1.1 Public Forum West Harbour Arts Charitable Trust
Ian Landreth from the West Harbour Arts Charitable Trust wishes to address the board about their application for funding for the artist residency programme for schools and early childhood centres in the West Harbour area.
1.2 Public Forum Coastal Communities Cycle Connection
Emily Cooper from the Coastal Communities Cycle Connection, wishes to address the board about the proposed cycle connection project.
At the close of the agenda no apologies had been received.
Note: Any additions must be approved by resolution with an explanation as to why they cannot be delayed until a future meeting.

1. Members are reminded of the need to stand aside from decision-making when a conflict arises between their role as an elected representative and any private or other external interest they might have.
2. Elected members are reminded to update their register of interests as soon as practicable, including amending the register at this meeting if necessary.

a) Confirms the minutes of the West Harbour Community Board meeting held on 10 May 2023 as a correct record with the following amendments: · Wayne Sefton is a member of the Port Chalmers Returned Services Association · Jarrod Hodson advised the he was seeking feedback from the community regarding a refuge crossing on SH 88 not Waka Kotahi. Kerrie Young, Regional Director from Kainga Ora provided an overview of the proposed redevelopment of the Albertson Avenue Community Houses.

7 Briefing from Waka Kotahi NZTA |
|
|
Jason Forbes, from Waka Kotahi provided an update on the work required to complete the Shared Path. It was hoped to have everything completed by August 2023.

1 Port Noise Liaison Committee
Kristina Goldsmith advised that she had circulated the minutes of the last meeting to Board members.
2 Ravensbourne Liaison including Ravensdown Community Liaison Group
Jarrod Hodson advised that a number of complaints had been received regarding Downers cutting the banks in Totara Street.
3 Keep Dunedin Beautiful
Cr Mayhem provided an update on the activities of Keep Dunedin Beautiful.
4 Otago Access Radio
Barbara Anderson advised that she had presented the last session and had concentrated on the Shared Path.
5 Aramoana Liaison
Barbara Anderson commented that the community would like to be involved in the consultation regarding the placement of parking spaces.
6 Infrastructure Liaison
Ange McErlane advised that a discussion had been held regarding the placement of a roundabout at the Beach Street and State Highway 88 intersection
7 West Harbour Emergency Response Group
Ange McErlane commented that she had an appointment with Community Resilience Co-ordinator to discuss community resilience and the role the Board plays in Civil Defence.
8 Policing Matters
Wayne Sefton advised that he had met with the Local Police Officer and it was hoped he would be back on duty within 6 – 8 weeks.
9 Social Media
The Chairperson advised that people were engaging with the Facebook page and the posts were getting ‘Likes”

The Chairperson provided an update on matters of interest including: a) The Board’s presentation to the Civic Affairs Committee b) The Board achievements over the last 12 months and thanked Board members for their support. c) Members are to provide any changes to the Community Plan prior to the next meeting d) Discussion took place on the placement of the seat honouring the former Board Chairperson Jan Tucker. It was suggested that this be put in the Albertson Avenue Community Garden. e) Discussion took place on the requirement for a disability park in the main street

11 Councillor's Update |

Councillor Mandy Mayhem provided an update on matters of interest including the adoption of the 2023/24 Annual Plan, and the commencement of the 10 year plan, she also commented on the increase in rent for the Community Hall.

Cr Mayhem requested information on facilities being made available for cyclists when they stop in Port Chalmers.
Barbara Anderson requested an update on what is happening at Tuckets Corner.
Barbara Anderson requested a follow up on adopting the Borlases Community Park.
A request was made to invite Kiwi Rail to attend a meeting to discuss the Wickliffe Street Rail Crossing in relation to the impact when the Shared Path is completed.

Funding Application

EXECUTIVE SUMMARY
1 An application has been received from the West Harbour Arts Charitable Trust for $1,000.00 towards a two week Artist Residency for schools and early childhood centres in the West Harbour area (Attachment A).
2 The remaining balance in the Board’s Discretionary Fund for the 2023/24 financial year is $10,000.

Governance Support Officer's Report

EXECUTIVE SUMMARY
1 This report is to inform the West Harbour Community Board of activities relevant to the Board area. That the Board: a) Notes the Governance Support Officer’s Report. b) Approves/Declines to renew its commitment to the Rothesay News advertising for the 2023/2024 financial year at a cost of $125.00 per month for a total of $1500.00 from the Board’s discretionary fund.

Project Fund
2 The Board has been allocated $10,000 in the 2023/24 financial year. No funds have been allocated at this time.
3 As it is a new financial year, the Board will need to renew its commitment to its monthly expenditure of $125.00 per month for a total of $1500.00 a year for its advertisement in the Rothesay News.
