EXECUTIVE SUMMARY
1 This is a report for an application for the renewal of an on-licence for the premises situated at 141 Stuart Street, Dunedin, and known as “Carousel”. The criteria found at section 131 of the Sale and Supply of Alcohol Act 2012 (the Act) apply to this application.
2 The applicant does not seek any changes to the licence.
3 No public objections have been received but all of the reporting agencies have opposed this application.

4 The applicant has been a licensee for over 20 years and has been at this premises since 2007.
5 The current trading hours for the premises are Monday to Sunday, 8.00 am to 4.00 am the following day with the exception of the sacrosanct days of Good Friday, Easter Sunday, Christmas Day and before 1.00 pm on Anzac Day.
6 The premises are currently undergoing renovations which will allow the capacity of the premises to double from the current 50 people.
Comment
7 The suitability of the applicant is not challenged.
PUBLIC NOTICE
8 Public notice of the application did not attract any opposition. However all three agencies, the Police, Medical Officer of Health and Licensing Inspector, have submitted adverse reports.
9 At the meeting between the applicant and the agencies the prospect of a one-way door being imposed from 3.00 am was raised. They explained that one-way doors are an effective tool in reducing alcohol-related harm in areas where there is late night activity. However, to be effective they need to be applied without exception.
10 The applicant was not interested in the concept.
11 In all other respects the application is not in issue.
CONCLUSION
12 The only matter for the Committee to consider is that of a one-way door. If it considers appropriate, section 111 of the Act allows the Committee to impose a one-way door condition with the renewal of the licence.
13 The Committee has recently imposed a one-way door policy on several premises in the central city both when a new licence has been granted and at renewal times.
14 This hearing will be an opportunity for the applicant to state a case for not having a one-way door imposed and the agencies to explain why it should be imposed.
