Minutes of an ordinary meeting of the Mosgiel-Taieri Community Board held in the Downes Room, Mosgiel Service Centre, Hartstonge Avenue, Mosgiel on Wednesday 28 June 2023, commencing at 5.00 pm

1          Public Forum

1.1       Public Forum - Richard Emerson

 

Richard Emerson spoke to the Board regarding the Taieri Gorge Railway and suggestions that it be turned into a cycle trail.  Mr Emerson suggested that it was possible to combine the train with a cycle trail and that the tracks should not be        removed.

 

 

1.2       Public Forum - Taieri Historical Society

 

Neil Gamble spoke to the funding application from The Taieri Historical Society for support to service the public toilets.  He advised that they are fully utilised by the public and council staff.  In a response to a question he advised that the Society provide the service for the public but they are not part of the museum.

 

 

1.3       Public Forum – Rosanne Dee

 

Rosanne Dee spoke to the Board regarding traffic on Murray Street.  She asked that safety measures be put in place to slow the traffic down and road markings be put around the bus stops.   She also requested that a rubbish bin be put in the playground.

An apology was received from Brian Miller.

The Chairperson advised that he would withdraw from the table during the discussion on his reimbursement claim.

 

Mr Peat advised that the would withdraw for the discussion on the Silverstream Beautification Planting Group funding application.

Area Commander Craig Brown provided a briefing on policing in the Mosgiel/Taieri area and responded to questions.

The Chairperson withdrew and left the table for the discussion and voting on the purchase of Community Engagement tools and the item regarding the Library Information Board (motions e to h below).  The Deputy Chairperson took the Chair.

 

A discussion took place on the purchase of tools for Community Engagement.

A discussion took place on the upgrading of the Information sign in the Mosgiel Library

8          Project Fund

 

The Chairperson resumed the Chair

Consideration was given to the report back form from Silverstream School on behalf of Te Whare tapa wha o Taiariri.

a)         Notes the project completion form from Silverstream School on behalf of Te Whare tapa wha o Taiariri.

Consideration was given to the funding application from the Taieri Historical Society and the Mosgiel Rotary Club on behalf of the Silverstream Beautification Planting Group.

 

It was noted that the balance of the fund was now $2,528.90.

b)        Approves a grant of $2,500.00 to The Taieri Historical Society towards the provision of public toilet facilities at the Historical Park.

Brian Peat withdrew from discussion on the funding application from the Mosgiel Rotary Club on behalf of the Silverstream Beautification Planting Group.

c)         Lays the application from the Mosgiel Rotary Club on behalf of the Silverstream Beautification Planting Group on the table pending clarification from the Otago Regional Council regarding the impact the plantings may have on the maintenance of the Silverstream.

9          Board Updates

 

1           Taieri Network

Kathryn Anderson advised that new Trustees have been appointed, Sam Graf and Amanda Cookson and that Sarah Davie-Nitis had resigned as a trustee..  The Group would also like to hold a public meeting in conjunction with the Board.  It was noted that the group may wish to discuss with the Board responsibilities in regards to Christmas activities and decorations.

2           Coronation Hall Trust

Dean McAlwee advised that Philippa Bain had been appointed as a new trustee.

 

3           Aquatic Centre Project Group

In the absence of Brian Miller the Group Manager Parks and Recreation provided an update on the opening of Te Puna o Whakaehu.  Members noted the contribution of Brian Miller towards this project.

             Acknowledges the work of Brian Miller and the Taieri Community Facilities Trust on this              project.

4           Mosgiel and Taieri Emergency Group.

The Chairperson provided an update on the activities of the Mosgiel and Taieri Emergency Group the new Welfare Centre.

5          Outram Emergency Group

     Dean McAlwee advised that the evacuation centre was now the West Taieri Rugby Club.

6          Social Media and Media Platform

Regan Horrell advised that there was an increase in the use of the facebook page and it was receiving positive comments.

7           Community Engagement

Regan Horrell reminded members that Community Engagement is not just the facebook page but other platforms as well.

8          Community Events

Kathryn Anderson spoke regarding the opening of Te Puna o Whakaehu and the installation of the Matariki display.

9          Taieri Trails Group – Andrew Simms

 

             The Chairperson advised that the Otago Regional Council has given permission to access              the flood banks for the cycle trail.

The Chairperson provided an update on matters of interest since the previous meeting.  In particular a discussion took place on a public meeting.

a)    Agrees to hold a public meeting on 18 July 2023 in the Coronation Hall commencing at 7 pm regarding heavy transport in Gordon Road.

EXECUTIVE SUMMARY

1          At the Board meeting of 28 June consideration was given to a funding application from the Rotary Club of Mosgiel on behalf of the Silverstream Beautification Planting Group for $2,363.25.  The Board laid this application on the table pending further information.  This information has now been provided and is attached to the original application (Appendix A).

2          An application has been received from the Rotary Club of Mosgiel for $2,000.00 towards upgrading and replanting the planter boxes (Attachment B).

3          An application has been received from Festival of the Plain for $850 towards a Christmas Family Night (Attachment C).

4          The balance in the project fund is $10,000.

RECOMMENDATIONS

That the Board:

a)     Uplifts the funding application from the Rotary Club of Mosgiel on behalf of the Silverstream Beautification Planting Group.

b)     Approves/declines the application Rotary Club of Mosgiel on behalf of the Silverstream Beautification Planting Group

c)     Approves/declines the application from the Rotary Club of Mosgiel

d)     Approves/declines the application from the Festival of the Plain.
