1 Tribute
The Chairperson, on behalf of the Strath Taieri Community Board, will acknowledge the passing of Brian Miller, Mosgiel-Taieri Community Board Member.
At the close of the agenda no requests for public forum had been received.
An apology has been received from Terina Geddes.

Accepts the apology from Terina Geddes.
Note: Any additions must be approved by resolution with an explanation as to why they cannot be delayed until a future meeting.

1. Members are reminded of the need to stand aside from decision-making when a conflict arises between their role as an elected representative and any private or other external interest they might have.

Minutes of an ordinary meeting of the Strath Taieri Community Board held in the Strath Taieri Community Centre, Middlemarch on Thursday 22 June 2023, commencing at 2.00 pm

1 Public Forum
1.1 Sheila Ramsay
Sheila Ramsay spoke to the meeting about the lack of gritting on the Middlemarch Roads. She advised that Downers were contracted to provide services Monday to Friday, but noted that there had been two accidents over the weekend.
Ms Ramsay spoke about the minutes from the meeting held on 10 May 2023, advising that in her opinion they were not accurate in respect of the presentation made by Mr Shane Loader in public forum. She felt that minutes did not provide enough information on what Mr Loader said at the meeting.
1.2 Andrea Bosshard
Andrea Bosshard spoke about public road access to Foulden Maar, based in information provided to her through a LGOIMA request to the DCC.
Ms Bosshard spoke about the need to make access to the Taieri River easier, with access point signage, gates, styles etc. The community needs to cherish, and enjoy the river, and notice what is happening to it.
Ms Bosshard also spoke about finding possible community projects that could use the stones and timber from the old Sutton Bridge destroyed in the 2017 flood, and asked how decisions could be made regarding their use.

6 Otago Regional Council Update |
|
|
The Otago Regional Council (ORC) Infrastructure Engineering Lead (Pam Wilson) and the ORC Manager Engineering (Michelle Mifflin) provided an update on river management initiatives in Middlemarch, which included undertaking a survey of March Creek. ORC were working with DCC on a staged approach to address flood hazards in the Middlemarch area. Ms Mifflin and Ms Wilson responded to questions. |

7 Community Plan |

There was a discussion on the Strath Taieri Community Board Community Plan 2022-23 and it was noted that some corrections needed to be made to the plan. New priorities were still to be identified for inclusion in the plan.

8 Governance Support Officers Report |
|
|
A report from Civic provided an update on activities relevant to the Board area which included: · Project Fund · Dog Registration · Reserves Management Plan General Policies · Inward Correspondence · Roadworks Schedule · Dunedin City Council Updates The Board expressed its thanks to the Mid-Taieri Wai Catchment Group for the feedback report received, and congratulated the Group for the excellent work undertaken. |

9 Board Updates and Report Backs |

|
Board members provided verbal updates and report backs on portfolios and activities which included:
Township beautification Anna Wilson and Terina Geddes provided an update on the benefit in developing a plan for the area with input from the community. Ms Wilson advised that Leah Fitzgibbons from Parks and Recreation had visited Middlemarch to review playgrounds and green spaces in terms of maintenance requirements.
Climate Change Anna Wilson provided the update from Tony Markham, which noted that the DCC voted to work with other Councils on climate change.
Infrastructure, roads and spraying Barry Williams provided an update on local roading issues, and noted that all needed to be mindful of winter road conditions.
Water management (including flooding) Anna Wilson provided the update from Tony Markham, which noted the heavy rain event on 18 June 2023. Photos of spill over areas were sent through to ORC.
Community information and publicity Robin Thomas noted that most of the social media posts had been from ORC and DCC. Mr Thomas advised that if anyone had information, they should send through photos and text for uploading.

10 Chairperson's Report |

The Chairperson provided an update on matters of interest which included: · Road Conditions – flashing light ice warnings worked well in the Hyde area last winter, and would like to see these reinstated. · Civil defence and emergency management – will need to do an update of equipment held by community members that could be used in an emergency. · Street name signs – some are falling over, and need to be reinstated.

11 Councillor's Update |

Councillor Bill Acklin provided an update on items of interest which included
· the adoption of the 2023/24 Annual Plan on 27 June 2023, which incorporates a 6.6% rate increase. · The George Street upgrade work was ahead of time and budget. · Work had commenced on the development of the 10 year plan 2024 -34.

3 The Board has been allocated $10,000 in the 2023/23 year. No funds have been allocated at this time.
Dog Registration
