Minutes of an ordinary meeting of the Hearings Committee held in the Edinburgh Room, Municipal Chambers, The Octagon, Dunedin, on Tuesday 20 April 2021, commencing at 9.00 am

1          Declarations of interest

Members were reminded of the need to stand aside from decision-making when a conflict arose between their role as an elected representative and any private or other external interest they might have.

 

Bruce Ritchie amended his register of interest to add that he the Chair of Trustees for the Kati Huirapa ki Puketeraki and Trustee for the Arai Te Uru Marae.

That the Committee:

 

a)     Amends the Elected or Independent Members' Interest Register; and

b)     Confirms the proposed management plan for Elected or Independent Members' Interests.

Late Submission Report- Proposed Draft Truby King Reserve Management Plan 2021

 

A report from Parks and Recreation provided details of one late submission received, members were asked to consider whether or not to accept the late submission received.

Proposed Draft Truby King Reserve Management Plan 2021- Results of Consultation

 

There was discussion on the submissions report and it was agreed that staff would update the draft Truby King Reserve Management Plan and report back to the Committee once engagement with interested parties had been undertaken.

Requests staff to include the Committee’s detailed comments and provide an updated draft document Truby King Reserve Management Plan, following which feedback with the following parties to be undertaken:

·         Heritage NZ

·         Truby King Recreation Reserve Committee

·         Waikouaiti Coast Community Board

5          Deliberation and Recommendation

 

The Manager Planning and Partnerships Parks and Recreation (John Brenkley) discussed the feedback from the engagement held with interested parties on the redrafted Truby King Reserve Management Plan and responded to members’ questions.

 

The Committee considered the feedback provided and discussions were held on several matters, including:

 

Recreation or Heritage Status

Add a footnote to explain the difference of the Truby King Reserve Management Committee and the Truby King Reserve Committee.

 

Budget

 

Signage

 

Mana whenua consultation

 

Amend the Terms of Reference to allow the Truby King Management Committee co-opt members as required.

Recommends that Council adopts the Truby King Reserve Management Plan as amended.
