Minutes of an ordinary meeting of the Dunedin City Council Hearings Panel held in the Edinburgh Room for the Mayor and Councillors and via Audio Visual Link for members of the public on Tuesday 12 October 2021, commencing at 1.04 pm

1          Apologies

             There were apologies from Crs Carmen Houlahan and Lee Vandervis.

             Moved (Mayor Aaron Hawkins/Cr Chris Staynes):

             That the Council:

Accepts the apologies from Crs Carmen Houlahan and Lee Vandervis.

2          Confirmation of agenda
	Moved (Mayor Aaron Hawkins/Cr Steve Walker): That the Council: Confirms the agenda without addition or alteration Motion carried

3          Declarations of interest

Members were reminded of the need to stand aside from decision-making when a conflict arose between their role as an elected representative and any private or other external interest they might have.

Moved (Mayor Aaron Hawkins/Cr Steve Walker):

That the Council:

a)     Notes the Elected Members' Interest Register; and

b)     Confirms the proposed management plan for Elected Members' Interests.

c)     Notes the proposed management plan for the Executive Leadership Team.

That the Council:

Adjourns the meeting.

The meeting adjourned at 1.10 pm and reconvened at 1.12 pm.

5          Representation Review Submissions 2021
	There were three submitters who wished to speak to their submissions. Submitters Submitter 842182 - Karen Anderson Ms Anderson spoke in support of her submission.
	Submitter 836347 – Colin Weatherall Mr Weatherall spoke in support of his submission and responded to questions.
	Submitter 840144 - Saddle Hill Community Board Colin Weatherall spoke on behalf of the Saddle Hill Community Board in support of their submission.  Mr Weatherall responded to questions.
	A report from Civic provided an update on the submissions received for the 2021 Representation Review.  The Manager Governance, (Clare Sullivan) spoke to the report and responded to questions.
	Moved (Mayor Aaron Hawkins/Cr David Benson-Pope): That the Council: a) Considered the submissions received on the Representation Review; b) Recommends that the recommendation of the Independent Review Panel be accepted. Motion carried (CNL/2021/184)
