A report from Enterprise Dunedin provided an update on the latest Dunedin economic benchmark results compared with a number of other New Zealand cities. The Manager, Enterprise Dunedin (John Christie) and the Business Analysis Contractor (Benje Patterson) spoke to the report and responded to questions.

Startup Dunedin Trust Annual Report 2021
Department: Enterprise Dunedin
EXECUTIVE SUMMARY
1. The purpose of this report is to update the Economic Development Committee (EDC) on the Startup Dunedin Trust (SUDT) activity for the year ending 31 December 2021.
2. The SUDT Annual Report is attached, and the Chair, General Manager and Dunedin City Council (DCC) representative will attend the EDC.
That the Committee: a) Notes the summary of the activity of the Startup Dunedin Trust (SUDT) for the year ending 31 December 2021. |
BACKGROUND
3. DCC is one of three shareholders (including the University of Otago and Otago Polytechnic) in the SUDT.
4. Development of the startup ecosystem is a key priority of the Grow Dunedin Partnership (GDP) and Enterprise Dunedin. This activity supports the themes and goals of the 2013-23 Economic Development Strategy (EDS):
a) 10,000 extra jobs over ten years (requiring employment growth of approximately 2% per annum);
b) an average of $10,000 extra income for each person (requiring gross domestic product per capita to rise by about 2.5% per annum).
5. The SUDT is Chaired by Wade Pearson, Gallaway Cook Allan Lawyers and includes:
a) Professor Robin Gauld, University of Otago;
b) Scott Mason, Findex;
c) Zoe Hobson, Runaway Play;
d) Jamie Reidie, Dunedin City Council representative;
e) Jason Lindsey, Petridish;
f) Steven Turnbull, Otago Polytechnic.
6. Council has supported SUDT activities for a number of years. Most recently, Council agreed a three-year ($194,000 per annum) Service Level Agreement (SLA) with the Trust until June 2024.
DISCUSSION
7. The SUDT Annual Report includes data on founder support, case studies on the successes of incubated startups and alumni, the introduction of a mapping exercise to increase visibility over the ecosystem, student startup growth insights, and community outreach and partnership programmes.

9. Enterprise Dunedin will continue to work with and support the SUDT on the current SLA over the next financial year.

Economic Development Activity Report for the period to 1 July to 31 March 2022

EXECUTIVE SUMMARY
1 This report provides an update on progress towards achieving levels of service for the Economic Development activity for the period 1 July 2021 to 31 March 2022, as provided in Attachment A.
2 As this is an administrative report only, there are no options or Summary of Considerations.
That the Committee: a) Notes the update report on the Economic Development activity as provided in Attachment A. |
DISCUSSION
3 The 10 year plan sets out the activities undertaken by Council. Each activity has levels of service that describe what Council will provide to the community, along with measures and targets used to assess the level of achievement in delivering those activities. Council reports on its achievement of all levels of service through its Annual Report.
4 Attachment A reports on progress towards achieving the levels of service, measures and targets as detailed in the 10 year plan for Economic Development for the nine months to 31 March 2022. Information on specific areas of work is also provided.
5 The Residents’ Opinion Survey (ROS) is used by Council to measure achievement of some of its levels of service, and the results from the survey are shown in the attached activity report. Respondents of the survey are asked to rate their satisfaction levels for some activities on a scale of 1-10 from very dissatisfied to very satisfied.
6 The survey is carried out on a continuous monthly basis, with the aim of getting 100 responses each month. This provides a sample size of around 1,200 for the year, with a nine monthly sample size of around 900 residents. A sample size of 900 has an expected margin of error (at the 95% confidence interval) of ± 3.3%.
7 As part of the Strategic Framework Refresh project, a review is underway of both levels of service and the DCC’s suite of survey tools, including the ROS survey, to improve how we measure and report on our performance, and how we monitor wellbeing.
NEXT STEPS
8 An update report for the 12 months to 30 June 2022 will be presented to Council later in the year.
