There was no Public Forum.

2          Apologies

That the Committee:

             Accepts the apology from Cr Laufiso.

3          Confirmation of agenda
	Moved (Chairperson Lee Vandervis/Cr Cherry Lucas): That the Committee: Confirms the agenda without addition or alteration. Motion carried

4          Declarations of interest

Members were reminded of the need to stand aside from decision-making when a conflict arose between their role as an elected representative and any private or other external interest they might have.

Cr Christine Garey declared an interest as Chair of Study Dunedin.

That the Committee:

a)         Amends the Elected Members' Interest Register and   

b)        Confirms the proposed management plan for Elected Members' Interests.

5          Confirmation of Minutes

	Moved (Chairperson Lee Vandervis/Cr Cherry Lucas): That the Committee: Confirms the minutes of the Finance and Council Controlled Organisations Committee meeting held on 23 March 2023 as a correct record. Motion carried (FCCO/2023/014)

6          Finance and Council Controlled Organisations Committee  - Forward Work Programme
	A report from Civic provided an update of the Committee’s forward work programme in regard to areas of activity, progress and expected timeframes for decision making across a range of areas of work. The Chief Executive (Sandy Graham) and Chief Financial Officer (Gavin Logie) spoke to the report and responded to questions.
	Moved (Chairperson Lee Vandervis/Cr Mandy Mayhem): That the Committee: Notes the Finance and Council Controlled Organisations Committee forward work programme. Motion carried (FCCO/2023/015)

7          Financial Result - Period Ended 31 March 2023
	A report from Finance provided the financial results for the period ended 31 March 2023. Gavin Logie (CFO) spoke to the report and responded to questions.
	Moved (Chairperson Lee Vandervis/Cr Cherry Lucas): That the Committee: Notes the Financial Performance for the period ended 31 March 2023 and the Financial Position as at that date. Motion carried (FCCO/2023/016)

8          Waipori Fund - Quarter Ending March 2023
	A report from Dunedin City Treasury provided information on the results of the Waipori Fund for the quarter ended 31 March 2023. The Treasury Officer (Mr Richard Davey) spoke to the report and responded to questions.
	Moved (Chairperson Lee Vandervis/Cr Steve Walker): That the Committee: Notes the report from Dunedin City Treasury Limited on the Waipori Fund for the quarter ended 31 March 2023. Motion carried (FCCO/2023/017)

9          Feedback for Draft Statements of Intent
	A report from Civic provided a summary of the feedback received and comments on the draft 2023/24 Statements of Intent of the Dunedin City Holdings Ltd (DCHL) Group of companies. Manager Governance (Sharon Bodeker) and the Chief Executive Officer (Sandy Graham) spoke to the report and responded to questions.
	Moved (Chairperson Lee Vandervis/Cr Cherry Lucas): That the Committee: Adjourn the meeting until 3:24pm. Motion carried.
Cr Bill Acklin left the meeting at 3:20pm Cr David Benson-Pope left the meeting at 3:20pm
The meeting adjourned at 3:19pm and reconvened at 3:24pm.
	Moved (Chairperson Lee Vandervis/Cr Cherry Lucas): That the Committee:              Instruct Dunedin City Holdings Ltd (DCHL) to make the following changes at a              company level:       a) People and Culture, Diversity, Equity and Engagement strategies are put in place for all companies by 30 June 2024. b) All companies to report on emissions over time against baseline data by 30 June 2024. c) DCHL to develop a consistent approach to benchmark reporting across all companies. d) Attach the remaining Elected Member feedback (minus comment 1) for DCHL to consider if it wishes to make any further changes. The Committee voted by division. For:                  Deputy Mayor Sophie Barker, Crs Christine Garey, Kevin Gilbert, Carmen Houlahan, Cherry Lucas, Mandy Mayhem, Jim O'Malley, Mayor Jules Radich, Lee Vandervis, Steve Walker, Brent Weatherall and Andrew Whiley (12). Against:          Nil The division was declared CARRIED by 12 votes to 0              Motion carried (FCCO/2023/018)
