Minutes of an ordinary meeting of the Traffic and Parking Bylaw Subcommittee held in the Edinburgh Room, Municipal Chambers, The Octagon, Dunedin on Thursday 29 August 2019, commencing at 11:00am

Nick Sargent, Transport Strategy Manager introduced Tami Sargeant as the newly appointed Team Leader Regulation Management - Transport and outlined her responsibilities, including administering the Traffic and Parking Bylaw, Speed Limit bylaw, road naming and policy development work.

Members were reminded of the need to stand aside from decision-making when a conflict arose between their role as an elected representative and any private or other external interest they might have.

5          Confirmation of Minutes

4.1       Traffic and Parking Bylaw Subcommittee meeting - 10 June 2019

Confirms the public part of the minutes of the Traffic and Parking Bylaw Subcommittee meeting held on 10 June 2019 as a correct record.

Part A Reports

5          Proposed Parking Changes - August 2019

 

The report outlined the recommended minor changes and clarifications to some of Council’s current parking controls.

Option One recommended the proposed changes to the traffic and parking controls be shown in the database.  This option would improve safety, efficiency and access on the transport network and to encourage the use of public transport through better provision of services.

Option Two recommended the existing traffic and parking controls be retained without amendment.  This option would allow Council resources to other transport projects and would mean parking changes would not be made.

Transport Strategy Manager, Nick Sargent spoke to the report and outlined the Traffic and Parking controls - minor changes, clarifications (including database corrections) to be approved, including:

·    Item 1 – Electric Vehicle charging spaces.  A minor change required due to a Council resolution which required a change to the Traffic and Parking Bylaw.

 

·    Item 19 (Wright Street outside the Kaikorai Valley Primary School) a correction to the Pick Up and Drop Off time, to be 2:45pm to 3:15pm, instead of the 3:00pm – 3:15pm time stated.

·    Item 41 (Balmacewen Rd #36) – correction to mapping error, add no stopping lines.

Mr Sargent explained the new bookmark feature in the referenced GIS layer. Councillors requested that future reports provide a clearer explanation of this feature which links the numbered item in the tables to the location on the GIS layer.

In response to a question on loss of carparks, Mr Sargent advised that no carpark spaces were lost in the inner city, as a result of the minor changes and clarifications but that some carpark spaces were lost near bus stops in suburban areas however alternative arrangements were available in most cases.

Cr Benson-Pope requested clarification of paragraph 7, of the tabled report, for signage and marking already completed.

Mr Sargent clarified that the Sub-committee were being requested to:

a)  adopt minor changes which have been through a consultative process.

b) Note corrections/clarifications of existing rules, where discussion would not have necessarily taken place, i.e. parking controls already in place but not being observed by the public. 

He advised that the Sub-committee process aimed to provide an audit trail for the authorisation of changes to the Traffic and Parking Bylaw for enforcement purposes.  Mr Sargent agreed improved clarity in the report wording was required to indicate what the sub-committee were being formally requested to approve minor changes, clarifications (including corrections).

 

 

Cr Benson-Pope moved that Option 1 of the report be approved.

a)     Recommends to the Council the approval of changes to parking controls that are shown in the Dunedin City Council's traffic and parking controls database, August 2019 update, https://tinyurl.com/ParkingAugust2019.

b)     Notes that all parking controls previously approved by Council and not shown as a change on the August 2019 traffic and parking controls database, remain unchanged.
