4          Proposed parking changes - June 2019

 

The Regulation Management report outlined the recommended changes to some of Council’s current parking controls in the Jetty Street to Police Street area (Vogel/Crawford and Bond Streets) for consideration by the Traffic and Parking Bylaw Subcommittee.

Option One proposed changes to the traffic and parking controls database to improve: short term and resident parking; safety and property access through prohibiting obstructive parking; clearer parking controls.

Option Two proposed the existing traffic and parking controls be retained without amendment which would allow for allocation of resources to other transport projects.

 

The Transport Strategy Manager, Nick Sargent advised that all submissions had been considered and that minor changes to that proposed for Bond Street had been included in the tabled report.  He advised that the staff recommendation reflected the consultation feedback received, particularly in regard to the east side of Bond Street.

 

Mr Sargent confirmed that the tertiary precinct parking changes had been postponed until wider consultation on the tertiary precinct streetscape changes had been completed and other matters had been considered.

 

Mr Sargent responded to questions from councillors about parking spaces for residents and commuters in Manor Place.  He advised that the parking changes were a result of requests from residents in the area and were completed alongside a roundabout installation project.

 

Mr Sargent confirmed that the number of parking spaces for Bond Street, Crawford Street and Vogel Street were not changing but that the use was, to allow turnover and availability of parking in the area.  Car parking spaces remained the same with an increase in motorcycle parks.

 

In response to a question on secure parking for bicycles, Mr Sargent advised that cycle provision would be part of the streetscape changes planned for Bond Street.

 

Mr Tony Purvis spoke to his submission and responded to questions from councillors.  He sought a collaborative approach by Council with residents, building and business owners due to their local knowledge ahead of any parking changes in the Jetty and Bond Street areas.  He did not consider any changes should be put in place until the infrastructure work and improvements to the Bond Street alleyway were completed.  He commented that the closure of the Jetty Street link into Cumberland Street effectively separated the two areas for traffic and parking needs.

 

Mr Purvis questioned the method used to notify residents and owners of the proposed parking changes as many had not received any notification.

 

Mr Sargent confirmed the notification method used by staff was through letters, delivered to properties in the area, and advertised public notices.  He advised that the infrastructure improvement work to renew water pipes in Bond Street, from Queens Gardens to the Police Street, would be included in the next stage of the Central City Plan, with work to commence in the 2019/2020 financial year.  Sensors would be put in place in the interim to collect data on car parking space usage, which in turn would inform future streetscape and parking changes in the Bond Street area.

 

Cr O’Malley advised Mr Purvis that the staff recommendation was for parking spaces in the east side of the Bond Street area to remain unchanged until after the infrastructure work was completed.

Proposed Parking Changes - August 2019

EXECUTIVE SUMMARY

1          This report outlines recommended changes to some of Council’s current parking controls for consideration by the Traffic and Parking Bylaw Subcommittee.

RECOMMENDATIONS

That the Committee:

a)     Recommends to the Council the approval of changes to parking controls that are shown in the Dunedin City Council's traffic and parking controls database, August 2019 update, https://tinyurl.com/ParkingAugust2019.

b)     Notes that all parking controls previously approved by Council and not shown as a change on the August 2019 traffic and parking controls database, remain unchanged.

 

BACKGROUND

2          Making parking controls contributes to achieving the objectives of the Dunedin Integrated Transport Strategy 2013, particularly by supporting the achievement of a safe, efficient and accessible transport network for all modes.

3          Council maintains a GIS map database of traffic and parking controls (the database) which reflects all on-street parking controls that are implemented with markings and/or signs.

4          Parking controls are made under the Traffic and Parking Bylaw. The Bylaws Subcommittee has the delegation to consider changes to parking controls, and to make recommendations to the Council, which can approve traffic and parking controls.

5          Recommended parking changes will be periodically brought before the Bylaws Subcommittee for consideration.

DISCUSSION

6          Recommended changes to parking are shown in the database https://tinyurl.com/ParkingAugust2019.

Minor changes

7          A number of minor changes to parking controls are proposed. These are detailed in Attachment A and include:

·    Parking changes improve safety, efficiency or access, where appropriate engagement has been carried out with affected parties.

·    Parking changes arising from other projects where consultation has been carried out with affected parties, and in some cases are already marked and signed

·    Changes to improve the operation of the bus network or changes to residents only parking.

Clarifications

8          Suggested clarifications to the database are detailed in Attachment B and include changes to markings or signs intended to clarify parking controls which are already in place. Changes may make existing markings or signs clearer or reinforce existing rules (for example installation of broken yellow lines to clarify that no vehicles may stop within 6 m of an intersection under Land Transport (Road User) Rule 2004). These clarifications are considered necessary for access or safety and are an exception to Council’s general approach not to mark anything that is currently enforceable under existing rules.

OPTIONS

9          Options are set out below for all changes.

Option One – Recommend the proposed changes to the traffic and parking controls database

Advantages

·        Improves safety, efficiency and access on the transport network:

i)          Providing appropriately located bus stops to enable bus services. Changing parking to enable buses to safely enter and exit bus stops.

ii)         Providing appropriate short stay parking to provide for surrounding land uses.

iii)        Improving safety and enabling property access by prohibiting obstructive parking, making existing parking controls clearer, and providing for access to new driveways.

·        May encourage people to use public transport, through enabling better provision of this service.

Disadvantages

·        Some people may be initially confused by the changes and new locations of parking.

Option Two – Recommend the existing traffic and parking controls are retained without amendment

10        Do nothing and retain the existing traffic and parking controls.

Advantages

·        Council resources can be allocated to other transport projects.

·        People would not get confused as no parking would change location.

Disadvantages

·        Does not improve safety, efficiency and access on the transport network.

·        Planned bus routes will not properly operate without bus stops correctly allocated. Redundant bus stops will not be used efficiently, and safety for buses accessing bus stops will not be improved.

NEXT STEPS

11        If agreed, a report will be brought before the Council at their meeting on 1 October 2019, seeking approval of the proposed changes to the traffic and parking controls.

12        Approved changes will be implemented through signs and road markings as required.

Water Street – create Electric Vehicle charging spaces

Council has granted a license to ChargeNet NZ Ltd to install electric vehicle charging units on Water Street between Crawford Street and Vogel Street (Council meeting 26 March 2019). To support this license, the two paid P120 parking spaces on the south side of Water Street nearest Vogel Street will be changed to electric vehicle charging only, with an unpaid P60 time restriction.

3 Forresbank Ave

 

Existing bus stop with access issues to be relocated and extended. Possible minor loss of parking however the house on the corner has two frontages and their driveway and pedestrian entrance is off Shetland St. ORC engaging with affected parties to notify change.

Ravensbourne Rd/ Wanaka St intersection

Parked cars are restricting visibility at the intersection of Wanaka St/ Ravensbourne Rd. The proposal is to swap the existing bus stop and the parking on each side of the intersection to improve visibility for drivers. The new stop will require an exit taper of no stopping lines resulting in the loss of one parking space.  ORC engaging with affected parties to notify change.

Glen Rd, near Reynolds St

Replace temporary stops with permanent bus stops. One stop on each side of the road.

33 Chapman St

Existing bus stop to be relocated and extended. The proposal is to relocate the stop closer to the intersection where the intersection can form the entry taper. The exit taper will result in the loss of one parking space. ORC engaging with affected parties to notify change.

Remove P5, old school has closed.

Nr 36 Belgrave Cres

Remove redundant bus stop and reinstate parking.

60 Dundas St

The existing bus stop is inaccessible to buses and the adjacent dairy is requesting more short-term parking (P5’s on the state highway were moved due to the new cycle lanes) for customers and deliveries. The proposal is to rationalise the bus stops on Dundas St so this one will be redundant. Rearrange residents parking, remove bus stop and install three P5’s.

Princes St/The Octagon intersection

Swap parklet and P5 space at request of Urban Design. It was felt the space nearer the Octagon was a more suitable location for the parklet. No impact on parking numbers.

Vogel St, near Jervois St

Shorten AVO to 8m (adding two parking spaces). The business has changed from a furniture store having deliveries by furniture truck to smaller delivery vehicles.

Rearrange parking layout to accommodate redundant driveways, move AVO to be accessible

In response to the Dunedin Hospital Childhood centre request. Install 7m nsl over driveway exit to Dunedin Hospital Childhood centre pick up area for safety reasons. Cars parking over driveway force vehicles to back out the inward entrance which is close to the Great king St intersection.

Butts Rd, outside Logan Park Highschool

In response to requests from Logan Park Highschool unutilised bus stops will be removed to increase parking. NSL and wayfinding markings will be installed on the driveway to the school and the new Signal Hill Bike Track carpark to improve safety.

Anzac Avenue, outside Railway Station

Install NSL in front of temporary bus stop to the intersection.

Wright St,outside Kaikorai Valley Primary School

Request from Kaikorai Valley Primary School to change four P5 parks at the frontage of the school to Pick Up and Drop Off between 8:30-9:30am and 3:00-3:15pm.

Request from Dunedin Folk Club for a single P5 “In This Area At All Times” at the frontage of 50 Dundas Street.
