A report from the Chief Executive Officer provided early notice of the Te Tāhuhu o te Mātauranga Ministry of Education proposal for the Redesign of Vocational Education and Training System which is out for public consultation.

 

Sandy Graham (Chief Executive Officer) Max Sims, (Deputy Executive Director: Operations, Otago Polytechnic) and Ms Megan Potiki (Executive Director Region 4) spoke to the report and responded to questions.

In a report from Enterprise Dunedin an update was provided on the activities of Enterprise Dunedin since the previous meeting.

Cr Whiley acknowledged the retirement of Louise Van de Vlierd and commented on her work with the Dunedin City Council.

Ōtepoti Dunedin Destination Management Advisory Panel - Draft Terms of Reference

EXECUTIVE SUMMARY

1          This report seeks Economic Development Committee (EDC) approval of the draft Terms of Reference for the establishment of a Destination Management Plan Advisory Panel for the Ōtepoti Dunedin Destination Management Plan.

2          This report responds to Action 1.1 of the Ōtepoti Dunedin Destination Management Plan, which states that the DCC shall “Determine and enable effective leadership of Ōtepoti Dunedin’s visitor sector.”

3          The attached draft Terms of Reference (ToR) for a Destination Management Plan Advisory Panel have been developed using the amended ToR template adopted by Council on 25 June 2024.

4          Approval of the proposed ToR would facilitate the formal establishment of a Destination Management Plan Advisory Panel as outlined in the Ōtepoti Dunedin Destination Management Plan.

5          The proposed ToR are attached (Attachment A).

RECOMMENDATIONS

That the Committee:

a)         Approves, with or without amendment, the draft Terms of Reference for the Destination Management Plan Advisory Panel.

b)         Notes the next steps include:

i)          A public notification process will be undertaken to receive expressions of interest for potential members for the Destination Management Plan Advisory Panel.

ii)         Following the public notification process, staff will prepare a further report for the Economic Development Committee to consider nominees for the Destination Management Plan Advisory Panel.

6          At its meeting of 19 June 2024, the Strategy, Planning and Engagement Committee (The Committee) considered a proposed governance approach to strategies, plans and programmes of work with the following resolution:

v)         the Ōtepoti Live Music Action Plan.

7          At its meeting of 25 June 2024, Council subsequently adopted the ToR template for Councillor Advisory Panels, as follows:

DISCUSSION

8          The draft ToR for the Destination Management Plan Advisory Panel (attachment A) has been developed using the newly amended guidelines in the Committee Structure and Delegations Manual.

9          The draft ToR sets out the parameters within which a Destination Management Plan Advisory Panel will operate. These are grounded in the stated priorities expressed in the Ōtepoti Dunedin Destination Management Action Plan.

10       The Destination Management Plan Advisory Panel will bring together representatives to ensure ongoing collaborative discussions and be a mechanism for providing sector-specific advice and support to Council.

11       This will ensure that the implementation of the Plan is informed by community expertise and responds to the varied issues and aspirations of the visitor sector.

12       The Destination Management Plan Advisory Panel will be a conduit through which Ōtepoti Dunedin’s visitor sector can learn about the progress of Council initiatives and activities that give effect to the Ōtepoti Dunedin Destination Management Plan.

13       The Destination Management Plan Advisory Panel members will contribute to future reviews of the Ōtepoti Dunedin Destination Management Plan to ensure the plan meets the changing needs of the visitor sector.

14       The approval of the ToR and subsequent establishment of the Destination Management Advisory Plan Panel will foster ongoing relationships between Council and the visitor sector.

OPTIONS

15       The following two options have been identified.

Option One – The Economic Development Committee approves the draft Terms of Reference for a Destination Management Plan Advisory Panel

Advantages

·        Enables the formal establishment of the Destination Management Plan Advisory Panel.

·        Provides a framework whereby diverse visitor sector representatives can directly advise, support, and monitor the implementation of the Ōtepoti Dunedin Destination Management Plan.

·        Implements Action 1.1 of the Ōtepoti Dunedin Destination Management Plan.

·        Strengthens relationships between Council and the visitor sector.

Disadvantages

·        No identified disadvantages.

Option Two – The Economic Development Committee does not approve the proposed Terms of Reference for a Destination Plan Advisory Panel

Advantages

·        No identified advantages.

Disadvantages

·        Establishment of a Destination Management Plan Advisory Panel is further delayed.

·        No clear mechanism is provided for the visitor sector to advise Council and monitor the progress of the Ōtepoti Dunedin Destination Management Plan.

NEXT STEPS

16       A public notification process will be undertaken to receive expressions of interest for potential members for the Destination Management Plan Advisory Panel. Following the public notification process, staff will prepare a further report for Council to consider nominees for the Advisory Panel.

Start Up Dunedin - Annual Update to June 2024

EXECUTIVE SUMMARY

1          The purpose of this report is to update the Economic Development Committee (EDC) on the 2023/24 outcomes from Startup Dunedin.

2          The Chair, General Manager, and Dunedin City Council (DCC) representative will attend the EDC meeting to speak to their attached report.

 

RECOMMENDATIONS

That the Committee:

a)         Notes the Startup Dunedin update report.

BACKGROUND

3          Development of the startup ecosystem is a key priority of the Grow Dunedin Partnership (GDP) and Enterprise Dunedin. This activity supports the themes and goals of the 2013-23 Economic Development Strategy (EDS):

a)    10,000 extra jobs over ten years (requiring employment growth of approximately 2% per annum);

b)    an average of $10,000 extra income for each person (requiring gross domestic product per capita to rise by about 2.5% per annum). 

4          Startup Dunedin is chaired by Wade Pearson, Avid Legal and the board includes:

a)         David Thomson, University of Otago.

b)         Scott Mason, Findex.

c)         Amie Taua, Independent.

d)         Jamie Reidie, Dunedin City Council representative.

e)         Jo Kirkwood, Otago Polytechnic/Te Pūkenga.

DISCUSSION

5          Council has supported Startup Dunedin activities for several years. In 2021, Council agreed to a three-year Service Level Agreement (SLA) with Startup Dunedin until June 2024.

1          This report provides information on the Dunedin 2023 Regional Economic Profile and June 2024 Quarterly Economic Monitor.

2          Both reports have been produced by Infometrics Limited. Mr Nick Brunsdon, Infometrics Principal Economist and Lead Demographer will attend the Economic Development Committee (EDC) and will provide an update and respond to questions.

RECOMMENDATIONS

That the Committee:

a)         Notes the 2023 Regional Economic Profile and June 2024 Quarterly Economic Monitor Reports (Attachment A and B).

 

BACKGROUND

3          The 2013-23 Economic Development Strategy (EDS) informs Enterprise Dunedin’s work programme. The EDS is underpinned by five themes:

4          The EDS sets out two overarching economic goals:

a)         10,000 extra jobs over 10 years

DISCUSSION

5          The Regional Economic Profile provides an in-depth annual analysis of Dunedin’s economy and performance to the year ending 31 March 2023. Wages and self-employment data collected by Inland Revenue is not available until after March each year, resulting in a time-lag in the data-series used to report on economic performance.

6          The report notes a 1.7% increase in jobs in Dunedin in year ending March 2023 (67,414 March 2023) with job numbers back above their pre-Covid peak (65,982 March 2020).

7          The June 2024 Quarterly Economic Monitor is a timelier dataset. It notes that Gross Domestic Product in Dunedin fell 0.6% over the 12-month period compared with an increase of 0.3% across the Otago region.
