Rosanne Dee, from Friends of the Mosgiel Memorial Gardens will be in attendance to provide an update.
1.2 Mosgiel-Taieri Safer Schools Project
Trevor Buchanan will be in attendance to speak on the Mosgiel-Taieri Safer Schools Project.
1.3 Wingatui and Factory Roads Roundabout
Frank Cochrane will be in attendance to speak to the Wingatui and Factory Roads roundabout.
On behalf of the Mosgiel Rotary Club, David Brown will be attendance to speak to their funding application.
1.5 Memorial Wall - East Taieri Cemetery
Margaret Van Zyl wishes to address the Board on the Memorial Wall at the East Taieri Cemetery.

6 Destination Dunedin Plan |

Malcolm Anderson, Marketing Manager Enterprise Dunedin provided an overview of the Otepoti Destination Dunedin Plan refresh and responded to questions. |
7 Governance Support Officer's Report |
|
|
Brian Miller left the meeting at 5.40 pm and returned to the meeting at 5.43 pm. A report from Civic provided an update on a number of activities relevant to the Board’s area, which included: Revitalising the pocket parks at the end of Glasgow and Lanark Streets. The Urban Designer (Peter Christos) spoke to the proposed revitalising of the ‘pocket parks’. Mr Christos requested the Board’s support and for its feedback for this work. Following discussion, it was agreed that Phillipa Bain would be the liaison between staff and the Board.

Celebrating Excellence – The DCC Planning and Partnerships Manager (John Brenkley) provided an update on an area of the Mosgiel Memorial Gardens that could be used for this project. Mr Brenkley advised that a Reserve Management Plan for this area along with Peter Johnstone Park and Memorial Park would be undertaken in the future.

DCC draft 10 year plan 2021-31 Submission – Following discussion, it was agreed that the following be included in the Board’s submission:
· Request that seal extension programme be reinstated; and · A changing place toilet be installed in the Memorial Gardens near the playground. |

Meeting Schedule – There was discussion on possible alternative venues for the Board’s meetings, which included Dunedin International Airport as a meeting venue.

3 Waters Tree Removal – Following discussion, it was agreed that the Mosgiel Rotary Club would be recommended as the recipient of wood from the tree removal and that the replacement tree be a native species, which attracted bird life.

Recommended that the Rotary Club of Mosgiel be the recipient of the wood from the Blue Gum tree with the following condition: · the proceeds be used towards the erection of the fencing for the Mosgiel sign. Motion carried (MTCB/2021/023)

A report from Civic provided a copy of the funding application which have been received for the Mosgiel-Taieri Community Board’s consideration. Following discussion, on the funding application from the Rotary Club of Mosgiel, it was agreed that before consideration could be given to the application, further information was required: · Confirmation of the ownership of the sign; and · Consenting requirements |

Cr Carmen Houlahan withdrew from discussion on the Mosgiel Aquatic Team Project update.
Board members provided updates on activities which included:
Keep Dunedin Beautiful (KDB) Phillipa Bain provided an update and advised that the Trees for Families event is being held on Sunday, 9 May 2021.
Friends of the Mosgiel Memorial Gardens Phillipa Bain provided an update and commented that she had not received any further expressions of interest from the community.
Celebrating Local Excellence on the Taieri Project An update was provided under Item 7 – Governance Support Officer’s report.
Hawk n Hurl Dean McAlwee advised that this had been postponed due to COVID.
Mosgiel Coronation Hall Dean McAlwee advised that he had recommended that the Mosgiel Coronation Hall Trust put in a submission to the Dunedin City Council draft 10 year plan 2021-31.
Mosgiel Business Association Joy Davis provided an update
Mosgiel Aquatic Project Team Brian Miller provided an update which included the proposed changes to the road layout at the Gordon Road/Eden Street intersection.

Mosgiel and Taieri Emergency Group. Joy Davis provided an update.
Outram Emergency Group. Dean McAlwee advised that a meeting was being held next month (May 2021).
Silverstream Plantings Brian Peat advised that he had submitted this project for presentation to the 2021 Community Board Conference.
Social Media Brian Peat provided an update and advised that the number of ‘likes’ had increased.
Dunedin Tunnel’s Trust Brian Peat provided an update on proposed trails in the area.
Community Engagement Mr Miller advised that he would take over the “Friends of the Memorial Gardens” project.

It was agreed that the Gladfield Road Bridge would be removed from the Community Plan and it has been completed.

Naming of a new private way off Cemetery Road, East Taieri, Mosgiel
Department: Transport
EXECUTIVE SUMMARY
1 This report seeks support from the Mosgiel-Taieri Community Board on the proposed naming of a private way off 22 Cemetery Road, East-Taieri, Mosgiel.
2 The new road names proposed by the developer are ‘Jollie Lane’ or ‘Redwood Lane’, but only ‘Jollie Lane’ complies with the DCC Road Naming Policy.

BACKGROUND
3 The DCC Road Naming Policy provides the framework for timely and consistent naming of roads that reflect the identity of the local community. The DCC Road Naming Policy requires that Community Boards consider proposed names for roads in their area. For reference, the Road Naming Policy and Road Naming Procedure can be accessed on the DCC website at www.dunedin.govt.nz/road-naming.
4 SUB 2020- 100-22 granted subdivision consent for the land located at 22 Cemetery Road, East Taieri, Mosgiel. (See Attachment A-Map). The developer has proposed ‘Jollie Lane’ or ‘Redwood Lane’ as potential names for the road providing access to the subdivision, noting that neither name was preferred over the other.
DISCUSSION
5 ‘Redwood Lane’ recognises a large tree which was planted nearby decades ago. However, an almost identical name (Redwoods Lane) was approved by the Infrastructure Services Committee for another private way off 14 Polwarth Road, Dunedin on 12/05/2020, which means that the proposed name does not comply with the Road Naming Policy. (Attachment B-Assessment of proposed road name for ‘Redwood Lane’).
6 ‘Jollie Lane’ refers to Edward Jollie (1825-1894) who was a pioneer land surveyor in New Zealand, initially as a cadet surveyor with the New Zealand Company. (Attachment C-Assessment of proposed road name for ‘Jollie Lane’).
7 Between the two names proposed, ‘Jollie Lane’ is considered to meet the spelling and appropriateness criteria of the Road Naming Policy but ‘Redwood Lane’ does not.
OPTIONSOption One – Recommended Option- The Board supports naming of the private way off 22 Cemetery Road, East-Taieri, Mosgiel, as ‘Jollie Lane’
Advantages
· The road will be named, and landowners gain a street address allowing them to progress with building and access to services.
Disadvantages
· No disadvantages have been identified
Option Two – Status Quo – The Board does not support naming the private way off 22 Cemetery Road, East-Taieri, Mosgiel, as ‘Jollie Lane’
Advantages
· There are no significant advantages identified with this option.
Disadvantages
· The road will not have a name which will inconvenience new property owners within the development.
NEXT STEPS
8 If the proposed name of ‘Jollie Lane’ is supported by the Community Board, staff will request formal approval from the Infrastructure Services Committee.

West of the Taieri Newsletter
4 The West of the Taieri have extended an invitation to the Board to continue its support by placing an article in its newsletter.
5 There are three publications per year at a cost of $45.00 for the year.
Mosgiel Memorial Park and Peter Johnstone Park
6 Staff have advised that the review of the Mosgiel Memorial Park and Peter Johnstone Park Reserve Management Plan is planned to start in January 2022 with the intention that it will be completed prior to the new pool being finished.
Wingatui Road and Factory Road roundabout
7 The roundabout at the intersection of Wingatui and Factory Roads is complete. A post construction safety audit will be completed in June 2021.
Safer Schools Project
8 Staff will be undertaking the permanent infrastructure design for Outram and Silverstream Schools, noting the strong support for raised crossing points. The trial infrastructure will remain until the permanent infrastructure is installed.
9 Staff have advised that they will be removing the trial infrastructure at Elmgrove School including the kerb build outs, along with the Bush Road crossing points.
10 A letter from Clive Cumming has been received regarding the bus loop, bicycle rack and mobility scooter security stand (attachment B).
