Minutes of an ordinary meeting of the Grants Subcommittee held in the Edinburgh Room, Municipal Chambers, The Octagon, Dunedin on Wednesday 03 July 2019, commencing at 9.00 am

2          Confirmation of agenda

Confirms the agenda with the following alteration:

-          In regard to Standing Order 21, Option C be adopted in relation to moving and seconding and speaking to amendments.

3          Declarations of interest

Members were reminded of the need to stand aside from decision-making when a conflict arose between their role as an elected representative and any private or other external interest they might have.

 

Hannah Molloy declared an interest in Stage South Charitable Trust and the Dunedin Fringe Arts Trust.

 

Amanda Dyer advised that interest be removed for Kaikorai Primary School.

a)     Amends the Elected or Independent Members' Interest Register, and

b)     Confirms the proposed management plan for Elected or Independent Members' Interests.

4          City Service, City Project Grants 2019/20

 

SOCIAL WELLBEING

The Senior Community Advisor (Paul Coffey) spoke to the Social Wellbeing applications and responded to members questions which included clarifying the criteria of the different grants and if applicants were able to apply for more than one. 

 

ARA TOI ARTS AND CULTURE

The Relationship Advisor – Arts and Culture (Cara Paterson) and the Relationship Manager – Arts and Culture (Kirsten Glengarry) spoke to the Ara Toi Art and Culture applications and responded to members questions.  They advised that there was an increase in the professional theatre applications this round which was as expected.

 

Cr Marie Laufiso declared a conflict of interest and left the room while the Age Concern Otago application was discussed.

 

Amanda Dyer declared a conflict of interest and withdrew from the table while the Dunedin Community Accounting application was discussed.

 

Cr Marie Laufiso declared a conflict of interest and left the room while the Dunedin Multi Ethnic Council application was discussed.

 

Lois Scott declared a conflict of interest and left the room while Otago Neighbourhood Support Charitable Trust and The Malcam Charitable Trust applications were discussed.

 

Amanda Dyer declared a conflict of interest and withdrew from the table while the Volunteering Otago application was discussed.

 

Cr Aaron Hawkins declared a conflict of interest and left the room while the Dunedin Fringe Festival Arts Trust application was discussed, Cr Christine Garey chaired the meeting in Cr Aaron Hawkins absence.

 

The meeting was adjourned at 10.37 am and reconvened at 10.56 am with Cr Aaron Hawkins returning to chair the meeting.

 

Subcommittee members requested information about the Community Access Fund and how this is utilised by event organisers.
