6 Waikouaiti Coast Community Board Action List |

The report provided an update to the Waikouaiti Coast Community Board Action List, which included: · Coastal Erosion/Karitane Spit - Funding has been approved for the design work. Construction costs will come from existing budgets. DCC Coastal Specialist hopes for the job to be complete before the end of the year.
· Waitati Public Toilets - progress update
· Waikouaiti Transfer Centre - the aspirations of the community
· Emergency Response meeting - Richard Russell attended the invitation only meeting
· Horse training access to the beach – Board members formally endorsed the application from Waikouaiti Trotting Club as being a good idea, based on the road safety aspects described in the letter.
· Truby King Recreation Reserve Committee - the Reserve Management Plan has been reviewed and a meeting with the Committee will follow
· Freedom Camping - advised there is additional funding from Central Government
· Shortcut Road - Board members consider the proposed sealing of a small section of Blueskin Road to be potentially dangerous. Richard Saunders will look into aspects of this relating to an existing Resource Consent condition.

7 Funding Application - Waikouaiti District Museum Society Inc. |

An application for funding which lay on the table was uplifted and discussed from the Waikouaiti District Museum requesting $2,347.00 towards additional shelving for storage of heritage items not on display. |

Board members provided updates on activities including: Keep Dunedin Beautiful (KDB) Mandy Mayhem-Bullock advised the results of the recent Keep Dunedin Beautiful awards and was very happy with the outcome for local nominees. She advised that Dunedin City is a finalist for the most beautiful city. The clean-up week is set for 10-16 September.
Assist Fund Recipients with Reporting Back Rose Stringer-Wright advised she had contacted Karitane School and advised that there are no issues with the use of the paddock.

10 Chairperson's Report |

A verbal report was provided from the Chairperson at the, which included:
On Thursday 23 August, a mass planting project will be commencing for Matariki tu Rakau, an MPI initiative to plant 300,000 trees throughout New Zealand to commemorate all those who have served in the New Zealand Defence Force over the last 100 years. Our allocation is 1,000 plants. Waikouaiti school pupils will be assisting with the planting.
Police Update, Alasdair received a letter from Inspector Jason Guthrie, it advised that he is taking a 12 month secondment to the Police Head Office. In Inspector Jason Guthrie’s absence Inspector Marty Gray will in his place.
A Safe Road Alliance email has been received regarding the bus stop outside Hawksbury Village, the actual bus stop site is dangerous. It advised that they are still considering the safety of this bus stop, but will be considered within a wider business case. Richard Saunders to talk with the NZTA team in Dunedin regarding this.
Road issues, there is a slump on Coast Road, Richard Saunders advised that a design is being completed by Downer which is due in one week, this will consist of a package of nine slips. Reservoir Road surface and ditch issues continuous. Richard Saunders will follow up with staff.

Skip days, when and where are these? it was advised that they are at Warrington Domain and occur three times a year, around Waitangi weekend, Queens Birthday weekend and Labour weekend.
LED roll out information sought, Richard Saunders advised that where there are lights currently they will be upgraded. Trial area to be determined. Roll out starts middle of next year. We will be advised of any updates as and when they become available.

Library Activity Report

EXECUTIVE SUMMARY
1 This report provides a summary of the activities of the Dunedin Public Libraries for the period 1 February to 30 June 2018, with a focus on the activities of the Waikouaiti and Blueskin Bay Libraries and Service Centres.
2 The report provides an overview and comment on library usage for 2017/18.

Operational and Project Activities
Statistics
4 Total loans for the period 1 July 2017 to 30 June 2018 were 1,238,126 representing a decrease of 59,686 or -4.6% of loans compared to the same period in 2016/17. Decreased loans were recorded at all library service locations, except for the South Dunedin Community Pop Up Library and Service Centre which opened on 8 September 2017.
5 Borrowing from the Blueskin Bay and Waikouaiti Libraries was down by 2.1% and 4.7% respectively, with no particular factors contributing to the decrease. This trend of reduced borrowing is mirrored throughout New Zealand and overseas, reflecting changes in customer usage patterns in the increased use of digital content.
6 Visitation to Libraries increased in 2017/18 by 11,198 visits or 1.0% compared to 2016/17. The key driver for this increase was new visitation to the South Dunedin Community Pop Up Library and Service Centre. Visitation to the Blueskin Bay Library also increased by 2,625 visits or 9.4% compared to 2016/17, while visitation to the Waikouaiti Library decreased by 2,566 visits or 7.6%.
7 A total of 119,897 reference enquiries were received by Libraries during 2017/18 representing a decrease of 11,758 enquiries or -8.9% compared to the same period in 2016/17. Increased reference enquiries however were recorded at the Waikouaiti Library (up by 165 enquiries or 7.2%) and the Blueskin Bay Library (up by 379 enquiries or 11.2%) compared to 2016/17.
Service Centres
8 Council Service Centre facilities have now been operational in the Waikouaiti and Blueskin Bay Libraries for two years. Attachment A provides a summary of the range and level of transactions through the Service Centres during the period from 1 July 2017 to 30 June 2018 and a comparison with the same period in 2016/17.
9 A total of 298 Service Centre transactions were conducted at the Blueskin Bay Library, up by 56 transactions on 2016/17 while a total of 385 Service Centre transactions conducted at the Waikouaiti Library, up by 41 transactions on 2016/17.
Otago Polytechnic Help Desk at Blueskin Bay Library
10 On Friday 1 June 2018, Level 4 Information Technology students from the Otago Polytechnic ran a successful Help Desk clinic at the Blueskin Bay Library where the students provided assistance on the use of a range of digital devices to 16 members of the local community.
Events
Knitting Groups
11 A group averaging from two to four adults with varying numbers of children meet in the Waikouaiti Library every Friday night as part of a local knitting group. A similar knitting group has been established in Waitati and meets in the Blueskin Bay Library every second Tuesday.
Lego Club
12 The monthly Lego Club at the Waikouaiti Library remains popular with up to 13 children and 7 adults attending on occasions.
Book Passion
13 The monthly Book Passion book club continues to meet in the Waikouaiti Library with an average of nine participants each month.
School Holiday Activities
14 The Waikouaiti Library offered a varied school holiday programme during the April 2018 school holidays, including kite making, wild badge making and a Penguin Pandemonium event with a total of 68 children and 29 adults participating in the overall programme.
Liaison
Outreach
15 Staff from the Waikouaiti Library visited the Karitane, Waikouaiti and Flag Swamp Schools over the reporting period to promote the library, read stories and encourage reading. Staff also visited the Big Steps Childcare Centre.
