1 Public Forum
|
1.1 Public Forum - Jane McLeod
|
|
Ms Jane McLeod spoke about the proposed Southern Link Inland Port (SLIP). She expressed concerns that it will funnel freight through Mosgiel’s main street, and that the stormwater and roading infrastructure needed to support the inland port will not be in place for 10-30 years. |
|
1.2 Public Forum - Karen Stewart
|
|
Ms Karen Stewart spoke about the impact the proposed Inland Port could have on her neighbouring horse stud, which is a “high intensity horse maternity ward” during foaling season. She expressed concerns about the health risk to new-born foals from dust during the Port’s construction phase, impediments to 24/7 emergency vet access during foaling season, and the detrimental effects of acoustic stress and light pollution on the horses. |
|
1.3 Public Forum - Taieri Network
|
|
Ms Melissa Hawke presented an application from the Taieri Network to support the purchase of branded hoodies for members of the newly-established Taieri Youth Advisory Panel, which she felt would be meaningful in helping to form the group’s shared identity and increase its visibility in the community. |
|
1.4 Public Forum - Taieri Tennis Club
|
|
Mr Alexis Robin, President of the Taieri Tennis Club, presented the Club’s application for funding to install an external access door to the men’s toilet. This would enable it to be converted into a unisex toilet and accessed directly from the courts. Mr Robin noted that the Club has around 100 casual members, including families with young children, who can only access the toilets at present via a club member with a key. |

Briefing: ORC Lower Clutha/Mata-Au and Lower Taieri Flood Protection and Drainage Scheme Rating Model Review
Department: Civic
EXECUTIVE SUMMARY
1 The Otago Regional Council (ORC) is reviewing how the costs of the Lower Taieri and Lower Clutha Flood Protection and Drainage Schemes are shared between the properties that benefit from them. The current rating approach was developed over many years and includes historical arrangements that can be difficult to understand and explain.
2 Following a detailed review, ORC is proposing a new approach that is intended to be fairer, more transparent and easier to understand. The proposal focuses on how the costs of the schemes are shared between properties.
3 More information about what is proposed is available at this link: https://www.orc.govt.nz/get-involved/open-for-feedback/flood-protection-and-drainage-how-rates-are-shared. A briefing paper may be circulated under separate cover.
3 Consultation on the review opened on Monday 10 August and will close at 11.59 pm on Friday 11 September 2026.
4 Mr Tom Dyer, General Manager Science and Resilience, Otago Regional Council (ORC), will brief the Board about this review.
RECOMMENDATIONS
That the Board:
a) Notes the briefing on the ORC Lower Clutha/Mata-Au and Lower Taieri Flood Protection and Drainage Scheme Rating Model Review.
b) Considers whether it wishes to make a submission to the review.

Project Fund
Department: Civic
EXECUTIVE SUMMARY
1 This report provides an update on 2025/26 project fund expenditure and the balance of funds available in 2026/27.
2 Scouting Mosgiel has requested permission from the Board to repurpose its grant of $1,500, awarded in April 2026.
3 Project completion reports have been received from:
a) Mosgiel Rotary Club – $1,000 for planter boxes, awarded August 2025 (Attachment A);
b) Taieri Network - $1,000 for A Very Taieri Christmas, awarded September 2025 (Attachment B);
c) Mosgiel-Taieri Community Patrol – $1,250 for ongoing operating costs, awarded February 2026 (Attachment C).
4 A funding application has been received for the Board’s consideration. Arthur Burns Preschool has requested $488 towards transport to Polyfest (Attachment D).
That the Board:
a) Notes the Project Fund report.
b) Considers the request from Scouting Mosgiel to re-purpose its grant of $1,500 towards installation of an accessibility ramp to the main entrance of its hall.
c) Notes the project completion reports received from the Mosgiel Rotary Club, the Taieri Network and the Mosgiel-Taieri Community Patrol.
d) Considers the funding application from Arthur Burns Preschool for $488 towards the cost of transport to Polyfest;
Project Fund 2025/26
5 In April 2026, Scouting Mosgiel received a grant of $1,500 towards the cost of a portable fridge freezer to take on camping trips. The group has since advised that fundraising for the remainder of the cost would put too much pressure on families.
6 Scouting Mosgiel has requested permission to re-purpose the grant towards the cost of an accessibility ramp to the main entrance of their hall and has undertaken to fund the remainder of the ramp from its own reserves. There is a step up into the hall which makes it difficult for anyone with mobility issues to enter. An accessibility ramp would improve access and enable Scouting Mosgiel to hire out the hall more often.
