DCC Representation on Hapori Māori Innovation and Development Fund and Pasifika Communities Innovation and Development Fund

EXECUTIVE SUMMARY

1          Approval is sought for DCC representatives to allocate funding from the Hapori Māori Innovation and Development Fund, and Pasifika Communities Innovation and Development Fund.

2          Both Funds are jointly funded and will be administered by the Dunedin City Council and Otago Community.

3          Staff recommend Councillors Houlahan and Radich represent the DCC on the Hapori Māori Innovation and Development Funding Panel, and that Councillor Laufiso represent the DCC on the Pasifika Communities Funding Panel.  It is anticipated the full membership of these panels will be decided by 30 October, with the funds opening from early November and allocated in mid-December.

RECOMMENDATIONS

That the Committee:

a)     Approves Councillors Houlahan and Radich as the DCC representatives on the Hapori Māori Innovation and Development Funding Panel.

b)     Approves Councillor Laufiso as the DCC representative on the Pasifika Communities Innovation and Development Fund.

 

BACKGROUND

4          On 30 June 2020, the Council approved $435,000 toward COVID-19 response activities to support social well-being as a result of the impacts of the international pandemic. Other funding was set aside to support economic well-being.

5          Of the $435,000, $60,000 was allocated to the Hapori Māori Innovation and Development Fund, and $30,000 to the Pasifika Communities Innovation and Development Fund. The Otago Community Trust (the Community Trust) agreed to match this allocation to create a $120,000 and $60,000 grant pool respectively in the 2020-21 year.

6          The criteria for both funds were approved by the Otago Community Trust Board in late July. The criteria were presented to the Community and Culture Committee on 18 August 2020, along with the process being undertaken to administer these funds. This included a recommendation that Councillors be appointed to the Hapori Māori and Pasifika Communities funding panels.

7          The Committee considered the report, with the following resolutions made.

That the Committee:

a)     Notes the COVID -19 Response Fund Report.

b)        Endorse the process for the Maori and Pasifika Innovation & Development Funds, with the following amendments: 

1.         That where the group applying isn’t Maori or Pasifika led, the primary work of that organisation be in serving those communities; and

2.         That the selection panel involve senior representatives from those communities.

The division was declared CARRIED by 13 votes to 1

DISCUSSION

8          Staff recommend that two Councillors of Māori descent (Councillors Houlahan and Radich) represent the DCC on the Hapori Māori Innovation and Development Funding Panel. It is anticipated the panel will comprise two members of the Community Trust Board and two from local rūnaka. A formal request has been made to the rūnaka for panel representation and Community Trust representation discussed with their Board.

9          Staff recommend that Councillor Laufiso, as the only Pasifika Councillor, represent the DCC on the Pasifika Communities Fund Panel, alongside a board member of the Community Trust and three community representatives selected through a public nomination process. This process would aim to have both panels convened by early November and grants allocated in mid-December. In addition to Councillor Laufiso’s extensive knowledge of the local Pasifika community, she is a member of the DCC Grants Subcommittee, and therefore familiar with funding allocation processes.

10        Panel members would be expected to declare any conflicts of interest in relation to applications, and to allocate funds as set out in the Funds’ criteria.

 

 

 

OPTIONS

Option One – Recommended Option

 

11        Councillors Houlahan and Radich are approved as the DCC representatives to the Hapori Māori Funding Panel. 

12        That Councillor Laufiso is approved as the DCC representative to the Pasifika Communities Funding Panel.  

Advantages

·        The inclusion of Councillors of Māori descent supports the DCC’s obligations under Te Tiriti o Waitangi, as well as the inclusion of other panel members who are Māori.

·        The recommended option aligns with the composition of the DCC Grants Subcommittee, which seeks representatives from the community, arts, events and environmental sectors who can provide knowledge and sector experience to the funding allocation process. 

Disadvantages

·        Staff are unaware of any disadvantages as the funding panel will include representation from the DCC, Otago Community Trust and wider community.

Option Two – Alternative representatives are selected

13        Council does not approve the proposed representatives and selects alternate representatives.

Advantages

·        Other Councillors selected may have more experience in allocating grants.

Disadvantages

·        Other Councillors selected may not be able to relate to the applications nor be familiar with the wider community connections that exist within Māori and Pasifika communities in Ōtepoti Dunedin.

NEXT STEPS

14        Staff from both the DCC and Otago Community Trust will support both funding panels throughout the grants process.

DISCUSSION

3          The Council’s forward work programme was first presented to Council at the 28 July 2020 meeting.  As advised forward work programmes would be created for the Committees as well, they will be a regular agenda item for Council and Committees to show areas of activity, progress and expected timeframes for decision making across a range of areas of work. 

4          This document is the first report for the Community and Culture Committee.  Future reports will show any changes to timeframe.  New items will be added to the schedule and highlighted in yellow.  This report shows a 12-month rolling period from September 2020 to September 2021, to identify items that have been completed. 

NEXT STEPS

5          An updated report will be provided for the 17 November Community and Culture Committee meeting.
