Jenny McDonald spoke to the Board on a request from the Taieri Historical Society for funding towards signage on the proposed Outram historic walking trail. She advised that it was proposed to put information boards on buildings and places of interest.

 

2.3      Mosgiel Taieri Community Patrol

 

Neville Hastie spoke to the in support of the funding application from the Mosgiel Taieri Community Patrol.  He advised that the group are all volunteers and seeking assistance with funding to be able to provide a better level of service to the community.

 

 

2.4      Gordon Cameron

 

Gordon Cameron requested that a street light be put on the Gavan Place/Centre Street walkway. He advised that it is very dark, and therefore dangerous.  He suggested an appropriate place would be outside 9 Gavan Place on the walkway.

The Chairperson requested that the Board Updates report be added to the agenda.  He advised that it was a regular agenda item and provided an update on activities it was appropriate to add to the agenda, as item 8a

Austen Banks advised that he is a shared holder in a  number of publicly listed companies.

7          Project Fund

 

Consideration was given to a funding application from the Taieri Historical Society for $2,054.22 towards the creation of an Outram historic walking trail to showcase the areas heritage.  After discussion members suggested that the group should investigate getting sponsorship for the signage.

a)    Approves a grant of $1500.00 to the Taieri Historical Society towards the Outram Historic Walking Trail.

Consideration was given to a funding application from the Mosgiel-Taieri Community Patrol for $5,000, to assist with ongoing Community Patrol operating expenses.

The Board noted the importance of the work that the Community Patrol undertook in the community.  However, the Board considered that further information was required and suggested that the group should apply for funding towards a specific project.

8          Governance Support Officer’s Report

 

In a report the Governance Support Officer provided an update on matters of interest, including updating the Board’s Brochure and other information, and the date of the first meeting in 2024.

b)     Allocates up to $550 to update the Boards brochure and Library information Board.

8a       Board Updates

 

1          Taieri Network

Kathryn Anderson advised that the Christmas tree lighting would occur on 27 November and the Very Taieri Christmas would be held on 30 November 2023.

2          Coronation Hall Trust

Dean McAlwee advised that the hall has good bookings in place through to April 2024.

3          Mosgiel and Taieri Emergency Group

Andrew Simms advised that the group still has concerns in regards to direction from the DCC in the event of an emergency.  The Group will be writing to Council to see clarification on their role.

4          Outram Emergency Group

Dean McAlwee advised that they are looking at pulling their own information together to keep in touch with the communities in the area, as in an emergency, there is a concern that the communities may be cut off.

5          Social Media and Media Platform/Community Engagement

Regan Horrell commented that he was still looking at developing a Mosgiel Taieri Community Board newsletter for those who do not use social media.

6          Community Events

Kathryn Anderson provided an update on her attendance at the Mosgiel Area Recreation Management Plan Working Party.

7          Taieri Trails Group

Andrew Simms advised that the group was progressing with the cycle trail connecting Mosgiel to Outram.  He confirmed that discussions were being held with the Otago Regional Council and landowners regarding access for the trail.

8          Community Board Executive Committee

 

            Regan Horrell advised that a survey had been circulated to all Community Board             members to gain an understanding of how best to support Community Boards.  He             encouraged members to fill in the survey.

 

9          Otago Central Rail Trail Trust Working Party

 

            Cr Lucas withdrew from discussion on this item.

 

            Andrew Simms provided an update on the project and advised that the “Economic             Impacts of a Taieri Gorge extension to the Otago Central Rail Trail” report had been             received.  He tabled the report at the meeting along with an open letter to Dunedin City             Councillors and the Dunedin Community.

 

 

9          Chairperson’s Report

 

A report from the Chairperson provided an update on matters of interest.

 

Cr Lucas and Austen Banks withdrew from discussion on this item.

 

A discussion took place on whether the Board should participate in the Taieri A& P Show in January 2024.

Road Naming

EXECUTIVE SUMMARY

1          This report seeks support from the Mosgiel-Taieri Community Board on the proposed naming of two private ways in the Mosgiel-Taieri area.

2          The new private way names proposed by the developer are:

·    ‘Wychwood Lane’ as the preferred name for Stage 1 of the subdivision located at 80 School Road South, Taieri. This option complies with the DCC Road Naming Policy.

·    ‘Wantwood Lane’ as the preferred name for Stage 2 of the subdivision located at 80 School Road South, Taieri. This option complies with the DCC Road Naming Policy.

·    ‘Wilden Lane’ as the alternative name for either of the private ways at Stage 1 or 2 of the subdivision located at 80 School Road South, Taieri. This option does not comply with the DCC Road Naming Policy and is not recommended as a viable road naming option.

RECOMMENDATIONS

That the Board:

a)         Supports the naming of the new private way off School Road, as ‘Wychwood Lane’ for Stage 1 of the subdivision.

b)         Supports the naming of the new private way off School Road, as ‘Wantwood Lane’ for Stage 2 of the subdivision.

 

BACKGROUND

3          The DCC Road Naming Policy provides the framework for timely and consistent naming of roads that reflect the identity of the local community. The DCC Road Naming Policy requires that Community Boards consider proposed names for roads in their area. For reference, the Road Naming Policy and Road Naming Procedure can be accessed on the DCC website at www.dunedin.govt.nz/road-naming.

4          A ‘legal road’ is any road legally vested in the council for the purpose of a road.

5          A ‘private way’ is a privately owned driveway, lane, or access way which serves as access from private properties to a public road.

6          The Road Naming Policy requires staff to consult with Community Boards where road names are proposed for Community Board areas.

7          The two private ways (Stage 1 and 2) to be named are part of the subdivision of the land located at 80 School Road South, Taieri and are located within the Mosgiel-Taieri Community Board area.

DISCUSSION

8          The table presented below details the options proposed by the property developers or surveyors, and their compliance with the Road Naming Policy. Additional details including a full assessment for each proposed road name, evidence of consent where relevant, and geographic details of the new roads are provided in Attachments A to C.

9          It should be noted that the Road Naming Policy places less weight on the appropriateness criteria with respect to private ways.

10       The developer has proposed ‘Wychwood Lane’ as the preferred option for the private way coming off School Road South and relevant to Stage 1 of the subdivision and, ‘Wantwood Lane’ for the private way coming off School Road South for Stage 2.

11       According to the developer, the preferred name ‘Wychwood Lane’ for Stage 1, has some historical and geographical significance for the area as ‘Wychwood’ was the name of a pony stud operated by a prominent horse breeding family in the Taieri area. The stud was run at the School Road site from the early 1970’s.

12       The preferred name ‘Wantwood Lane’ for Stage 2, has some historical and geographical significance for the area. ‘Wantwood Station’ was the name of a farm located within the Waimea Valley, associated to the Otago region through the New Zealand Agricultural Company and its former Directors, William Larnach, Robert Stout and Julius Vogel.

13       The name ‘Wilden Lane’ was presented as the alternative option for either of Stages 1 or 2, as referring to an agricultural instrument. The developer was given the opportunity to provide evidence or elaborate on the relevance of this option, but they did not complete the application. The relevance of this option could not be assessed by staff and was consequently deemed as not complying with the Road Naming Policy and is not recommended as a road naming option.

OPTIONS

Option One – Recommended Option - The Board supports the preferred options proposed as ‘Wychwood Lane’ for Stage 1 and ‘Wantwood Lane’ for Stage 2 for the two new private ways names

 

Advantages

·        The road will be named, and landowners gain a street address allowing them to progress with building and access to services.

Disadvantages

·        There are no significant disadvantages identified with this option.

Option Two –Status Quo - The Board does not support either of the options proposed as ‘Wychwood Lane’ for Stage 1 and ‘Wantwood Lane’ for Stage 2 for the two new private ways names

Advantages

·        There are no advantages identified with this option.

Disadvantages

·        The roads will not have a name until a new option is presented and this will inconvenience new or potential new property owners within the subdivision.

NEXT STEPS

14       If the proposed names are supported by the Community Board, staff will request formal approval from the Infrastructure Services Committee.

DISCUSSION

3          At the 8 November 2023 meeting the Board considered an application from the Mosgiel Taieri Community Patrol for $5,000 to assist with ongoing Community Patrol operating expenses.  The Board resolved that the application lay on the table pending further information.  Members considered that the group may wish to apply for a specific project.

Round the Boards OAR Radio

4          Attached is information from OAR “Round the Boards” seeking if the Board wishes to be involved in this programme for 2024. (Attachments A and B)

Future Development Strategy

5          On 31 January 2024, the Dunedin City Council and the Otago Regional Council released the draft Future Development Strategy for consultation.  The Strategy will replace the current Dunedin Spatial Plan and outlines strategic directions for the city’s growth and development for the next 30 years.

6          All information is available on the DCC website www.dunedin.govt.nz/future-development-strategy and the documents will also be available at DCC libraries and DCC and ORC customer service centres in Dunedin.

7          Public information sessions to explain the draft strategy and answer questions are planned for early February as detailed below which you are welcome to attend. 

·    Thursday 8 February, 12 noon–2pm (Dunedin Public Art Gallery)   

·    Thursday 8 February, 5–7pm (Dunedin Public Art Gallery)   

·    Tuesday 13 February, 6–8pm (Mosgiel Coronation Hall)       

8          The period for submissions is now open and closes on Wednesday, 28 February 2024 at 5.00 pm.

10 Year Plan – Dunedin City Council

10       Development of the DCC’s 10 year plan 2024-34 is well underway and we are looking forward to consulting with the community on our draft plan.  The timetable is still to be finalised, but once done, Community Boards will be advised of submission and hearing dates.  At this stage, submissions are likely to be open from early April through to early May, with hearings later in May.  Further information on dates and engagement opportunities will be provided as soon as possible, to enable Community Board time to plan the development of their submissions. 

 

10 Year Plan – Otago Regional Council

11       The Otago Regional Council will also be consulting on their 10 year plan.  Once known, we will advise the Board of the dates for consultation. 

Dunedin City Council – Wingauti to Mosgiel Water Main Renewal

12       The attached letter (Attachment C) was delivered to houses along Gladstone Road North (from Prudence Place) to Puddle Alley, as well as Wingatui Road and all other side streets in between.  The letter advises that work is due to start on a new Wingatui to Mosgiel drinking water pipeline, which will see Gladstone Road Nth closed for the duration, from Wingatui Road to Puddle Alley.

13       Resident access will be available up to the physical worksite from each end, however there will be no access available through the worksite itself. We will work with affected resident within the worksite to try and minimise disruption where possible and will keep them up to date as the worksite progresses along Gladstone Road Nth. When working on Wingatui Road, there will be one lane kept open throughout, managed by Stop / Go traffic lights.
