Minutes of an ordinary meeting of the Civic Affairs Committee held in the Council Chambers, Dunedin Public Art Gallery, The Octagon, Dunedin on Tuesday 17 June 2025, commencing at 10.00 am.

Members were reminded of the need to stand aside from decision-making when a conflict arose between their role as an elected representative and any private or other external interest they might have.

5          Confirmation of Minutes

5.1      Civic Affairs Committee meeting - 11 March 2025

a)         Confirms the minutes of the Civic Affairs Committee meeting held on 11 March 2025 as a correct record.

Part A Reports

6          Place Based Community Groups - presentation to the Civic Affairs Committee

 

A report form Community Services advised that 5 place-based groups had been invited to present to the Civic Affairs Committee.

 

The following groups provided an update on the work of their individual place based group.

 

 

 

Arateuru Marae Council:  Tania Williams provided an update on the activities of the Marae  and advised that it has flourished with the support of the Dunedin City Council, allowing them to employ a full time manager and part time administrator .  Ms Williams advised that the support from Council is important to ensure the Marae is able to continue to thrive.

 

Caversham Community Group: Greg Hughson and Tony Culling spoke on the activities of the Caversham Community Group and the importance of the funding received from the Council.

 

Corstorphine Community Hub: Mama Taana, Dale Pene-Smith spoke on the activities of the Corstophine Community Hub.  They commented that the key thing for the Hub was to bring smiles to people.

 

Greater Green Island: Lee-Anne Michelle and Melanie McNatty spoke on the activities of the Greater Green Island Place Based Group and the importance of the group to the Community. They also believed that they provided a link between the Community and Council.

 

Cr Houlahan left the meeting at 10.53 am and returned at 10.56 am

 

The Valley Project:  Jen Rodgers spoke on behalf of The Valley Project and the activities they undertake.  Ms Rodgers advised that group’s goal was to provide social wellbeing, enhancing social cohesion and creating spaces where the community can come together.

In a report from Civic an update was provide on the Forward Work Programme.

9          Civic Affairs Activity Report for the period until 30 April 2025

 

In a report from Civic an update was provided on the work undertaken in the administration of Council governance.

10       Smokefree Dunedin Policy Review

 

The Corporate Policy Manager – Acting (Nadia Wesley-Smith) and Policy Analyst (Danielle Tolson) spoke to the report and responded to questions.

a)         Notes the contents of this report

b)         Recommends Option 3 That the Council amends the Smokefree Dunedin Policy “to include smokefree spaces and events” to progress the review of the Smokefree Dunedin Policy

a)      Recommends Option 4 “that the Council amends the smokefree Dunedin Policy “to introduce smokefree areas based on the sensitive sites in the Legal High policy” to progress the review of the Smokefree Dunedin Policy.

11       South Dunedin Library and Community Complex Building Name

 

A report from Corporate Policy advised of the name offered to the Dunedin City Council (the DCC) by mana whenua for the South Dunedin library and community complex.

The General Manager Corporate Services (Rob West) spoke to the report and responded to questions.

a)            Adjourns the meeting for 5 minutes.

a)      Accepts with gratitude the name of “Te Whata o Kaituna” for the name of the building in South Dunedin.

b)     Recommends South Dunedin Community Library as the preferred name for the new library and asks staff to consult with the community on the preferred name and report back to the July 2025 Council meeting.
