Minutes of an ordinary meeting of the Mosgiel-Taieri Community Board held in the Downes Room, Mosgiel Service Centre, Hartstonge Avenue, Mosgiel on Wednesday 8 November 2023, commencing at 6.00 pm

Austen Banks made and attested his declarations as required by Schedule 7, Clause 14 of the Local Government Act 2002.

Jenny McDonald spoke to the Board on a request from the Taieri Historical Society for funding towards signage on the proposed Outram historic walking trail. She advised that it was proposed to put information boards on buildings and places of interest. |

Gordon Cameron requested that a street light be put on the Gavan Place/Centre Street walkway. He advised that it is very dark, and therefore dangerous. He suggested an appropriate place would be outside 9 Gavan Place on the walkway. |

The Chairperson requested that the Board Updates report be added to the agenda. He advised that it was a regular agenda item and provided an update on activities it was appropriate to add to the agenda, as item 8a

Members were reminded of the need to stand aside from decision-making when a conflict arose between their role as an elected representative and any private or other external interest they might have.
Cr Lucas advised that she was now a Council Representative for Local Government New Zealand – Zone 6.
Austen Banks advised that he is a shared holder in a number of publicly listed companies.

Confirms the minutes of the Mosgiel-Taieri Community Board meeting held on 20 September 2023 as a correct record. Motion carried (MTCB/2023/065) |

Consideration was given to a funding application from the Taieri Historical Society for $2,054.22 towards the creation of an Outram historic walking trail to showcase the areas heritage. After discussion members suggested that the group should investigate getting sponsorship for the signage. |

Moved (Brian Peat/Regan Horrell): That the Board:
a) Approves a grant of $1500.00 to the Taieri Historical Society towards the Outram Historic Walking Trail. Motion carried (MTCB/2023/066)

Consideration was given to a funding application from the Mosgiel-Taieri Community Patrol for $5,000, to assist with ongoing Community Patrol operating expenses. The Board noted the importance of the work that the Community Patrol undertook in the community. However, the Board considered that further information was required and suggested that the group should apply for funding towards a specific project.

In a report the Governance Support Officer provided an update on matters of interest, including updating the Board’s Brochure and other information, and the date of the first meeting in 2024. |

a) Notes the Governance Support Officer’s Report. b) Allocates up to $550 to update the Boards brochure and Library information Board. c) Confirms that the next meeting will be held on Wednesday 7 February 2024 d) Notes that the meeting schedule for the rest of 2024 will be considered by the Board at its meeting of 7 February 2024. 1 Taieri Network Kathryn Anderson advised that the Christmas tree lighting would occur on 27 November and the Very Taieri Christmas would be held on 30 November 2023. 2 Coronation Hall Trust Dean McAlwee advised that the hall has good bookings in place through to April 2024. 3 Mosgiel and Taieri Emergency Group Andrew Simms advised that the group still has concerns in regards to direction from the DCC in the event of an emergency. The Group will be writing to Council to see clarification on their role. 4 Outram Emergency Group Dean McAlwee advised that they are looking at pulling their own information together to keep in touch with the communities in the area, as in an emergency, there is a concern that the communities may be cut off. 5 Social Media and Media Platform/Community Engagement Regan Horrell commented that he was still looking at developing a Mosgiel Taieri Community Board newsletter for those who do not use social media. 6 Community Events Kathryn Anderson provided an update on her attendance at the Mosgiel Area Recreation Management Plan Working Party. 7 Taieri Trails Group Andrew Simms advised that the group was progressing with the cycle trail connecting Mosgiel to Outram. He confirmed that discussions were being held with the Otago Regional Council and landowners regarding access for the trail. 8 Community Board Executive Committee
Regan Horrell advised that a survey had been circulated to all Community Board members to gain an understanding of how best to support Community Boards. He encouraged members to fill in the survey.
9 Otago Central Rail Trail Trust Working Party
Cr Lucas withdrew from discussion on this item.
Andrew Simms provided an update on the project and advised that the “Economic Impacts of a Taieri Gorge extension to the Otago Central Rail Trail” report had been received. He tabled the report at the meeting along with an open letter to Dunedin City Councillors and the Dunedin Community.

A discussion took place on whether the Board should participate in the Taieri A& P Show in January 2024.

Councillor Cherry Lucas provided an update on matters of interest including 10 year plan (2024-2034), Speed Management Plan and an update on the Heavy Traffic Bypass.

Dean McAlwee requested an update on the replacement of a street light at Gordon/School Road. He also requested progress report on Outram Glen, and information regarding possible traffic calming measures on Formby Street/Beaumaris Street. |
