Minutes of an ordinary meeting of the Hearings Committee held in the Council Chambers, Dunedin Public Art Gallery, The Octagon, Dunedin, on Friday 13 September 2024, commencing at 9.30 am - Proposed Parking Changes

1          Declarations of interest

Members were reminded of the need to stand aside from decision-making when a conflict arose between their role as an elected representative and any private or other external interest they might have.

2          Speaking Schedule

A report from Civic provided a schedule of submitters who wished to present to the Committee.  The following submitters presented to the Committee:

 

 

 

Mitre 10 Mega – Neil Finn-House

On behalf of Mitre 10 Mega, Neil Finn-House spoke to their submission on the proposed parking changes for Andersons Bay Road and McBride Street, Dunedin.  Mr Finn-House advised that Mitre 10 MEGA supported the proposal to create 35 restricted P60 carparks along Andersons Bay Road and McBride Street, Dunedin.  He provided background on how the business operated and parking provisions for staff.

 

Mr Finn-House responded to questions and reiterated that Mitre 10 MEGA supported the creation of 35 restricted carparks.

 

Following a question on the ability to change the parking along McBride Street to angle parking, the Team Leader Regulation Management Transport (Simon Speirs) advised that additional roading engineering would be required as the vehicles were currently travelling at 50 kms and traffic would need to be slowed down.

 

Otago Land Group Ltd – Martin Dippie

On behalf of Otago Land Group Limited, Mr Martin Dippie spoke to their submission on the proposed parking changes for Andersons Bay Road.  Mr Dippie advised that they also supported the creation of the 35 restricted P60 carparks and suggested the parks could be limited to 9.00 am and 6.00 pm which would enable staff working late to use them.  He noted that a number of workers in the area parked in the industrial area behind Mitre 10 MEGA.

 

Mr Dippie responded to questions.  

 

Kmart – Jeff Broomfield

On behalf of Kmart, Mr Broomfield spoke to their submission and advised that Kmart supported option 1 which was the creation of 35 P60 carparks.  He commented that Kmart would like the restricted parking area be extended to include the northern side of McBride Street and the time restriction for the proposed P60 carparks to also be extended to P90 as they feel this would better suit customer needs.

 

Mr Broomfield commented that restricted parking was of significant importance to the effective and efficient operation and success of the surrounding businesses.

 

Mr Broomfield responded to questions.

 

Home Centre Properties Ltd - Allan Dippie

On behalf of the Home Centre Properties Ltd, Mr Allan Dippie spoke to their submission.  Mr Dippie commented that they also supported the proposed 35 restricted P60 carparks and would also like the restricted parking area be extended to include the northern side of McBride Street.

 

Mr Dippie provided a background to the pinch point times for parking which included Saturdays and holiday seasons.

 

Mr Dippie responded to questions.

 

Sport Otago – James Nation

On behalf of Sport Otago, James Nation spoke to their submission and advised that they supported the restricted parks proposed though would like to see them have a P120 time restrictions as opposed to the P240.  Mr Nation commented that the reasons for this was to create consistency with Logan Park Drive and a higher turnover of parks during peak times -between 3.00 pm and 5.00 pm during the week and weekends.

 

In response to a question on having variable restriction times, Mr Nation advised that the peak times at Logan Park was from 3.00 pm during the school week and he would like the proposed parking to be restricted P120 from 3.00 pm to 6.00 pm.

 

OUSA – Keegan Wells

On behalf of OUSA, Keegan Wells spoke in support of their submissions.  Ms Wells commented that the proposed changes would not benefit students as they currently relied on the unrestricted parking to leave their cars for extended periods of time and having to park their cars further away could create concern around the safety.

 

Ms Wells also commented that she felt that encouraging more driving was at odds with the DCC Zero Carbon Plan 2030 and reducing car usage and  promoting sustainable transport options should be the priority.

 

Ms Well responded to questions.

 

Hanna Hogg

Ms Hogg spoke to her submission and commented that she supported the new proposed parking changes to 18 P240 parks in the vicinity of the McMillan Hockey Turf/Logan Park.  She commented that she also agreed with the verbal submission from James Nation, Sport Otago for these parks to have varying time restrictions which would help cater for the users of the area.

 

Ms Hogg responded to questions.

3          Proposed Parking Changes

 

A report from Transport presented information on proposed changes and corrections to parking restrictions.  It noted that the proposed changes included parking time restrictions on Andersons Bay Road and McBride Street; new parking restrictions along Harbour Terrace adjacent to the sports fields; and Residents Only parking permits.

 

The Group Manager Transport (Jeanine Benson); Team Leader Regulation Management Transport (Simon Spiers) and Graduate Engineer/Planner (Daniel Fitzpatrick) spoke to the report and responded to questions.

 

Following discussion on the proposed parking changes for Andersons Bay Road and McBride Street, the Committee recommended consideration be given to expanding the restricted parking to include the northern side of McBride Street along with angle parking.

 

Following further discussion, the Committee agreed that the proposed changes for Harbour Terrace should have the following time restriction variance:

P240 from 9.00 am to 1.00 pm;

P120  from 1.00 pm to 5.00 pm;

Unrestricted from 5.00 pm to 9.00 am.

 

 

Moved (Cr Jim O'Malley/Cr Cherry Lucas):

That the Committee:

a)              Recommends Council approve option 1  - regulate 35 P60 time restriction parking spaces along Andersons Bay Road and McBride Street, Dunedin.

b)             Recommends Council approve the proposed parking for Harbour Terrace, Dunedin have the following time restrictions: P240 from 9.00 am to 1.00 pm; P120 from 1.00 pm to 5.00 pm; and unrestricted from 5.00 pm to 9.00 am.

c)              Recommends Council approve the proposed changes to parking and traffic restrictions shown in the September 2024 update of the Dunedin City Council's traffic and parking restrictions database https://tinyurl.com/ParkingSeptember2024

d)             Notes that the Hearings Committee had considered feedback from consultations on the proposed changes relating to restrictions

e)             Notes that all parking restrictions previously approved by the Council remain unchanged
