6 Civil Defence |
|
|
Paul Allen (Emergency Management Officer) provided an update on the Community Guide to Emergencies Saddle Hill – Green Island including distribution of the brochures. Mr Allen provided an update on recent events including the COVID-19 community response. He commented that the need to plan for concurrent occurrences in emergencies had been highlighted when the storm surge at Brighton occurred during the COVID lockdown. Mr Allen advised that Civil Defence would be at the Green Island Market Day and advised that Sunnyvale Sports Centre had become the civil defence base for the area. |

a) Notes the Governance Support Officer’s Report. b) Agrees to submit to the DCC Proposed Speed Limit Bylaw – Amendment 11 and agrees that the Board delegate authority to Keith McFadyen and Leanne Stenhouse to finalise the submission. c) Agrees to submit to the Play Space Strategic Plan Survey and agrees that the Board delegate Christina McBratney to complete the survey. 8 Board Updates |

Board members provided updates on activities undertaken on behalf of the Board or items of interest including: - Keep Dunedin Beautiful – Trees for Families will be held on Sunday 6 September 2020, members of the public can purchase a tree in remembrance of a loved one. - Clean up week would be held on 7 – 12 September 2020. This would be promoted on social media and through the schools. The Keep Dunedin Beautiful Awards would be held on Tuesday 1 September 2020. - Coastal Dune Regeneration Programme - Community Response Plan - Kaikorai Estuary Car Park - Chain Hills Cycle Tunnel – a feasibility study was due to be started. - Scroggs Hill Road – an informal survey of residents on Scroggs Hill Road speed issues had resulted in a preference for signage, electronic boards and more police presence and not the installation of speed bumps. This information would be forwarded to staff. |

The Group Manager Waste and Environmental Solutions (Chris Henderson) provided an update on Smooth Hill and the Resource Consent process in response to a query from the Board. |

10 Chairperson's Report |
|

The Chairperson (Scott Weatherall) provided an update on items of interest to the Board which included: · Smooth Hill – Mr Weatherall commented that there had been considerable community feedback on the topic and that this was significant for the Board. Thanks were extended to the Brighton public; Councillors and staff for their attendance at a recent public meeting. · Annual Plan submission · Transport – the Chair expressed thanks to the transportation team for the work undertaken in the Board area which included pot holes, school signage and the footpath on Blackhead Road. · Parks – the Chair thanked the Parks team for recent work which included the reinstatement of the Travis Memorial Stairs following recent storm damage; trimming of vegetation and playground resurfacing at Brighton. |

Greater Green Island Update

EXECUTIVE SUMMARY
Larna McCarthy has provided the following information on the upcoming Greater Green Island Get Together. She will also be in attendance to speak to this and provide an update on Greater Green Island work:
Thank you for your patience during our organisation of the Greater Green Island Get Together. Unfortunately, the most recent Government announcement has not offered us the respite from Level 2 that we had hoped. Even so, we have organised with the Dunedin City Baptist Church to hold the GGI Get Together on Saturday 21 November, 12-3pm, dependent on Level 1 status.
We are inviting education providers, clubs, groups and
health and social service providers to have a stall and provide one free
activity or performance for the community on the day. Everyone is also welcome
to do some fund-raising for your own organisation alongside of the free
activity. We have applied for funding to host
this event, so this will be FREE to all who participate.
We hope that you can attend. Please RSVP via the Registration
Form by Friday 30 October, 5pm.

Funding Application

EXECUTIVE SUMMARY
1 There is one funding application for consideration by the Board.
2 Positive Planting have requested $500.00 towards the cost of planting native trees, bushes and shrubs at the Brighton Domain.
3 Parks and Recreation Staff have been liaising with Positive Planting and have advised that approval would be contingent on the supplying a proposed plant list to our Biodiversity Officer for review and approval and signing a volunteer agreement.
That the Board: a) Approves/declines the funding application from Positive Planting towards the cost of planting at the Brighton Domain. b) Notes that should the application be approved, it would be subject to approval on the proposed plant list and the signing of a volunteer agreement.

Governance Support Officer's Report

1 This report is to inform the Saddle Hill Community Board of activities relevant to the Board’s area including:

Project Fund
2 There is $13,675.00 remaining in the Discretionary Fund.
Speed Limit Bylaw Submission
3 The submission to the Speed Limit Bylaw is attached (see attachment A) for the Board’s information and ratification.
Scroggs Hill Road
4 The Road Safety Team are assessing the best options for speed mitigation on Scroggs Hill Road following the completion of the speed limit bylaw which is currently under review. The plan will be provided to the Board for comment and feedback.
Kaikorai Estuary Car Park
5 Fulton Hogan provided the following estimation for work to extend the Kaikorai Estuary Car Park by half the size again based on the current site being 450m2.
UP03.1 unsealed dig-out 225m2 @ $30.35/m2 = $6,828.75
6 They noted that the existing carpark required a pre grade and a metal and grade to add shape into the carpark, this would add crown into the shape and reduce the likelihood of the large potholes coming back:
DW01.2.9 Grader 8hrs @ $146.06/hr = $1,168.48
UP03.5 spot metalling 28m3@ $49.32/m3 = 1,380.96
Total estimate of $9,378.19
7 The estimation was based on the assumption that the large gum trees would remain in the car park and that the pistol club would shift the gate. If the Board wanted the large rock continued, they would have to check the availability of that size rock and add this to the estimation.
Parks and Reserves Updates
Walton Park Planted Area
8 In response to a request for an update on the Walton Park planting programme, staff have advised that the growth rates of the plants within the site has generally been strong. Some of the rare and more unusual plant species, such as pokaka and Hector’s tree daisy, are also doing well.
9 A site inspection in early August noted that there were some unexpected hare/rabbit damage on the trunks of well-established trees (2-3m tall). Tree protectors were installed where required to prevent further damage. Night shooting was subsequently undertaken throughout August, targeting rabbits, hares and possums.
10 More plants will be added to areas recently cleared of weeds and also where the plant growth has been slow or where trees have died.
11 The walking track and steps to the loop track were also upgraded during August.
Play Spaces Review
Tracks and Trails Review
13 The audit has now been completed and the information will be used to develop the strategic plan.
Sports Field Review
13 Interviews with sports codes and facility operators have been completed. An analysis of booking data has been completed and an audit is scheduled for over the summer period. Analysis of national and international sports trends have been completed.
14 Interviews and workshops with community and target groups is near completion. Community feedback survey is currently underway, closing on 30 September.
Walton Park Pump Track
15 Staff requested a quote from a bike track maintenance contractor who will be able to complete the repairs to the required standard. A site visit is required in order to provide the Board with an accurate quote.
Freedom Camping
18 Submissions on the proposed amendment to the Camping Control Bylaw have been received. A hearings committee will meet on 1 October and will report back to Council later in the year.
19 The Department of Conservation (DOC) and the DCC are in the recruitment process for Community Rangers who will work from November 2020 – April 2021 providing freedom campers with Bylaw information. Three Rangers will be employed and patrol camping hotspots daily over the summer months.
Island Park Reserve Management Plan
20 The Island Park Reserve does not have a standalone Reserve Management Plan, it is covered by the Coastal Dunes Reserve Management Plan.
Beaches and Reserves Bylaw
21 Permits have been designed for people who require vehicle access to beaches. Community Rangers will patrol a number of DCC and DoC managed beaches from November 2020 – April 2021. There will be some flexibility in which beaches are patrolled and how often; staff will adjust patrols as necessary.
22 New signage will be installed at Tomahawk Beach and Warrington Domain.
Tunnel Beach Carpark
23 DCC and DOC had an onsite meeting with residents to look at the options for the carpark and a preferred option was chosen to progress with the preliminary design. This is in progress and it is anticipated that resource consent and a preliminary plan will be submitted towards the end of October.
Planning
Scroggs Hill Road Subdivision
24 In response to a query from the Board on the Scroggs Hill Road subdivision, planning staff have advised that a resource consent to subdivide 54 Scroggs Hill Road was granted in July 2019. The land is zoned for residential use and the subdivision will create 26 new residential lots. The developer has up to seven years to give effect to the resource consent, once granted. When the development occurs, it is managed by the developer. At the end of the development process the developer has to apply for an RMA s224 certificate to confirm the conditions of the resource consent have been complied with. A copy of the subdivision scheme plan is attached as attachment B.
