Amee and Rafferty Parker wish to address the meeting concerning road safety and requesting a 70 kph limit at the Waitati turn-off from State Highway 1.

1 Public Forum
1.1 Warrington School
Dee Gilbert spoke to the funding application of behalf of Warrington School. She circulated a quote for materials for Polyfest uniforms for a total of $612.74 (including GST). She had approached other potential funding sources but was yet to receive a response.
1.2 Lyn Hastie
Lyn Hastie commented on a number of issues. She advised that she was concerned that the two portaloos remaining at the domain over winter were incurring charges.
Ms Hastie also commented that she had not had a response to a fixogram she had lodged in June requesting footpath repairs. She also advised that the yellow no parking lines on Bay Road was causing dangerous parking. She was also concerned about the road conditions and blocked drains.
In response the Chairperson advised that he would follow up regarding the Portaloos, and advised the Board had requested that the yellow lines around the corner be removed. Cr O'Malley advised he would follow up regarding progress with her fixogram request.
1.3 Wendy Harrex – Blueskin Youth and Community Amenities funding application
Mrs Harrex circulated a revised application for $2,000 relating to the entrance to the boardwalk on Doctors Point Road. This included gravel to provide weather-proof access, landscaping, an information board, and repairs to major damage at the entrance from the recent flood event. It was intended to replace dead trees with larger plants suitable to the area. Mrs Harrex confirmed that the figures supplied included GST, and that the group was not registered for GST.
It was noted that there was no quote supplied for the plants. Mrs Harrex said that no application for funding had been made to the Honda Tree Fund.
Mrs Harrex advised that planting days were to be held on 15 and 27 October, and the opening planned for 4 November meant there was some urgency with this application.

In a report a copy of the funding applications was provided. Applications had been received from the Blueskin Youth & Community Amenities Association who had requested $2,000.00 funding towards the planting of the boardwalk from Doctors Point Road into the Orokonui Estuary and the Warrington School who requested $500 towards materials for costumes for the Otago Polyfest. |

Consideration was given to the application from the Warrington School which was had been laid on the table at the 23 August meeting.

Mandy Mayhem-Bullock and Mark Brown withdrew from this item. In discussing the item it was noted that quotes for the planting needed to be obtained. An amount could be approved as a contribution to opening day costs - $414 for gravel and $150 for one big tree. It was noted that the $9,000 held by the Amenities Association was reserved for maintenance works.

The Chairperson provided an update on matters of interest since the previous meeting which included:
1 Proposed Camping Bylaw 2017 2 Waikouaiti Bus Shelter 3 Civil Defence 4 Waitati Public Toilets – photos of toilet designs suggested by DCC staff were circulated. 5 BMX Track – there were DoC concerns (the proposed site was adjacent to the Hawkesbury Lagoon wildlife refuge), and site hazards (it was on the HAIL register). 6 Enterprise Dunedin Plan – The plan was to be amended following feedback at the recent meeting, and recirculated. 7 Public meeting in Waikouaiti 20 September: |

Library Activity Report
Department: Arts and Culture
EXECUTIVE SUMMARY
1 This report provides a summary of the activities of the Dunedin Public Libraries for the period 1 July to 30 September 2017, with a focus on the activities of the Waikouaiti and Blueskin Bay Libraries and Service Centre.

Operational and Project Activities
Statistics
3 Total loans for the period 1 July to 30 September 2017 were 315,146 representing a decrease of 34,062 or 9.8% of loans compared to the same period in 2016/17. Decreased loans were recorded at all service locations. Borrowing from the Blueskin Bay and Waikouaiti Libraries was down by 19.5% and 13.3% respectively, with no particular factors contributing to the decrease in borrowing. Reduced visitation to the City Library (-28,769 loans or -12.8%) is the key component of the reduced borrowing, and this in turn is related to reduced visitation to the City Library.
4 A total of 30,962 reference enquiries were received during this period representing a decrease of 4,366 enquiries or -12.4% compared to the same period in 2016/17. Decreased reference enquiries were recorded at the Waikouaiti Library (-40.9%) while the Blueskin Bay Library was against the trend with an increase of 183 reference enquiries or 19.9%. A decrease in reference enquiries at the City Library (-5,432 or -23.1%) accounted for the majority of the overall decrease.
5 There were a total of 289,800 visits to libraries over this period representing a decrease of 18,184 or -5.9% of total visits compared to the same period in 2016/17. Decreased visits were recorded at the Waikouaiti Library (-840 or -9.7%) while the Blueskin Bay Library was against the trend again with an increase of 1,280 visits or 17.7% with 834 visits during an extended opening on Election Day.
Service Centres
6 Council Service Centre facilities have now been operational in the Waikouaiti and Blueskin Bay Libraries for over twelve months. Attachment A provides a summary of the range and level of transactions through the Service Centre in the period from 1 July to 30 September 2017 and a comparison with the same period in 2016/17.
7 A total of 75 Service Centre transactions were conducted at the Blueskin Bay Library, up by 12 transactions on 2016/17 while 125 Service Centre transactions conducted at the Waikouaiti Library, up by 33 transactions on 2016/17.
Waikouaiti Library Building
8 During the reporting period, a dark red stripe was added to the exterior of the Waikouaiti Library building, which was initially painted in January 2017. While this completes the exterior refurbishment, the possibility of a mural on the exterior wall facing the main road is being explored.
Blueskin Bay Mural
9 The Dunedin Public Library Association (Friends of the Library) has provided a grant of $1,500 for the development of a mural in the Children’s area of the Blueskin Bay Library by local artist Phillipa Crofskey. Work on the mural commenced in the September school holidays (30 September to 15 October 2017).
Blueskin History on Scattered Seeds
10 Local historical information from the Waitati and Blueskin Bay area is being added to the Libraries’ Scattered Seeds digital archive. Scattered Seeds was established using a grant from the Dunedin Lebanese community and is being developed as a source of local cultural heritage information.
Events
Knitting Group
11 A group of six adults with varying numbers of children are meeting regularly in the Waikouaiti Library on Friday nights to knit a rig for the Children’s area of the library. The group is in the process of knitting a rug for the sofa in the Children’s area. The Knitting Group continued during the reporting period.
Land of the Kimono
12 A Japanese home style cooking event was held in the Waikouaiti Library in August 2017 with an audience of 16 people.
Cartooning with Brent Harpur
13 A cartoon workshop with Brent Harpur was held at the Waikouaiti Library during the July school holidays and was attended by 13 children and 4 adults.
Liaison
Outreach
14 Staff from the Waikouaiti Library visited the Karitane, Waikouaiti and Flag Swamp Schools over the reporting period to promote the library, read stories and encourage reading. Staff also visited the Big Steps Childcare Centre.
15 Staff from the Blueskin Bay Library continued to visit the Warrington School during the reporting period, with classes from the Waitati School visiting the Blueskin Bay Library on a regular basis.

Allocation of the Community Board Fund
Department: Civic and Legal
EXECUTIVE SUMMARY
1 Council has allocated Community Boards $10,000 each to distribute as the Board considers appropriate throughout the financial year. The project fund is used to financially support particular community projects, scholarships or grants to community groups.
2 The Council has recently had an audit of the business process for grants issued from the community board project fund and there are several recommendations to implement. We also need to review our grants criteria so that we are incorporating the advice of the Auditor General that have issued since the grants criteria were developed.
That the Board: a) Adopts the community board discretionary funding application guide (including forms); b) Allocates $[specify amount] for the purpose of awarding grants to community groups with the balance allocated to Board projects; c) Appoints [Board Member] to the role of assisting groups to make applications and advising applicants of the Board's decision; d) Appoints [Board Member] to the role of assisting groups to complete the reporting back to the Board. |
BACKGROUND
3 The Council's auditors had reviewed the Community Board Grant Scheme and had made several recommendations. Community Board chairs had also workshopped the current funding forms and criteria.
DISCUSSION
4 The following areas of improvement in the administration of the community board grants were identified by the auditors:
· Criteria for issuing grants should be principle based and the same for each Community Board so that fairness in making grants was achieved;
· Implement a consistent system for checking the project is completed and/or grant funds have been used for the purpose they were issued;
· Grant criteria and decisions to make or decline applications should make reference to the Community Plan and the Council’s Community Outcomes;
· Specify that surplus funds must be returned to the board for re-distribution (this will be done by letter advising of the Board's decision).
5 Community Board Chairs workshopped how the application process could be improved and what they would like to see from the applications.
6 Key themes of the workshop were that while there needed to be some consistency between the Boards, there also needed to be flexibility for each Board to achieve the range of outcomes and priorities set out in their Community Plans. Groups should have an opportunity to explain on paper and (if they wish) in person, that their projects celebrated and contributed to the Board's community outcomes and the wider community. Another important goal of redesigning the process was to make the application process more inviting, and to offer assistance to groups so that they could put their "best foot forward" particularly if they rarely applied for funding.
7 The Community Board Funding – Application Guide (Attachment A) is the result of those discussions, and is presented to the board for consideration and comment.

NEXT STEPS
9 Once further comments from the Boards have been provided, the forms and guidelines will be updated and made available online and in hardcopy. It is anticipated the forms will be available for the next round of Community Board meetings.

1 Community Boards have the opportunity to provide feedback to stage three of the Remuneration Authority's consultation on setting remuneration levels for elected members.
2 The relevant part of the consultation document was circulated to members by email, and comments sought. The comments received have been compiled into a draft submission for the Board's consideration. The draft submission is Attachment A to this report. Attachment B is the relevant part of the consultation document from the Remuneration Authority.

Draft Local Food Charter - opportunity for feedback
3 Good Food Dunedin is a Dunedin City Council-led initiative, supported by individuals, communities, organisations and businesses who share a vision to transform Dunedin into a thriving and sustainable food city. As part of the project, we are working on developing a local food charter. A food charter is a statement of aspirational values and principles, which will guide future food policy and action planning in our city. The charter will be supported by an action plan, which will outline our goals and actions in detail.
4 We are currently seeking feedback on the content and direction of the draft, and would appreciate your input. Further information, the draft charter, and the online feedback form can be found here www.goodfooddunedin.com. The last day for comments is Friday 30 November.

Gambling and TAB Venue Policy
6 The Dunedin City Council is reviewing its Gambling and TAB Venue Policy and would like to know what you think of the proposed changes. The proposed policy is to extend the sinking lid for non-casino gambling or ‘pokie’ machine venues and gambling machines, currently in place in South Dunedin, to the entire Dunedin district.
7 The purpose of the policy is to minimise the harm caused by gambling in Dunedin communities. The policy is required by law and must say whether new gambling venues will be allowed within the DCC area. If these are allowed, the policy must state where they can be located. The policy can also limit the number of electronic gambling machines at those locations. The Council must also decide if and when it will grant consent to gambling venues which want to relocate. This policy does not affect existing gambling venues.
8 While the Dunedin City Council must have a Gambling Venue Policy, the Department of Internal Affairs (DIA) is the licensing authority and is responsible for the granting or refusing of gambling licences.
