Minutes of an ordinary meeting of the Dunedin City Council held via Zoom Audio Visual Link on Monday 20 September 2021, commencing at 12.10 pm

The Mayor acknowledged the recent passing of former Councillor, Anne Turvey, and commented on her service to local government and the South Dunedin community and in particular her strong advocacy for the South Dunedin Library.

1          Public Forum

There was no Public Forum.   

2          Apologies

An apology was received from Cr Hall.

Moved (Mayor Aaron Hawkins/Cr Christine Garey):

That the Council:

Accepts the apology from Cr Doug Hall for absence.

Motion carried

3          Confirmation of agenda
	Moved (Mayor Aaron Hawkins/Cr Christine Garey): That the Council: Confirms the agenda without addition or alteration Motion Carried

4          Declarations of interest

Members were reminded of the need to stand aside from decision-making when a conflict arose between their role as an elected representative and any private or other external interest they might have.

Moved (Mayor Aaron Hawkins/Cr Christine Garey):

That the Council:

a)     Notes the Elected Members' Interest Register; and

b)     Confirm the proposed management plan for Elected Members' Interests.

c)     Notes the proposed management plan for the Executive Leadership Team.

Reports

5          Three Waters Reform
	A report from 3 Waters provided an update on the Government’s three waters regulatory and service delivery reform proposals and attached a draft letter to the Minister of Local Government providing feedback from the Dunedin City Council on  the proposed reforms.
	The Chief Executive Officer, Sandy Graham, The General Manager Infrastructure and Development, Simon Drew  and the Group Manager 3 Waters, Tom Dyer spoke to the report and responded to questions.
	Moved (Mayor Aaron Hawkins/Cr Christine Garey): That the Council:              Adjourn the meeting. Motion carried The meeting adjourned at 1.40 pm and reconvened at 2.17 pm.
	The Mayor advised that following a large number of suggested amendment he would close the meeting. Councillors were asked to forward further suggested changes for the draft letter to the Chief Executive.  A new report and draft letter would be presented to the Council meeting to be held on 28 September 2021.

The meeting closed at 2.22 pm.
