Moved (Mayor Sophie Barker/Cr Cherry Lucas): That the Council:
Confirms the agenda with the following alterations:
i) That Items 11 – Amenity Requests and 12 – Completion of Annual Plan 2026/27 Deliberations and Decision making (from the 27 May 2026 meeting) be taken after Item 5 – Declaration of Interests. ii) Notes that the meeting will move into non-public at 10.30 am and that Item C4 – Recruitment Update will be considered at that time due to the availability of external attendees. iii) That the meeting would resume in public at 1.00 pm with Public Forum being the first item taken and then then continue at Item 6 – Confirmation of Minutes Motion carried (CNL/2026/114) |
Members were reminded of the need to stand aside from decision-making when a conflict arose between their role as an elected representative and any private or other external interest they might have.
Cr Benedict Ong provided an update to his Interest Register.

9 Ōtepoti Dunedin Destination Wrap Up - Summer 2025/26 |

A report from Enterprise Dunedin provided an update on activity and performance of Ōtepoti Dunedin Destination functions over summer 2025/26. The team delivered domestic and national marketing and media campaigns, supported a vibrant summer events programme, strengthened tourism trade engagement, and supported cruise activity. |

The General Manager, Arts, Culture & Economic Development (Mike Costelloe), and Destination Manager (Teresa Fogarty), Enterprise Dunedin Marketing Officer (Katie Love) spoke to the report and responded to questions.

Mayor Sophie vacated the Chair at 10.20 am and Cr Cherry Lucas assumed the Chair. Mayor Sophie resumed the Chair at 10.31 am.

This resolution is made in reliance on Section 48(1)(a) of the Local Government Official Information and Meetings Act 1987, and the particular interest or interests protected by Section 6 or Section 7 of that Act, or Section 6 or Section 7 or Section 9 of the Official Information Act 1982, as the case may require, which would be prejudiced by the holding of the whole or the relevant part of the proceedings of the meeting in public are as shown above after each item. That Louise Green (Sheffield) and Ashleigh Inder (Simpson Grierson) be permitted to remain in the meeting because of their knowledge for Item C4 – Recruitment Update and that Chris Simpson (CEO Major Events) be permitted to remain in the meeting for Item C2 – Major Event Proposal Update. 2 PUBLIC FORUM
2.1 Steve Lucas – Flood Mitigation in South Dunedin
Mr Lucas spoke on behalf of his father who had recently passed away. His advised that his father had lived in South Dunedin since 1995 and commented that on the impact the 2015 flood had on his health and well-being. Mr Lucas said his father was always concerned that there might be another flood and if so, would he be covered by insurance or could he, actually afford the insurance. He had the faith that this would not occur again, therefore in 2024, when the second flood occurred, his father would not leave his property.
Mr Lucas responded to questions and implored Council to address the issues in South Dunedin.
Cr Benedict Ong returned to the meeting at 1.11 pm and Cr Jo Galer returned at 1.12 pm.
2.3 Kim Hayward, Stu Hayes, Athol Parks and Leon Chu
Messrs Hayward, Hayes, Parks and Chu spoke on the statement of position on tourism development in Dunedin. They commented on the benefits for the city and the need for tourism representation at the governance level when it comes to planning and have a seat at the tourism table. They spoke of the need to retain and the retention of destination marketing and spoke of recent achievements e.g. the return of international flights to Dunedin Airport. Mr Hayward commented on the importance of visibility of the iSite to the city.
Messrs Hayward, Hayes, Parks and Chu responded to questions.
Cr Benedict Ong left the meeting at 1.18 pm.
2.4 Rosie Dickie (Manager) and Mike Hammond (Chair) South Dunedin Community Network
Ms Dickie introduced herself and Mr Hammond and explained their roles and the history of the South Dunedin Community Network. She spoke of their work and advocacy for South Dunedin.
Ms Dickie thanked Council for the use of the free space at Elliot House and spoke of the value this provided to local community groups.
Ms Dickie and Mr Hammond thanked Council for the funding provided and responded to questions.

A report from City Development sought approval to make the partially operative Dunedin City Second Generation District Plan (2GP) fully operative in accordance with the Resource Management Act 1991 (RMA). The report noted that this step was required under clauses 17 and 20 of the First Schedule to the RMA to reflect the legal status of a district plan when all appeals to the plan had been resolved. |
