EXECUTIVE SUMMARY
1. Members are reminded of the need to stand aside from decision-making when a conflict arises between their role as an elected representative and any private or other external interest they might have.
2. Elected members are reminded to update their register of interests as soon as practicable, including amending the register at this meeting if necessary.
3. Staff are reminded to update their register of interests as soon as practicable.
That the Council: a) Notes/Amends if necessary the Elected Members' Interest Register attached as Attachment A; and b) Confirms/Amends the proposed management plan for Elected Members' Interests. c) Confirms the Executive Leadership Team Members’ Interest Register. |

Hearing Scheduled for the Annual Plan and Approach to Submissions

EXECUTIVE SUMMARY
1 The purpose of this report is to provide the Councillors with a schedule of submitters wishing to present their views at the Annual Plan hearings during the week beginning 4 May 2020, and to advise on the process followed with submissions during the COVID-19 lockdown.
2 Approximately 920 Submissions have been received, with around 100 submitters wishing to present their submissions to Councillors. Submissions were originally scheduled to close on 15 April 2020, but due to the COVID-19 Lockdown, that date was extended to 24 April 2020.
RECOMMENDATIONS
That the Council: a) Notes the report and the approach taken to submissions during the COVID-19 lockdown period. |
DISCUSSION
3 Hearings for the Annual Plan will be held over the week beginning 4 May 2020 as follows:
Tuesday 5 May 9.30 a.m. to 5 p.m.
Wednesday 8 May 9.30 a.m. to 5 p.m.
Thursday 9 May 9.30 a.m. to 5 p.m.
4 Attached to this report is the Annual Plan Speaking Schedule (Attachment A). Please note that the schedule for next week may be subject to change. An updated scheduled will be emailed to Councillors as necessary.
5 Due to the COVID-19 Alert Level restrictions, Council cannot hold physical meetings. Therefore the hearings will be conducted virtually via zoom and audio.
6 Traditionally, Councillors are asked to consider if they wish to include any submissions that were received after the closing date. Last year for example, there were six late submissions, all of which were accepted by Council. This year, because of the challenges with mail delivery and staff accessing the posted submissions, we could not accurately tell which submissions may have been posted after the close-off time. For that reason, staff have processed all the submissions that have been received.
7 As this is an administrative only report, a summary of considerations is not required.
