Minutes of an ordinary meeting of the Otago Peninsula Community Board held in the Portobello Bowling Club, Sherwood Street, Portobello on Tuesday 31 March 2026, commencing at 10:00 am.

Emma Strybosch opened the meeting with a reflection of the current global conflicts and the hardships it brings to New Zealand and the importance of the community looking out for one another.

2          Public Forum

2.1       Public Forum

 

Save the Otago Peninsula (STOP) Incorporated Society

Lala Frazer spoke to the STOP funding application and tabled information on the use of eDNA testing kits and examples of the data collected.  She advised that testing was required to check on the fish species in Smiths Creek due to sediment impact from heavy rain weather events in 2024 and 2025.

Mrs Frazer responded to questions.

Portobello Coronation Hall Society Incorporated

Christine Neill and Chrissy Hollamby spoke to the Portobello Coronation Hall Society Incorporated funding application, seeking funding support from the Board for the installation of five unisex and one disabled toilet in the current women’s toilet area of the hall (to replace the toilets originally installed in the 1950s).

Mrs Neill spoke on the high level of community use of the hall and confirmed funding had been received from the DCC, Otago Community Trust and the Lotteries NZ Board.  She advised that the Board were being requested to support funding for part of the financial shortfall to complete the project.

Mrs Neill and Mrs Hollamby responded to questions.

Part A Reports

7          Community Plan

 

Discussion was held on the priority order of projects in the Board’s current Community Plan for the Annual Plan 2026/2027 and the DCC 10-year Plan 2027-2037.

Following discussion the Board agreed that the Ōtākou to Harington Point section of the Peninsula Connection Project would be the focus of submissions by the Board for the Annual Plan 2026-27.

 

 

Focus for the 10 Year Plan 2027-2037 would remain as:

·    completion of the Peninsula Connection project (Ōtākou to Harrington Point section)

·    reduction of lighting and sound impacts on the Peninsula ecosystems

·    New community accessible public toilets at Macandrew Bay (alongside beach area).

·    Re development of the old Tomahawk school site

·    Climate change, sustainability and resilience in areas of Back Bays, Harwood and other low lying areas.

a)        Agrees to the updating the Board’s Community Plan for the 2026-27 year to reflect the Board’s No. 1 priority for submission to the Annual Plan 2026/27 as the Ōtākou to Harington Point section of the Peninsula Connection project.

b)        Appoints Paul Pope as Chairperson to submit to the Annual Plan 2026/27 on the Board’s behalf.

8          Governance Support Officer's Report

 

The report provided information on activities relevant to the Board area including:

·        Public consultation period for the DCC Annual Plan 2026/27 ends on 29 April 2026.

·        Ocean Grove Domain Hall - Flood damage in 2015 and 2024 will require structural work on the hall.  Discussion with the Hall committee and DCC staff will be undertaken to understand the future aspirations for the hall and the structural work required.

·        ORC draft Navigation Safety Bylaw – The OPCB submitted to the draft bylaw. The submission to be ratified by the Board.

·        New Discover Dunedin Pass – Peninsula tourism and hospitality operators are participating in the programme.

·        Portobello Boardwalk – Tenders for the contract work close on 15 April 2026.

·        DCC By-election – voting papers will be issued mid-April with voting closing at noon on Tuesday 12 May 2026.

·        Road works to commence on the repair of the roadside slip by Portobello School from 14 May.

9          Board Discretionary Fund Update and Funding Application

 

The balance of project funds available was confirmed as $7,180.00.

 

Four funding applications were received for the consideration of the Board:

·    Portobello Coronation Hall Society Inc. seeking funding of $2,000 towards the upgrade of the toilet facilities at the hall.

·    Choir!Choir! (Otago Peninsula Community Choir) seeking funding of $1,100 to support operational expenses (e.g. musicians to accompany the Choir).

·    Save the Otago Peninsula (STOP) Incorporated Society seeking funding of $1,961.55 to support the purchase of eDNA testing kits.

·    Broad Bay Community Centre (on behalf of the Broad Bay Community Garden) seeking funding of $1,527 to support the relocation of the community garden.

 

Paul Pope declared a conflict of interest and sat back from discussion and voting of the funding application from the Portobello Coronation Hall Society Incorporated.

10        Board Representation and Roles

 

Board members provided verbal updates, including:

Otakou Marae – Hoani Langsbury advised that the Marae holds its own Emergency Management Plan and has a working relationship with the Community Board for Civil Defence Emergency Management.

 

Macandrew Bay, The Cove and Company Bay – Emma Strybosch

·   Discussion was held with the Macandrew Bay Boat Club about use of public toilet facilities on site at the club but the option was decided to be unsuitable due to the wastewater pumping requirements. (Paul Pope as Chairperson also attended this meeting).

·   Meeting with Anne Pentecost and Colleen Bond to discuss a community mural for the Macandrew Bay hall and library.

·   The recent Macandrew Bay School fair was a great community event and raised over $20,000 for the school.

Civil Defence Emergency Management – Paul Pope advised that he will speak with Lox Kellas in regard to Lox continuing in a volunteer capacity to assist the Board with CDEM matters, and will report back to the next meeting.

11        Councillor Update

 

Cr Mickey Treadwell provided an update on items of interest, including:

·    Macandrew Bay pump station repairs may cause minor disruption to traffic while works underway.

·    Temporary speed humps have been placed near the Tomahawk playground to assist with safety.

·    A public workshop was held on 30 March on the city’s emissions reduction target options

·    Public consultation on the Annual Plan 2026-2027 open until 29 April 2026.

12        Chairperson's Report

 

The Chairperson provided a verbal update on items of interest, including:

·    Portobello Road (Crash data analysis) - Paul Pope tabled a graph detailing the analysis of motor vehicles crash data on the Portobello Road between 2000 and 2025, noting the reduction in car accidents since the completion of the Peninsula Connection Project, and the increased traffic volume on the road.

·    Biodiversity and Tourism forum dates to be set and provided to the next meeting.

·    Combined Events – The Otago Peninsula Community Board (OPCB) and West Harbour Community Board (WHCB) to hold joint events and projects.

        The Board Chairs have met and discussed opportunities for the two Boards to alternate hosting of joint events for fundraising opportunities for Board projects and to encourage connection between the two Board communities.

·    Re-vegetation of slip areas on Portobello Road – Discussion to be held with the DCC Manager Transport on opportunities for replanting of roadside slip areas which have been cleared with native plants to reduce the need for weed control and help to stabilize the soil.

·    Horticulture maintenance for the Peninsula - Paul Pope advised that he met with the DCC Manager of Parks and Recreation to discuss the general standard of horticultural maintenance along the peninsula connection.

·    Congratulations to the Otago Peninsula Biodiversity Group – The Board to send a letter of congratulations to the Otago Peninsula Biodiversity Group for the successful programme to make the peninsula possum free.

1          The Community Board Plan is tabled for discussion at each meeting for the purpose of review and update as required by the Board.

2          The Board’s Community Plan assists to contribute to the Council’s 10-year plan with focus on:

new and current priorities (in order of importance with justification and estimated costs for each) for inclusion in the DCC 10-year Plan.

Dunedin City Council – Annual Plan 2026/27

3          The Board is requested to ratify the submission made to the DCC Annual Plan 2026/27.  Paul Pope and Hoani Langsbury spoke to the Board’s submission at the Annual Plan hearing on 13 May 2026.

4          Council deliberations on the Annual Plan 2026/27 are scheduled for Wednesday 27 May 2026.  The Council will adopt the Annual Plan and set the rates for the 2026/27 financial year at the 25 June 2026 meeting.

Otago Regional Council – Regional Public Transport Plan

5          The Board is requested to endorse the submission made to the ORC Regional Public Transport Plan 2025-2035 in May 2026.

Local Alcohol Policy Review – online survey

6          The aim of the Local Alcohol Policy (LAP) is to minimise the harm caused by excessive or in appropriate consumption of alcohol.

7          An online survey is open from Monday 11 May until 5pm Friday 5 June on the DCC website for residents to share what they think about alcohol licensing matters to assist with the review of the Local Alcohol Policy (LAP).  This is stage 2 of the review

8          The review of the LAP is a stage 2 of the 3 stage of the public engagement process.  The first stage was with key stakeholders such as Police, Health New Zealand/Te Whatu Ora, Te Rūnaka o Ōtākou, Safe and Well Ōtepoti, Alcohol Licencing Inspectors, tertiary institutions, Otago Rugby Football Union, Hospitality NZ, and two supermarkets.

Keeping of Animals Bylaw under review

9          As part of the Dunedin City Council review of the Keeping of Animals Bylaw.  An online survey was open to the public on the DCC website from 1 May to 5pm Friday 15 May 2026.

10        In 2021 the DCC worked with the community in amending the bylaw to include prohibitions around the keeping of roosters in residential areas (unless with written permission).  The review of the bylaw was promised to make sure those amendments are working as intended.

11        Public Feedback on other issues e.g., around beekeeping in Dunedin will assist with the bylaw review.

12        Specific rules around the control of cats are not included in the bylaw review because its purpose is to protect the health and safety of the public, rather than wildlife.  The control of dogs in Dunedin is covered by a separate Dog Control Bylaw.

 

Portobello Boardwalk update

13        Dr Glen Hazelton, Project Director – Major Projects will attend the 4 August 2026 meeting and introduce the leads for the Fulton Hogan contracting team ahead of the commencement of the contract.

Emersons Dunedin Marathon – Sunday 13 September

14        Organisers of the Emersons Dunedin Marathon have advised that Portobello Road from the causeway at Andersons Bay to Glenfalloch will be closed to the public during the marathon.  Further road closure details will be made public nearer to the event.

By-Election results

15        Cr Jo Galer took the Oath and Declaration of office at the 18 May Extraordinary Council meeting.

3          Three funding applications have been received for the consideration of the Board, from:

·        Portobello Community Inc. for funding support of $600 for additional planting around the Pump track area and community orchard.

EXECUTIVE SUMMARY

1          This report is to provide information on Youth Scholarship Fund for 2025-26 financial year.

Project Fund

2          The Project Fund holds $1,000 in reserve for the current financial year (2025/2026) for the Board’s Annual Youth Scholarship Award. 

Youth Scholarship applications

3          The deadline for the 2025/26 applications closed on 31 April 2026.  Nine applications have been received for consideration by the Board from:

·    Mitchell Atkinson

·    Anika Biggin

·    Ciara Coffey

·    Alexander Hattrell

·    Toby Holland

·    Mikayla Lindsay

·    Sam Moore

·    Poppy Robinson

·    Sofia Venables

 

4          The nine applications and supporting documentation for the Youth Scholarship Award 2025-2026 have been pre-circulated to the Board and will be considered at the 2 June 2026 meeting. 

5          At this meeting three finalists will be selected to attend an extraordinary meeting to be held on Tuesday 16 June, commencing at 6:30pm, for interview of each finalist and then announcement of the scholarship recipient by the Board. The venue will be the Portobello Bowling Clubrooms, Sherwood Street, Portobello.

6          The 2025-26 Youth Scholarship Award finalists will be invited to attend the 16 June meeting as well as the two Youth Scholarship Award recipients from the 2024-25 financial year (Esme Blaker and Liesel Tolson) to provide feedback on their use of the scholarship funding.

7          Covering letters from the nine applicants setting out their reason for applying are available in Attachments A-I of the report.

RECOMMENDATIONS

That the Board:

a)         Considers the Youth Scholarship funding applications for the 2025-2026 financial year.

b)        Selects the finalists for consideration at an extraordinary meeting to be held on Tuesday 16 June 2026

c)         Approves an extraordinary meeting to be held on 16 June 2026 to consider the finalists for the 2025-26 Youth Scholarship.

·    Biodiversity and Tourism forum held on 13 May (feedback)

·    Re-vegetation of slip areas on Portobello Road (progress to date)

·    OPCB presentation at the DCC Annual Plan 2026-27 hearing on 13 May (feedback)

·    Board endorsement for Lox Kellas to hold a voluntary role on behalf of the Board in support of Community Response Group work under Civil Defence Emergency Management Otago.
