2          Confirmation of agenda

3          Declarations of interest

Members were reminded of the need to stand aside from decision-making when a conflict arose between their role as an elected representative and any private or other external interest they might have.

Part A Reports

5          Late Submission Report

 

A report from Parks and Recreation provided information to the subcommittee on one late submission received for consideration on whether it will accept.

a)     Accepts the late submission from Beth Garey.

6          Proposed amendment to the Camping Control Bylaw 2015 - Results of Consultation

 

A report from Parks and Recreation outlined the submissions received during consultation on the proposed amendment to the Camping Control Bylaw 2015. The proposed amendment would add the Thomas Burns Street carpark to the Bylaw under Schedule C and permit unrestricted overnight camping at the site between 1 November and 30 April each season.

The Acting General Manager City Services (Robert West), the Manager Planning and Partnerships (John Brenkley) and the Assistant Planner Parks and Recreation (Stephen Hogg) spoke to the report and responded to members’ questions.

 

The people who had indicated they wished to be heard in support of their submissions presented to the Regulatory Subcommittee.

 

 

Beth Garey

Beth Garey spoke to her submission which included the positive experiences she had from being a DCC/DoC Community Ranger the previous season and the benefits to the city from the Thomas Burns site.  Ms Garey advised that since making her submission she has been reappointed as a DCC/Doc Community Ranger for this upcoming season.

 

Ms Garey responded to members’ questions.

 

Alasdair Morrison – Waikouaiti Coast Community Board

Alasdair Morrison spoke to the Waikouaiti Coast Community Board submission which included positive feedback with the Thomas Burns site as it assisted with the numbers at the Warrington site.

 

Mr Morrison responded to members’ questions.

That the Subcommittee:

a)         Notes the results of the consultation on the proposed amendment to the Bylaw.

b)        Recommends that Council approves the addition of the Thomas Burns site to Schedule C of the Camping Control Bylaw 2015.
