Lindsay Scott, Deputy Chief Fire Officer, addressed the meeting raising concerns with regards to the possible closing of Shortcut Road and responded to members questions. |
1.2 Public Forum - Defibrillator Training
|
Paul Clements addressed the meeting concerning defibrillators in the area and any training requirements. He asked if the Board would fund training sessions for locals as a fund raiser for the medical unit, cost $20.00 per head, 10 participants per two hour session, training would be conducted by a qualified trainer and responded to members questions. The Board considered this funding in Item 9. |

The report provided details of 4 funding applications received for the Board’s consideration. Waikouaiti District Museum requested $837.00 to purchase a bar fridge and microwave for the kitchen in the new museum building. Blueskin News Community Newsletter requested $675.00 excluding GST to fund the printing of the Blueskin Newsletter. Mark Brown and Mandy Mayhem Bullock declared a conflict of interest with this item and withdrew from discussion. POWA (Progress of Waikouaiti Area) requested $600.00 to fund the printing of the POWA newsletter. Sonya Billyard declared a conflict of interest with this item and withdrew from discussion. |

The Chairperson provided a verbal report at the meeting, which included: · Update on meeting attended with ORC regarding bus service · Oamaru to Dunedin Cycle Trail Feasibility discussion regarding process needed for the various sections within the Community Board area. Several Board members will meet and discuss the process around public consultation. · Annual Plan Submissions feedback · North Coast promotional activities · CDEM COVID-19 Report · Community Plan - Long Term Plan · Freedom Camping · Firefighting tanks · Horse Trainers · Speed limit review · Funding defibrillator training, the Board members discussed funding two sessions of 10 participants.

Board members provided an update on activities, which included:
Keep Dunedin Beautiful (KDB) Mandy Mayhem-Bullock provided a verbal update which included that Keep Dunedin Beautiful had been unable to meet and that the awards had been postponed until September 2020.
Waikouaiti Recycling Centre Project Geraldine Tait provided a verbal update which included reviewing three concept drawings for the landscaping which one concept was well received.
Waikouaiti Plantation Replanting Project Mark Brown provided a verbal update which included maintenance levels at this time.
Truby King Recreation Reserve Committee Andy Barratt provided a verbal update which included the process for reviewing the draft management plan for Truby King Recreation Reserve.
Zone 6 Community Board Representative Mandy Mayhem-Bullock provided a verbal update which included that planning for a Community Board conference and awards were underway which would be held in Gore next year.

Project Fund
2 At the Council Annual Plan Deliberation meeting held on 27 May 2020, Council approved the carry forward of unspent 2019/2020 Community Board discretionary funds into the 2020/2021 financial year as a one-off consideration due to the recent Covid-19 events.

4 A funding report from the POWA (Progress of Waikouaiti Area) has been received as Attachment A.
Camping Control Bylaw 2015
5 At its meeting held on 30 June 2020, Council approved the draft Camping Control Bylaw 2015 and Statement of proposal for public consultation. The draft bylaw is out for consultation from the 3 August 2020 and close on 31 August 2020.
6 Feedback can be given online at www.dunedin.govt.nz/consultation or write to Camping Control Bylaw, Dunedin City Council, PO Box 5045, Moray Place, Dunedin 9058. Feedback needs to be received by 4pm on Monday, 31 August 2020.
Proposed Speed Limit Bylaw – Amendment 11
7 The DCC is proposing to set new safe speed limits for some roads. The speed a vehicle is travelling determines both the likelihood of a crash occurring and the severity of the outcome. The current speed limits on many Dunedin local roads are not suitable for the existing conditions. If approved, the new speed limits would come into force on 1 November 2020.
8 The proposed Amendment 11 of the Speed Limits Bylaw sets out new speed limits for the following areas:

9 DCC would like input before deciding whether to amend the speed limits in the bylaw. The statement of proposal, Speed Limits Bylaw Amendment 11, maps and more information is available at www.dunedin.govt.nz/consultation The Council is also seeking comments on other areas or roads in Dunedin you think should have a lower speed limit.

Feedback needs to be received by 4pm on Thursday, 20 August 2020. A map of the proposed speed limit amendments in the Board’s area is Attachment B.
11 Since the original construction of the driftwood windbreak on Karitāne Sand Spit (Ōhinepouwera) it is estimated that as much as 2500m3 of sand has accumulated on the sand spit as a direction result of the windbreak. Kāti Huirapa Rūnaka ki Puketeraki continue to take a leading role in working on the windbreak and other members of the community have been helping out too. We know that the wind break can be washed away by floods and coastal storms, but we are confident that the driftwood helps us avoid the risk of pollution that would have resulted from a more traditional structure. Since the structure was built the project has been recognised by the New Zealand Coastal Society – receiving the national sustainability award in 2019 and by Local Government New Zealand – receiving a highly commended citation for council-community relations. Dunedin City Council are proud of the ongoing work and interest that is building around this unique intervention. Attachment C provides further information.
Maintenance of the spray area at Waikouaiti Wastewater Treatment Plant
12 Work by the wastewater team has commenced to clear and mark the irrigation pipework and spray heads at the Waikouaiti Wastewater Treatment Plant. So far 6 of the 40 irrigations lines have been cleared with work planned in August to clear the remainder. This work is to reduce the risk of damage during maintenance and once completed a contractor will provide a quote for ongoing maintenance.
Warrington Playcentre
13 A public notice asking for Applications for a Licence to Occupy the Warrington Playcentre will be in the Otago Daily Times on Saturday 8 August 2020. An Information Pack will be available on the DCC Website, from Customer Services Centre in the Civic Centre, Dunedin and the Waitati and Waikouaiti Libraries. Applications close on Monday 5 October 2020 at 4.00 pm.
Board or members of the public wishing to advise Council of any operational issues or concerns, e.g. potholes, burst pipes, overgrown vegetation etc are reminded to ring the DCC Customer Services Agency on 03 477-4000, or email on dcc@dcc.govt.nz. For non-urgent matters contact Council via the online “Fix it form” https://www.dunedin.govt.nz/do-it-online/report/fix-it-form
If issues and concerns are not dealt with in a timely manner, Board members should contact either the Governance Support Officer or the Senior Staff Member appointed to the Board.
