Minutes of an ordinary meeting of the Mosgiel-Taieri Community Board held in the Downes Room, Mosgiel Service Centre, Hartstonge Avenue, Mosgiel on Wednesday 3 June 2026, commencing at 4:00 p.m.

1          Public Forum

1.1       Public Forum - Jane McLeod

 

Ms Jane McLeod spoke about the proposed Southern Link Inland Port (SLIP). She expressed concerns that it will funnel freight through Mosgiel’s main street, and that the stormwater and roading infrastructure needed to support the inland port will not be in place for 10-30 years.

 

 

1.2       Public Forum - Karen Stewart

 

Ms Karen Stewart spoke about the impact the proposed Inland Port could have on her neighbouring horse stud, which is a “high intensity horse maternity ward” during foaling season. She expressed concerns about the health risk to new-born foals from dust during the Port’s construction phase, impediments to 24/7 emergency vet access during foaling season, and the detrimental effects of acoustic stress and light pollution on the horses.

 

 

1.3       Public Forum - Taieri Network

 

Ms Melissa Hawke presented an application from the Taieri Network to support the purchase of branded hoodies for members of the newly-established Taieri Youth Advisory Panel, which she felt would be meaningful in helping to form the group’s shared identity and increase its visibility in the community.

 

 

 

1.4       Public Forum - Taieri Tennis Club

 

Mr Alexis Robin, President of the Taieri Tennis Club, presented the Club’s application for funding to install an external access door to the men’s toilet. This would enable it to be converted into a unisex toilet and accessed directly from the courts. Mr Robin noted that the Club has around 100 casual members, including families with young children, who can only access the toilets at present via a club member with a key.

4          Declarations of interest

Members were reminded of the need to stand aside from decision-making when a conflict arose between their role as an elected representative and any private or other external interest they might have.

 

Rebecca Shepherd declared an interest in the ORC Dunedin and Coastal Catchment Group as a forestry representative of the Southern Wood Council.

Part A Reports

6          Dunedin Tunnels Trail Trust Update

 

Mr Brent Irving briefed the Board about the progress and future plans of the Dunedin Tunnels Trail Trust. He noted that the Trust recently received the national 2026 Trail Award for Stage 1 (Chain Hills Tunnel) of the five-stage project. The Trust is now focussing on Stages 2 and 3, for which it had received a $2 million grant from MBIE.

 

Discussion focussed on the potential benefits for tourism, commuters, businesses and the economy.

 

 

7          MTCB Logo Competition

 

Rose Finnie presented a proposal to develop a logo for the Mosgiel-Taieri Community Board for use in social media platforms and other mediums. The logo would be developed through a youth engagement process.

a)         Approves in-principle the proposal for a competition to develop a logo for the Mosgiel-Taieri Community Board.

b)        Asks Rose Finnie to pitch the proposal to Taieri College and other interested groups to establish their interest and bring the proposal back to a future meeting for final approval.

8          Project Fund

 

Steve Wilson declared a conflict of interest and left the room while two funding applications were considered.

9          Community Plan 2025/26

 

The Board discussed proposed revisions to Priorities 2-9 of its Community Plan.

That the Board:

Approves the proposed updated text for Priorities 2-9 of the MTCB Community Plan, with the following amendments:

·         Priority 3 – delete dot point 8; amend dot point 9 to read: “Relocating the transition from 50 km/hr to 100 km/hr to the Mosgiel side of the Taieri River Bridge.”;

·         Priority 5 – Amend para 2, sentence 2 to read: “The DCC sets operational rules and hours, and closes the track in wet conditions…”.

10        Governance Support Officer's Report

 

The Governance Support Officer’s report provided an update about activities relevant to the Board area which included:

 

·    Board submission to the DCC Annual Plan 2026/27

·    Local Alcohol Policy Review – online survey

·    DCC by-election.

11        Board Liaison Groups

 

Board members provided updates on the following items:

·         Coronation Hall Trust - Rebecca Shepherd reported that the Trust is seeking a new Trustee.

·         Mosgiel Taieri Community Resilience Group - Rebecca Shepherd advised additions to the membership of this group.

·         Taieri Trails Group – It was suggested that this group could benefit from connecting with the Otepoti Pathways initiative.

·         Road Safety Mosgiel and Outram – It was noted that DCC may seek input about the positioning of pedestrian crossings on Bush and Factory Roads.

·         Keep Dunedin Beautiful – Rose Finnie suggested that the group be asked to consider a mural project in Mosgiel.

12        Chairperson's Report

 

Rebecca Shepherd spoke to her written report on matters of interest since the last meeting, including:

 

·         Board advocacy at Annual Plan hearings in April to prioritise traffic issues in Mosgiel, develop a destination playground in Mosgiel, upgrade the Mosgiel Stadium and complete the Mosgiel Park and Ride project;

·         The need to find ways to address safety and quality of life concerns arising from Mosgiel’s growing traffic congestion and heavy vehicle movements, which were discussed at the Mosgiel Transport Study Workshop on 18 May;

·         the Board’s planned survey of Taieri residents;

·         the potential impact of local government reform.

Cr Lucas provided an update on items of interest, including:

·         Otago Mayoral Forum survey about government reforms of local government.
