EXECUTIVE SUMMARY
1 This report provides the 2021 Annual Reports of Dunedin City Holdings Ltd (DCHL) Group companies.

That the Committee: a) Notes the 2021 Annual Reports of: - Dunedin City Holdings Limited - Aurora Energy Ltd - City Forests Ltd - Delta Utility Services Ltd - Dunedin City Treasury Ltd - Dunedin Stadium Property Ltd - Dunedin International Airport Ltd |
BACKGROUND
2 The subsidiaries and associate companies of Dunedin City Holdings Ltd are required to prepare and deliver an Annual Report to Council for noting.
DISCUSSION
3 The annual report for Dunedin City Holdings Limited was completed and received audit signoff on Monday 28 February 2022. This was outside the statutory deadline as a result of the delays laid out in the attached report from the Board of DCHL.
4 The remaining listed Annual Reports were delivered to Council by the statutory deadline of 30 November 2021.
5 Please note that the Annual Reports for the following companies are outstanding pending completion of the statutory audits by Audit NZ: Dunedin Venues Management Limited and Dunedin Railways Limited. These audits will be completed in March/April 2022 subject to the availability of audit resource.
6 As this report is for administrative and statutory reporting purposes, a summary of considerations and options is not required.

EXECUTIVE SUMMARY
1 This report provides a quarterly update for the period ended 31 December 2021 for the Dunedin City Holdings Limited (DCHL) Group.

That the Committee: a) Notes the Dunedin City Holdings Limited Group Quarterly Update for the period ended 31 December 2021.

BACKGROUND
2 In the Letter of Expectation issued to DCHL on the 16 December 2021, Council requested regular reporting from DCHL to the Finance and Council Controlled Organisations Committee.
DISCUSSION
3 Council has signalled in the Letter of Expectation that it wanted to have increased public visibility on a regular basis of the work of the DCHL group companies given that they represent such significant assets for the city.
4 Council will develop a broader group wide investment plan, engaging with DCHL who will provide support and resource through the process.

NEXT STEPS
6 Regular reporting is a first step looking at considering the performance of the companies and how they can continue to contribute to the broader operations of the wider DCC group.
7 As this is the first time that the company quarterly reports have been presented in this format any feedback from Councillors will be considered and incorporated into future quarterly reports.
