Dunedin Biodiversity Fund - Final Reports on Completed Projects

EXECUTIVE SUMMARY

1          This report summarises the grants claimed for funded projects that have been completed since the last project completion report to the Grants Subcommittee in November 2024. The project completion reports are required to satisfy grant conditions and outline how the projects were completed.

2          Thirteen completion reports have been submitted and two grants forfeited since the last report in November 2024.

3          As of May 2025, twenty-six grants approved between May 2023 and November 2024 remain unclaimed as projects are still ongoing. Staff continue to follow up on unclaimed grants from previous funding rounds.

RECOMMENDATIONS

That the Subcommittee:

a)         Notes the project completion reports for projects supported by the Dunedin Biodiversity Fund.

 

BACKGROUND

4          In August 2007, the Dunedin Biodiversity Fund was developed with a specific aim: To enhance the condition and extant of indigenous biodiversity across Ōtepoti Dunedin by encouraging and supporting landowners and communities who are committed to protecting, enhancing, and managing indigenous biodiversity.

5          Recipients of the fund must sign an agreement with the Dunedin City Council outlining the conditions for receiving the funds. This includes the submission of a project completion report which demonstrates the project was carried out as proposed and details the results.

6          Grant recipients have 24 months from approval to submit their final completion report. All grants approved prior to the March 2023 funding round are complete.

DISCUSSION

7          Attachment A contains the project completion summaries for the thirteen grants claimed since the November 2024 Subcommittee meeting. Confirmation of the two forfeited grants are also included here.

8          Table 1 provides a summary of the completed grants.

9          The grant recipients who received their allocated funding have successfully completed their projects in accordance with their applications, contributing to the protection and enhancement of indigenous biodiversity in Ōtepoti Dunedin. The invoices/receipts provided to Council for the completion of these projects are consistent with the granted funding amounts, including those projects that were only partially claimed.

10        The two forfeited grants were due to time constraints and financial hardship which delayed the initiation of projects. Discussions were held with the applicants before these grants were forfeited/expired.

11        The balance of monies left over from claimed grants since the November 2024 Subcommittee meeting is $8,078.81. This includes $6,111 from the two forfeited/expired grants and $1,967.81 from the two partially uplifted grants. This additional $8,078.81 is allocated for redistribution in the March 2025 funding round.

12        Twenty-six approved grants totalling $97,031.62 remain unclaimed, with no grants outstanding from funding rounds prior to March 2023.

NEXT STEPS

14        Staff will continue to administer the Dunedin Biodiversity Fund and provide oversight of projects.

The projects considered in this report have contributed positively to the long-term sustainability of Dunedin’s natural environment.

Zero carbon

Application of the DCC Biodiversity Fund aligns with the Zero Carbon Plan key shift “Grow sequestration that aligns with mana whenua and community values”. The projects discussed in this report will decrease city emissions through revegetation and by otherwise protecting and enhancing indigenous vegetation in Ōtepoti Dunedin that is valued by members of the community.
