6 Briefing: ORC Lower Clutha/Mata-Au and Lower Taieri Flood Protection and Drainage Scheme Rating Model Review |
Mr Tom Dyer, Otago Regional Council (ORC) General Manager, Science and Resilience, briefed the Board about the ORC’s review of the rating model for the Lower Taieri and Lower Clutha Flood Protection and Drainage Schemes. He explained how the proposed model attempted to balance fairness (in how costs are shared between the properties that benefit from services) with administrative simplicity.
Consultation on the review was now open and would close on Friday 11 September 2026.

Moved (Rebecca Shepherd/ Andrew Sutton): That the Board:

Mr Chris Brooker, Emergency Management Advisor, Emergency Management Otago, presented an overview of emergency management and the Board’s role in civil defence emergencies.
He outlined the structure, staffing and framework of emergency response in Otago, noting that the Board had governance oversight of the Mosgiel and Outram Community Resilience Groups (CRGs). During an emergency, the CRGs were responsible for community self-help actions and the Board for reporting local developments to the Emergency Operations Centre.
