Heather and Jeff McKenzie wish to address the Board on naming of a new private access road.

Ben McKenzie, Community Worker will be in attendance to provide an update on the activities of the Greater Green Island Community Network.

1.4       Ongoing Maintenance of the Waterways on Friendship Drive

             Ian Arthur wishes to discuss the ongoing maintenance of the waterways on Friendship Drive, as well as the heavy rainfall event that led to flooding on his property.

Reports

6          Youth Ambassador Award Recipient Presentation

 

Elise Carline, recipient of the 2023-24 Youth Ambassador Award spoke to a slide presentation on her trips to China for the Asia Cup in June 2024, Los Angeles to attend the Steven Adams camp and on community camps in Dunedin.

 

Elise thanked the Board for their support and commented that she had been contracted to play for the Southern Hoiho for the 2024 season and spoke of how she provided support to the community with various activities including referring, coaching and training younger students.

 

Elise responded to questions and advised that she had been offered scholarships from Canada but was currently looking at pre-trade study at the Dunedin Polytechnic.

7          Youth Ambassador Award

 

A report from Civic noted that the revision of the Youth Ambassador Award was laid on the table at the last meeting.

The item now needed to be uplifted from the table for consideration at this meeting.

A report from Civic provided the Saddle Hill Community Board Plan for discussion and updating. 

 

It was agreed that a workshop to discuss the community plan would be held before the next meeting.

10        Chairperson's Report

 

The Chairperson provided an update on matters of interest since the last meeting including:

-      Community Board Conference – The Chair advised that the Prime Minister opened the conference.  He attended a site visit to Transmission Gully outside Wellington and received an update on the Hawkes Bay floods. 

-      Shakeout October – The Chair reminded everyone of the shakeout October event scheduled to be held on 24 October 2024.

-      Civic Committee presentation – The Chair addressed the 6 August 2024 Civic Affairs Committee meeting and spoke on matters of interest to the Board.

The Chair invited members to provide Board updates.

-      Update on Smooth Hill – Scott Weatherall discussed Smooth Hill.

-      Sponsorship – Scott Weatherall advised that there had been sponsorship for two people to undertake community work in the area.  They had cleared footpaths, tracks, beaches, rubbish and the surf club. 

-      Community Response group meeting

-      Civil Defence Day – it was noted that the event would be held before Christmas and  invitations should be sent to external agencies very soon to enable them to plan for attendance.

-      Keep Dunedin Beautiful – the clean up week was scheduled for 20-27 September. There were two recipients of Keep Dunedin Beautiful Awards in the Board area.  Fulton Hogan received the Sustainable Business Award for their collaboration with Fairfield School.  They constructed a 1km long walking track along their property boundary, providing a safe route for tamariki (children) to walk to school. 

Fairfield School received ‘The Best School Project Award’ for their half of the mahi (work) in partnership with Fulton Hogan.  Students had formed a predator patrol squad and now managed the trapline along the new walking track.

-      Mental Health Awareness week

Naming of one private way

Department: Transport

 

 

 

 

EXECUTIVE SUMMARY

1          This report seeks support from the Saddle Hill Community Board on the proposed naming of a private right of way in Green Island.

2          The proposed new road names (for the private way) as proposed by the developer are:

·        ‘McKenzie Drive’ as the preferred name, and ‘Bluestone Ridge’ as the alternate name for the subdivision located at 150 Green Island Bush Road, Green Island.

‘McKenzie Drive’ does not comply with the Road Naming Policy however it is the developer’s preferred option and could still be supported by the Committee. The alternate option, ‘Bluestone Ridge’ is compliant with the Road Naming Policy and is supported by staff, however it is not the developers preferred option.

RECOMMENDATIONS

That the Board:

a)         Supports the naming of the private way located at 150 Green Island Bush Road as ‘McKenzie Drive’ or ‘Bluestone Ridge’.

BACKGROUND

3      The DCC Road Naming Policy provides the framework for timely and consistent naming of roads that reflect the identity of the local community. For reference, the DCC Road Naming Policy and Procedure can be accessed on the DCC website at www.dunedin.govt.nz/road-naming

4      A ‘legal road’ is any road legally vested in the council for the purpose of a road.

5      A ‘private way’ is a privately owned driveway, lane, or access way which serves as access from private properties to a public road.

6      The subdivision located at 150 Green Island Bush Road  Green Island is within the Saddle Hill Community Board area. Support from the Community Board is sought at their meeting of 14 November 2024. The outcome will be communicated to the Committee at the meeting.

DISCUSSION

7      The table presented below provides the road name proposed for this subdivision. Additional details including a full assessment for the proposed road name and a map of the new private way are provided in Attachments A, B and C.

8      It should be noted that the Road Naming Policy places less weight on the appropriateness criteria with respect to private ways.

9      The developer has proposed ‘McKenzie Drive’ as the preferred option as a potential name for the private way accessed from Green Island Bush Road. As an alternative name, they have proposed ‘Bluestone Ridge’. It is noted that neither of the proposed names are selected from the road naming register.

10   The preferred name ‘McKenzie Drive’ is not compliant with the DCC Road Naming policy as it references the landowner’s last name. This therefore breaches Section 4.5 which states: ‘Road names must not be anagrams, amalgamations or derivatives of people's names…’

11   Staff requested the developer propose a different naming option, but the developer advised that they wish to proceed with this name. Staff note, that although the preferred option does not fully comply with the policy, the name ‘McKenzie Drive’ is easily identifiable and otherwise appropriate for the area.

12   The alternate name ‘Bluestone Ridge’ is compliant with the DCC Road Naming policy and holds geographical significance as it references the olivine basalt stone known as Bluestone that is quarried in the surrounding area.

OPTIONS

Option One – Recommended Option - The Board supports the alternate name proposed as ‘Bluestone Ridge’ for the new private way to be named at 150 Green Island Bush Road.

Advantages

·        The roads will be named, and sections of landowners gain a street address allowing them to progress with building and access to services.

·        The use of personal names (McKenzie) are avoided.

Disadvantages

·        There are no disadvantages identified with this option.

Option Two – Alternative Option – The Board supports the preferred option proposed as ‘McKenzie Drive’

Advantages

·    The road will be named and landowners gain a street address allowing them to progress with building and access to services.

Disadvantages

·    Approving this option does not deter future developers from using personal names.

Option Three – Status Quo – The Committee does not support either option proposed as ‘McKenzie Drive’ and ‘Bluestone Ridge’

Advantages

·    There are no advantages identified with this option.

Disadvantages

·    The roads will not have a name until new options are presented. This may inconvenience new or potential new property owners within the subdivision.

NEXT STEPS

13   If the new road names are approved, staff will process the required documentation, and advise the developer and Land Information New Zealand of the new road names.

Discretionary Fund

2          There is $10,000 remaining in the discretionary fund.

 

Water Services Survey

3          DCC 3 Waters, in conjunction with the Property and Parks and Recreation Groups, has commence an online survey to gather information about drinking water, stormwater and wastewater services.  The survey will run from 1 to 29 November 2024.

4          The information about the Water Services Survey including instructions on how to access the online survey will be posted to each property owner within the communities identified.

5          Public engagement will be required to gather information about drinking water, stormwater and wastewater services.  The engagement will target communities with some or no DCC drinking water, stormwater and wastewater and communities identified as being of significance of mana whenua.

6          The survey will be targeted to communities where there is a demonstrable need to undertake detailed investigations of options for servicing improvements, i.e., communities with some or no DCC drinking water, stormwater and wastewater services and communities identified as being of significance to Mana Whenua.

7          The information gathered during the online survey will be used to target stage 2 engagement with a focus on specific communities that may have health, environmental or cultural issues that require further investigation.

8          Community Boards and Runaka will be advised of the outcome of the stage 1 engagement (survey results) and communities identified for stage 2 engagement in 2025.

Bylaw reviews

9          Reviews have started for two Council bylaws:

·        Trading in Public Places Bylaw and

 

·        Beauty Therapists, Tattooists and Skin-Piercers Bylaw.

EXECUTIVE SUMMARY

The Saddle Hill Community Board Plan is attached for discussion at each meeting for the purpose of reviewing and updating as required by the Board.

The Board’s Community Plan assists to contribute to the Council’s 9-year plan with focus on:

1          New and current priorities (in order of importance with justification and estimated costs for each) for inclusion in the DCC 9-year Plan

2          Items the Board would like for delivery to the community (for items that would not require support or funding from the DCC, over and above the Community Board funding).

 

RECOMMENDATIONS

That the Board:

a)         Decides to update the Saddle Hill Community Board Community Plan.
