1.1       Policing Matters

Sergeant Boyd Smart, New Zealand Police will be in attendance to provide an update on policing matters in the Board’s area.

1.2       State Highway 1, East Taieri

Margaret Scott  wishes to address the meeting concerning signage; and speed of cars on State Highway 1 through East Taieri.

1.3       Gladstone Road Level Crossing

Jerry Lynch from Treescape wishes to address the meeting on the Gladstone Road Level Crossing (Letter attached to the Governance Support Officer’s report).

1.4       Kit Girling

Kit Girling wishes to address the meeting concerning the following:

·        Drone activity and control over Outram

·        Storm water management plan – Outram

·        Clearing of drains around Outram

·        Extension of ground water protection zone in Outram.

1          Public Forum

1.1       Memorial Wall or Berm at East Taieri Cemetery

 

Margaret Van Zyl tabled and spoke to the meeting regarding the installation of a memorial wall at the East Taieri Cemetery.  Mrs Van Zyl commented that she felt that there would be enough space to accommodate the wall and requested the Board’s support.

Mrs Van Zyl responded to questions from the Board.

 

 

1.2       Disc Golf Course

 

Mike Dalton tabled and spoke his request for consideration of a disc golf course in the Mosgiel area.  Mr Dalton provided an overview of the sport and the benefits to community both young and old.  He advised that he would not be seeking any funding from Council and requested the Board’s support for the project.

Mr Dalton responded to questions from the Board.

6          Waste Futures Project and Proposed Smooth Hill Landfill

 

A report from Waste and Environmental Solutions provided an update on the Waste Futures Project and the proposed Smooth Hill Landfill.

The Group Manager Waste and Environmental Solutions (Chris Henderson) spoke to the report and responded to questions.

It was noted that the Board were supportive of Council’s process to date.

7          Governance Support Officer's Report

 

A report from Civic provided an update on activities relevant to the Board’s area which included:

a)         Project Fund

b)        Dukes Road – There was discussion on the usage of the site.

c)         Freedom Camping

d)        Mosgiel-Taieri Safer School Streets Project

e)        Draft Waste Minimisation and Management Plan

f)         Council Consultations  - Following discussion, it was agreed that the Board would submit to the Dunedin City Council’s draft 2020-21 Annual Plan.

g)         Otago Regional Council Consultation - Following discussion, it was agreed that the Board would submit to the draft 2020-21 Annual Plan.

8          Board Updates

 

Board members provided updates on the following:

 

1          Keep Dunedin Beautiful (KDB)

Phillipa Bain advised that Trees for Families was being held on 10 May 2020 and the cost of a tree would be $20.00.

 

2          Mosgiel Coronation Hall

Dean McAlwee provided an update and advised that the hall usage was good.

 

3          Mosgiel Aquatic Project Team

Brian Miller advised that the test drilling had been completed and the report on this would be presented to the next project meeting.

 

5          Mosgiel and Taieri Emergency Group.

Joy Davis commented that she had attended a meeting in the bunker which included a presentation on the community groups responsibilities during an activation.  It was anticipated that the group would meet bi-monthly.

 

6          Outram Emergency Group.

Dean McAlwee advised that there was a small group of residents had organised a phone and email tree for use during events.  He commented that the group’s main focus was neighbours looking out for neighbours.

 

7          Mosgiel-Taieri Safer School Streets Project

It was noted that an update has been provided in the Governance Support Officer’s report.

 

8          Silverstream Plantings

Brian Peat tabled and spoke to his update.

 

9          Social Media

Brian Peat provided an overview of the improvements that had been made to the Mosgiel-Taieri Community Board Facebook page.

 

10        Elected Members’ Honour Board

Martin Dillon advised that there was no update.

 

11        Dunedin Tunnel’s Trust

Dean McAlwee provided an update and commented there was a group investigating the installation of a cycleway from Waihola to Dunedin.  Mr McAlwee commented that it would be make sense to take a holistic approach to these projects.

 

12        Taieri Herald – digitisation

Martin Dillon advised that there was no update.

 

13        Communications and Engagement Activities

9          Chairperson's Report

 

A report from the Chairperson provided an update on matters of interest since the previous meeting.

Following discussion, it was agreed that it was important for the Board to place an article in the West Taieri of the Taieri newsletter.

b)     Approves the funding of an article in the West Taieri of The Taieri newsletter three times a year at a total cost of $30.00 from the Board’s Project Fund.

c)     Approves the Chairperson writing to the Dunedin City Council’s Parks and Recreation regarding the maintenance of the parks and reserves in the Board’s area.

West of the Taieri newsletter – Board Article

3          At its meeting held on 27 May 2020, Council approved the carry forward of unspent 2019/2020 Community Board discretionary funds into the 2020/2021 financial year as a one-off consideration due to the recent Covid-19 events.

Gladfield Road Bridge

4          The Group Manager Transport (Jeanine Benson) will be in attendance to speak to this item.

Freedom Camping

5          The City’s freedom Camping sites recently re-opened under Covid Level 2 restrictions, and there appears to be slightly higher numbers of Freedom Campers in the city than usual as we head into winter.  This is possibly due to a number of overseas tourists that remained in NZ during Covid Level 4 and 3 lockdown.  The Freedom Camping security contract ended (as per schedule) on 31 May for the year, and so please contact Customer Services Agency if there are issues relating to Freedom Camping in the coming months.  The proposed amendments to the Camping Control Bylaw 2015 and Statement of proposal outlining a Special Consultative Procedure will go to Council on 30 June 2020, which if approved, will  allow for the draft Bylaw to go out for public consultation in the near future.

Mosgiel Pool Development

6          The site for the new pool site was announced on 1 May 2020, and the Parks and Recreation Group Manager, Chairperson Mosgiel-Taieri Community Board, and the Senior Community Advisor met with the Caravan Park owner and residents on that day to discuss the announcement and  to advise the caravan park residents that the DCC would work with them in coming months to assist in relocation.  Tenders for the pool development were also listed on the Government tender website (GETS) on the same day, and the deadline for submissions was 28 May.

 

Mosgiel Memorial Gardens

7          Parks and Recreation staff met with the Chairperson, Mosgiel-Taieri Community Board and a small number of concerned residents just prior to Covid Level 4 lockdown in March to discuss concerns about the state of the gardens.  The Community Board also submitted a letter to Council as part of Annual Plan 20-21 raising their concerns about the poor condition of the Gardens.  Parks and Recreation staff instructed a tree contractor to undertake remedial maintenance on trees at Mosgiel Memorial Gardens.  This work was completed on 29th May 2020.   PARS can advise that we have informed the current parks maintenance contractor that we will be varying out Mosgiel Memorial Gardens from their contract from Monday 8th June 2020, and the work will be given to another contractor.  Parks and Recreation staff have suggested to the Chairperson of the Community board that the community consider establishing a Friends of Memorial Gardens group to support increased communication between Parks and Recreation and the community moving forward.

Outram Glen Amenity Project

8          It is some time since the Mosgiel-Taieri Community Board requested options to be considered for the upgrade of facilities at Outram Glen.  Although this land is owned by the Department of Conservation (DoC) and Otago Regional Council (ORC), Parks and Recreation staff agreed to co-ordinate a piece of work to present options to the Community Board for consideration.  Some work has been undertaken in the last 12 months, and Parks and Recreation would now like to host a meeting with ORC, DoC, and a nominated member (or two) of the Community Board to review progress and options prior to formally reporting back to the Community Board later in 2020.   

Play Space Stakeholder Feedback Report – Liberty Swing at Mosgiel Memorial Park

9          Parks and Recreation staff have worked with CCS disability during COVID lockdown to carry out a survey with users and special interests’ groups regarding the future options for the Liberty Swing.  The survey is complete and proposed improvements for accessible play at Mosgiel Memorial Gardens is anticipated to start in July/August of this year. The accompanying document (Mosgiel Stakeholder Feedback) presents the findings and outcome (Attachment A).

10        A letter has been received from Bruce Abbott regarding parking on Hagart-Alexander Drive, Mosgiel (Attachment B).

11        An email has been received from Mark Frith regarding the Gordon Road level crossing (Attachment C).

12        A letter has been received from Jerry Lynch, Treescape (Attachment D).

Dunedin City Council Annual Plan Submission

13        The Board’s submission to the Dunedin City Council’s draft 2020-21 Annual Plan is attached for the Board’s ratification (Attachment E).

 

Dunedin City Council Updates

14        Please note that due to the COVID-19 lockdown, there may be some items that have been unable to be progressed as work was reprioritised to meet urgent needs and to comply with the lockdown requirements.
