Constitution of the Central City Plan Advisory Panel

EXECUTIVE SUMMARY  

1      The Central City Plan (CCP) has been developed since 2011 with a wide range of community input and stakeholder engagement. This engagement informed the CCP budgets for the current Long Term Plan 2015 – 2025.

2      These budgets and the timing of the CCP delivery programme will be the subject of discussion in the upcoming 10-year plan process in December 2017. As part of the delivery of the CCP, it is recommended that a Central City Advisory Panel be constituted.

3      The purpose of the CCP Advisory Panel is to provide stakeholder feedback at various stages of the project. The Panel will consist of three elected members and representatives from a selection of the key stakeholders for the project.

 

4      As this is an administrative only report, there is no requirement for a summary of considerations.

 

RECOMMENDATIONS

That the Committee:

a)     Approves the establishment of the Central City Plan Advisory Panel.

b)     Appoints the chairs of the Planning and Environment Committee, the Infrastructure and Networks Committee and the Community and Culture Committee as the Councillor representatives on the Central City Plan Advisory Panel.

 

DISCUSSION

5      Including an Advisory Panel into the project governance structure is expected to streamline consultation and engagement, with each key stakeholder representative on the Advisory Panel given the mandate to consult with and speak on behalf of their stakeholder Panel.

6      It is envisaged that the Advisory Panel will initially meet every second month and then on an as required basis.

7      Membership of the advisory Panel is outlined in Attachment A.  The Councillor members suggested are the Chairs of three standing committees – Infrastructure and Networks, Community and Culture and Planning and Environment.  Given the CCP is an urban development project, Cr Benson-Pope as Chair of Planning and Environment will be the Chair of the CCP Advisory Panel.

OPTIONS

8      Council could choose not to constitute an Advisory Panel, in which case the status quo arrangements would remain.

NEXT STEPS

9      If the Panel is established, then staff will contact the constituent organisations seeking a representative from each.

10    The first meeting of the Panel will be scheduled as early as possible in 2018.

11    The CCP programme and project structure will be presented to Council on 28 November for consideration in advance of a full budget options paper which will be considered as part of the 10 Year Plan (formerly the Long Term Plan) in December 2017.
