māori Participation Arrangements” and could be of assistance in the preparation of the document. It was noted that Chris Rosenbrock is preparing a project plan that will include a timeframe and process.

 

Kate Wilson suggested that a Council meeting planned to be held on a marae this term should be held sooner rather than later.  It was noted that as the last Council meeting on was at Otakou Marae, it would be appropriate for the next Council meeting be at the Puketeraki Marae.

6       Staff update report

 

Tami Sargeant provided an update on matters raised by the Māori Participation Working Party at previous meetings, or to projects or ongoing issues that may be of interest to the Māori Participation Working Party including:

·           City of Literature

·           Rates remission policy for Māori freehold land

·           Māori Language Week

·           Long Term Plan consultation hui

·           Ara Toi Ōtepoti – Our Creative Future hui

·           Community engagement opportunities.

·           The Māori Participation Work Plan was updated and presented for consideration.

The Working Party discussed the proposed Rates Remission Policy on Māori Freehold Land and noted Council staff will consult with the Ngāi Tahu Māori Law Centre as the policy is developed. Other suggestions as to organisations and individuals who should be involved were to send the draft policy to the Runaka in advance of the Council consideration.

 

A draft invitation to the Long Term Plan Consultation Hui to be held on 20 September 2017 was tabled and the Working Party suggested mechanisms for promoting the hui with the wider Māori Community. A list is to be circulated for members to add or delete where necessary.  Suggestions for promoting the hui included sending copies of the invitations to KTKO Ltd, Ngāi Tahu Māori Law Centre and Runaka; and to liaise with the Polyfest about promoting at the event.

 

Paulette Tamati-Elliffe reminded the Working Party about the petition which was presented at the last consultation hui in 2011 around urupā, and that feedback should be provided at the hui in September.

 

Aaron Hawkins commented on the “Our Creative Future Hui” scheduled to be held on 2 December 2017 and advised that engagement with Māori artists was ongoing.

               Recommends that staff consult with the Ngāi Tahu Māori Law Centre as            the Rates Remission Policy on Māori Freehold Land is developed.

        Provides advice to Tami Sargeant on potential invitees to the Long Term        Plan consultation hui.

7       General Items

 

Edward Ellison raised the issue of the next Shanghai visit indicating that the Ngāi Tahu exhibition would be part of that visit. The Mayor confirmed that the Council would be clarifying with the Shanghai authorities what they require in regard to the exhibition.

 

Mr Ellison advised that Otakou would be going to Parihaka in November 2017 in response to an invitation and the connection and interest in the Taranaki relationship.

Tuia Programme

 

 

Steven Paniona-Campbell has been the Tuia participation in 2017. He will give a brief verbal presentation on his experience of this programme. Tuia is a long term, intergenerational programme designed to develop and enhance the contributions of rangatahi Māori within communities throughout New Zealand. The programme builds a network of support for rangatahi to help them serve their communities well, while developing relationships between a diverse range of rangatahi throughout the country. The Dunedin Mayor and Council have supported this programme for a number of years.  Nominations will be invited soon for the 2018 programme.

2018 Meeting Dates

1      This report seeks the adoption of the 2018 meeting schedule. 

2      The meetings have traditionally been held on a Monday starting at 4.00 pm however Tania Williams, Te Arai te Uru has indicated that work commitments out of town every Monday means she is unable to attend the meetings. 

3      To enable Ms Williams to attend the following dates are proposed for discussion.

-    Tuesday 5 June

-    Tuesday 4 September

-    Tuesday 4 December.

DCC Staff Update Report

EXECUTIVE SUMMARY  

1      The following information relates to matters raised by the Māori Participation Working Party at previous meetings, or to projects or ongoing issues that may be of interest to the Māori Participation Working Party including:

·           Naming Dunedin’s Harbour Cycleway Circuit

·           Rates remission policy for Māori freehold land

·           Seacliff Wastewater Treatment Plant

·           10 year plan update

·           Ara Toi Ōtepoti – Our Creative Future hui

·           Community engagement opportunities

RECOMMENDATIONS

That the Committee:

a)     Notes the Staff Update Report.

b)     Provides advice on whether naming Dunedin’s harbour circuit cycleway/shared path in Te Reo Maori is appropriate and what process should be followed to identify an appropriate name.

 

Project updates

Naming Dunedin’s Harbour Cycleway Circuit

2      Three projects are currently underway that will improve access to and enjoyment of Otago Harbour by creating a safe, separated circuit for walking and cycling from Port Chalmers to Harrington Point.  Existing sections of cycleway/shared path around the harbour are very popular with walkers, runners and cyclists.  The completed 40 km circuit is expected to be used by locals as well as a high number of visitors in the future. 

3      The projects are being delivered by NZ Transport Agency and DCC.  NZ Transport Agency is working with Kiwirail to extend the existing shared path another five kilometres from St Leonards to Port Chalmers.  DCC’s ‘Peninsula Connection’ project will construct a separated cycleway/shared path path along Portobello Road and Harrington Point Road.  DCC is also using Government Urban Cycleways funding to construct a new bridge over Water of Leith and enhance an inner harbourside connection to Portobello Road.

4      Long distance cycleways are increasingly popular and are often named to help with marketing and branding.  Otago already has the Alps to Ocean (A2O), Central Otago Rail Trail and Clutha Gold.  These rides are promoted through the New Zealand cycle trails website as part of Nga Haerenga (‘The Journeys’) alongside other world-class cycling experiences around New Zealand.

5      The first project to be completed will be the connection through the inner harbourside area, including the new Water of Leith bridge, by June 2018.  Other Urban Cycleways Programme projects around New Zealand have been marked with an official Ministerial opening and naming, where applicable.

6      Transport staff seek direction from the Māori Participation Working Party as to whether naming Dunedin’s harbour circuit cycleway/shared path in Te Reo Maori is appropriate and what process should be followed to identify an appropriate name.

Rates remission policy for Māori freehold land

7      A draft rates remission policy for Māori freehold land has been developed for consideration by the Council on 28 November 2017. 

8      Staff consulted with key stakeholders, including the Ngai Tahu Māori Law Centre, Te Rūnanga o Otākou, Kāti Huirapa Rūnaka ki Puketeraki, Kai Tahu ki Otago Limited and the Māori Participation Working Party in developing the draft Māori Freehold Land Rates Remission Policy.

Seacliff Wastewater Treatment Plant

9      3 Waters staff are investigating options for disposal from the Seacliff Wastewater Treatment Plant and also where appropriate upgrading the existing wastewater treatment plant to provide the highest quality wastewater discharge possible.

10    Representatives from Kāti Huirapa Rūnaka ki Puketeraki representatives will meet with 3 Waters staff to discuss the options investigated for the Seacliff Wastewater Treatment Plant to date.

10 year plan update

11    There will be three-day Council meeting in December focussed on the 10 year plan for the city.  The 10 year plan sets the strategic direction and the big investment choices for the next decade. It sets out what services and activities the Council will provide including the major projects, draft budgets and the implications for rates and debt.

12    The Council will consider a wide range of services and spending in December, including ‘business as usual’ and large scale projects, such as the central city plan and a bridge to the waterfront.  They will decide what options will be put out for residents to have their say in March/April 2018.

13    The Council has already heard many ideas from the community and these suggestions have been considered as part of preparing the draft 10 year plan. A key input was the consultation hui on the 10 year plan held on 20 September 2017 at the Araiteuru Marae.  Around 60 people attended the hui.  Participants were asked to identify: issues and challenges face Maori; priorities for the future; and how we can work together.  A summary of the feedback received from the hui is provided at Attachment A.

Ara Toi Ōtepoti – Our Creative Future hui

14    The Creative Dunedin Partnership is convening a hui to present, enjoy and discuss progress on Ara Toi, Dunedin's Arts and Culture Strategy: www.dunedin.govt.nz/aratoi. The hui has been scheduled from 2 December 2017 at the Otago Polytechnic Dunedin School of Art from 11am to 3pm.  The hui is open to anyone with an interest in arts and culture in Dunedin.

Festivals and Events Plan review: The Festivals and Events Plan is being reviewed. The plan supports the growth, development and management of festival and events in our city and Council is asking for feedback on a draft plan There is a stakeholder workshop 5 December from 2.30-4.30pm in the Dunningham Room, City Library.

22 November – 15 December 2017

 

Central City Plan: This Plan will guide the development of the central city area over the next ten years. While the Plan has been adopted, there will be opportunities for feedback as projects are developed.

Late 2017/2018

Dunedin Food Charter: Have your say on a food charter that has been developed for Dunedin. It provides a statement of aspirational values and principles which will guide future food policy and action planning in our city.

Consultation ends  30 November 2017

Gambling and TAB Venues Policy: This policy is being reviewed. It regulates the number of non-casino gambling venues and machines in Dunedin, as well as the location of these venues. The proposal is to extend the sinking lid for non-casino gambling or ‘pokie’ machine venues and gambling machines, currently in place in South Dunedin, to the entire Dunedin district.

Consultation ends 6 December 2017

Youth Vision: The DCC is working with other organisations in the city on a process to develop a Youth Vision and Action Plan. Hui were held with rangitahi earlier this year and small focus groups have also been undertaken with Maori and non-Maori youth to identify their needs and priorities.  A co-design workshop for youth and adults will be developed in early 2018 to formulate the Youth Vision.

10 year plan: There will be a series of engagement activities leading into and informing the development of the 10 year plan.

September 2017 – May 2018
