Minutes of an ordinary meeting of the Traffic and Parking Bylaw Subcommittee held in the Edinburgh Room, Municipal Chambers, The Octagon, Dunedin on Monday 28 September 2020, commencing at 9.00 am

4          Declarations of interest

Members were reminded of the need to stand aside from decision-making when a conflict arose between their role as an elected representative and any private or other external interest they might have.

a)     Notes if necessary, the Elected Members' Interest Register and

b)     Confirms the proposed management plan for Elected Members' Interests.

Part A Reports

4          Proposed parking restriction changes - September 2020

 

A report from Transport sought approval of minor changes and clarifications to the traffic and parking restrictions under the Traffic and Parking Bylaw.

 

Transport Strategy Manager, Nick Sargent provided an overview of the process followed for any changes sought to the Traffic and Parking Bylaw and responded to questions.

 

The following matters were discussed for inclusion in the report to Council:

·         MacLaggan Street - further detail on the Council caveat for the timeframe for the parking changes proposed.

·         Macandrew Road and Ward/Mason Street – further detail on the number of responses and the consultation undertaken, and a more detailed map images of the intended parking changes.

Mr Sargent provided a copy of the Schedule of Parking Restriction Changes Count as at 20 September 2020.

 

Moved (Chairperson Andrew Whiley/Member Jim O'Malley):

That the Committee recommends that Council:

 

 

a)         Approves the recommended changes to parking restrictions that are shown in the September 2020 update of the Dunedin City Council's traffic and parking restrictions database, https://tinyurl.com/ParkingSeptember2020.

b)        Notes that all parking controls previously approved by Council and not shown as a change on the September 2020 traffic and parking restrictions database remain unchanged.

5          Proposed one-way traffic restriction for Pilkington Street

 

A report from Transport outlined the proposed traffic restriction to change traffic to one-way only on Pilkington Street from Balmacewen Road to Passmore Crescent and the addition of Pilkington Street (from Balmacewen Road to Passmore Crescent) to the Schedule of One-Way Road Restrictions (in accordance with paragraph 13.20 of the Traffic and Parking Bylaw).

 

The following matters were discussed for inclusion in the report to Council:

·         Aerial image of the temporary road restrictions on Pilkington Street

·         The length of time the temporary measures have been in place on Pilkington Street

·         Any vehicle or pedestrian accident statistics available for the Balmacewan Road and Passmore Streets held prior and post commencement of the temporary road restrictions

That the Committee recommends that Council:

 

 

a)         Restricts traffic to one-way only on Pilkington Street from Balmacewen Road to Passmore Crescent.

b)        Notes an addition to the one-way road restrictions schedule in accordance with the paragraph 13.20 of the Traffic and Parking Bylaw.
