Declaration to be made and attested as required by Schedule 7, Clause 14 of the Local Government Act 2002.
Ben Paterson will be in attendance to update the Board on his campaign to re-instate international flights to Dunedin.
Jenny McDonald will be in attendance to speak in support of the Taieri Historic Society’s funding application for the creation of an Outram historic walking trail.
2.3 Mosgiel Taieri Community Patrol
Dave Mitchell will be in attendance to speak in support of the Mosgiel-Taieri Community Patrol’s funding application to assist with ongoing operating expenses.
Gordon Cameron will be in attendance regarding the street lighting on the Cavan Place/Centre Street walkway.
At the close of the agenda no apologies had been received.
Note: Any additions must be approved by resolution with an explanation as to why they cannot be delayed until a future meeting.

Andrew Simms advised he is a Trustee on the Taieri Community Facilities Trust.
Kathryn Anderson advised that she is now an employee of Solutions and Services Ltd, and is no longer involved in the Taieri Cricket Club.
Regan Horrell advised he was no longer working for Wallis Nursery Ltd.

The Chairperson advised that as a result of a last minute decision to record the Heavy Transport Bypass public meeting an account from Ian Chalmers (I.C.Enterprises) for the equipment had been received. .

a) Approves payment of $710 (excl GST) to Ian Chalmers for Audio Visual equipment used at the Heavy Transport Bypass Public Meeting. Motion carried (MTCB/2023/056)

The Chairperson advised that he had received a request to become a member of the Otago Central Rail Trail Trust Taieri Gorge Working Group as the Board representative.

7 Board Updates |
|
|
1 Taieri Network Kathryn Anderson provided an update on the activities of the Taieri Network including that planning was underway for the Very Taieri Christmas; the women’s multicultural group was growing; the Taieri Edible Garden Network had been launched; the possibility of starting “A School in Time”; looking at ideas for teens during the school holidays; the Taieri Resource Group was going well, with new members joining and Te Whare tapa Wha – is hoping to start Te Reo Māori lessons through Literacy Aotearoa.
2 Coronation Hall Trust Dean McAlwee advised that a Trust meeting had been held and that the hall has a number of bookings leading up to Christmas. 3 Mosgiel and Taieri Emergency Group Andrew Simms advised a meeting had been held and commented that a GNZ Scientist had given an update on the Alpine Fault. They are still waiting for the results of the review by the Council. 4 Outram Emergency Group Dean McAlwee advised that there had been no change. 5 Social Media, Media Platform and Community Engagement Regan Horrell commented that the video relating to the draft speed management plan has received a lot of views. He also commented that the challenge is to reach other areas of society that do not use social media and suggested a newsletter might be possible. 6 Community Events Kathryn Anderson advised that the Taieri Trails Trust meeting held on 12 September was well attended. A meet the candidates evening was held on 14 September and was an informative evening. 7 Taieri Trails Group Andrew Simms advised that the public meeting had been attended by approximately 250 people with good interaction between with the locals. Affected landowners would be contacted regarding access to the land for the cycle trail. 8 Community Board Executive Committee Regan Horrell advised that he had recently attended a meeting in Wellington. A representative from the Remuneration Authority spoke to the meeting regarding a review of Community Board remuneration. He also advised that the National Community Board conference theme would be localism.

In a report the Chairperson provided an update on matters of interest including the public meeting to promote cycle trails on the Taieri; congratulated Cr Lucas on being appointed Deputy Mayor; the meet the candidates evening hosted by the Taieri Network and the Community Board; the restoration of the Silverstream to its full capacity and the Gordon Road Spillway.

2 An application has been received from the Mosgiel-Taieri Community Patrol for $5,000.00 to assist with ongoing Community Patrol operating expenses.
3 The balance in the project fund is $7,440.00.

3 With the election of Austen Banks, the Board may wish to consider updating the Board’s Brochure. If so, the Board will need to allocate funding for this.
4 Council will adopt the Meeting Schedule for 2024 at the December 2023 meeting. The first meeting of the Mosgiel-Taieri Community Board for 2024 will be held on Wednesday, 7 February 2024 when the 2024 meeting schedule will be available for adoption by the Board.
Party in the Park
5 “Party in the Park” as part of the Festival of the Plain is scheduled to be held on Sunday 18 February 2024.
Dog Control Bylaw and Dog Control Policy
6 Staff have begun reviewing the Dog Control Bylaw and Dog Control Policy . We’re keen to hear what you and your communities think about dog control in Dunedin. There will be opportunities for feedback, including at hearings, over the next year. We’ll also be asking Community Boards to circulate information through their local networks at various stages.
Future Development Strategy
7 The City Development team will provide a briefing to the Board’s Senior Officer (Scott MacLean) on the Future Development Strategy process to share at the November meeting. The Future Development Strategy will be notified in January 2024.
Roadworks Schedule
